| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\t\t\t update from the police \n\n \nTo receive a brief update on local policing\nissues. \nMinutes: \n\n \nInspector\nGeorge gave a brief update on policing issues in the three wards,\nhighlighting: \n\n 1. \nCockfosters Ward \n\n The three\npriorities in the wards were: \n\n \n\n· \nTraffic issues,\nincluding speeding \n\n\n· \nBurglary\nprevention \n\n\n· \nCockfosters\nparade of shops \n\n \n\na) \nTraffic Issues\nwithin the ward remain high on the list of concerns with residents.\nSpeeding, in particular alarms residents. The SNT will be conducting Automatic Number Plate\nRecognition (ANPR) operations, Roads\nSafety Days with local schools and additional ‘Blue\nBadge’ initiatives in partnership with the L.BE. \n\n\nb) \nWith regards to\nburglary on the ward, whilst there has been a reduction of\nincidents, the SNT will continue to\nraise awareness of crime prevention and home security. Burglary\n‘hotspots’ are visited and crime prevention advice is\ngiven. ‘High viz’ foot\npatrols have been increased in these areas. \n\n\nc) \nCrime figures\nreveal that in the vicinity of Cockfosters shops, there\nis relatively low reports of incidents,\nbut, there has been a few high profile robberies committed at some\nof the shops. As a result of these and to try and reassure\nretailers, the team will be performing ‘High Viz’ patrols, particularly in the lead up to\nChristmas. \n\n\nd) \nMonthly\n‘Drop –in-Surgeries will be held on the following\ndates: \n1st\nThursday of each month 6 – 7pm at Hadley Wood Association\nHall \n3rd\nWednesday of each month 3-4pm Oakwood Library, Bramley Road, all are welcome. \n\n\ne) \nA\nweekly wars newsletter is available via email at \nCockfosters.snt@met.police.uk\nThe Ward phone no. : 02087212688. \n\n In response to\na resident Inspector George explained that the Parks Team patrols\nTrent Park, but if an incident was reported to the police direct,\nthey would attend. \n\n 2. \nGrange Ward \n\n The three priorities\nin the ward were: \n\n\n· \nRetail theft\n– Enfield Town \n\n\n· \nRobbery –\nCecil Road \n\n\n· \nASB\n–\nGladbeck Way \n\n \n\na) \nThe\nofficers in Grange Ward were working with a newly formed Enfield\nTransport team to try and prevent the incidents of theft in Palace\nGardens and Palace Exchange. \n\n\nb) \nIn\nresponse to the robbery in Cecil Road, patrols have been increased\nand plain clothes operations have been initiated. There has also\nbeen increased use of the Council’s CCTV. \n\n\nc) \nWith regard to\nthe ASB in Gladbeck Way, there have\nbeen reports of youths congregating in the car park at the\nBudgens store in Windmill Hill, where\ncannabis was being smoked and wheel spinning their cars. \nResidents have\nbeen leafleted asking for their views, and in liaison with the\nCouncils ASB team a request has been\nsubmitted to view the deeds of the car park and establish who the\nowners are. During November a council ASB camera was deployed in the car park and the\nresults are being analysed. \n\n\nd) \nFurther\nconsultation dates are to be held on : \nWednesday 9\nDecember 1-5pm at the\nMobile Police Station outside the Goose at the George, The Town. \nFriday 11\nDecember 11am – 2pm\nat Enfield Town Library. \nMonday 14\nDecember ... \nview the full minutes text for item 5. \n | \n\t\t

Wheelie\nBins \n\n \nA resident (not in attendance at the meeting – query received\nin writing), queried the validity of the pilot scheme attached to\nthe roll- out of wheelie bins in the borough. She said that she had\nspoken with an environmental officer who indicated that the wheelie\nbins would be introduced regardless of the pilot. \nNeil Isaac said\nthat he would write to the resident to assure her that the wheelie\nbin scheme was a pilot and that residents’ views and comments\nwould be taken on board at the end of the pilot. \n\nFollowing debate / discussion the following was highlighted: \n\n \n\n· \nCouncillor Neville’s comments that the basic issues attached\nto waste were driven by risings costs in waste disposal and\nrecycling targets must be met. If councils do not meet EU targets,\nhuge fines would be imposed which would impact on council tax.\nWheelie bins were considered to be the answer to improving\nrecycling and that was why Enfield was piloting\nthe scheme. He added that wheelie bins allowed for a much wider\nvariety of items that could be collected. Councillor Neville said\nthat the streetscene would also be much improved as plastic\nsacks were continually torn and waste spilling out. He emphasised\nthat all residents concern, comments were being listened throughout\nthe pilot. \n\n\n· \nNeil Isaac said that all comments / concern received so far have\nbeen responded to. Some residents have requested ‘shared\nbins’ as the ones they were given during the pilot were too\nbig for their household. During the pilot it was important, that if\nthe scheme was to go ahead, the blend of bins for all\nresidents’ must be achieved. Neil Isaac advised that 50% of\nlitter in the borough came from split plastic sacks and this had to\nbe taken into context for costs in street cleansing. \n\n\n· \nCouncillor Pearce’s concerns on behalf of the resident\nwhether the scheme was a pilot or would wheelie bins be imposed on\nresidents albeit with the type of bin that best suits their\nhouseholds. Councillor Neville said that, in reality, residents\ncan’t be told ‘you will have the bins’, but, the\nfinancial incentive is too strong not to go ahead, as well as the\nissues attached to the recycling targets that must be met. \n\n\n· \nA residents comments in support of the\noriginal concerns over whether the scheme was a pilot. He felt that\nin the spirit of the term ‘pilot’ it did not appear it\nwas. \n\n\n· \nConcerns were raised on behalf of elderly residents in the borough,\nwho had bins delivered that they could not cope with due to the\nsize. These considerations should have been taken into account\nbefore delivery.
