The <span class=\"SpellE\">SNT</span> will be conducting Automatic Number Plate\nRecognition (<span class=\"SpellE\">ANPR</span>) operations, Roads\nSafety Days with local schools and additional &lsquo;Blue\nBadge&rsquo; initiatives in partnership with the <span class=\"SpellE\">L.BE</span>.</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:36.0pt;text-indent:-18.0pt;mso-list:l6 level1 lfo4\">\n<span style=\"q-bidi-font-size:10.5pt;mso-fareast-font-family:Arial;q-bidi-font-family: Arial\">\n<span style=\"mso-list:Ignore\">b)<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\n<span style=\"q-bidi-font-size:10.5pt; q-bidi-font-family:Arial\">With regards to\nburglary on the ward, whilst there has been a reduction of\nincidents, the <span class=\"SpellE\">SNT</span> will continue to\nraise awareness of crime prevention and home security. Burglary\n&lsquo;hotspots&rsquo; are visited and crime prevention advice is\ngiven. &lsquo;High <span class=\"SpellE\">viz</span>&rsquo; foot\npatrols have been increased in these areas.</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:36.0pt;text-indent:-18.0pt;mso-list:l6 level1 lfo4\">\n<span style=\"q-bidi-font-size:10.5pt;mso-fareast-font-family:Arial;q-bidi-font-family: Arial\">\n<span style=\"mso-list:Ignore\">c)<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\n<span style=\"q-bidi-font-size:10.5pt; q-bidi-font-family:Arial\">Crime figures\nreveal that in the vicinity of Cockfosters shops, there\n<span class=\"GramE\">is relatively low reports</span> of incidents,\nbut, there has been a few high profile robberies committed at some\nof the shops. There has also\nbeen increased use of the Council&rsquo;s <span class=\"SpellE\">CCTV</span>.</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:36.0pt;text-indent:-18.0pt;mso-list:l0 level1 lfo8\">\n<span style=\"q-bidi-font-size:10.5pt;mso-fareast-font-family:Arial;q-bidi-font-family: Arial\">\n<span style=\"mso-list:Ignore\">c)<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\n<span style=\"q-bidi-font-size:10.5pt; q-bidi-font-family:Arial\">With regard to\nthe <span class=\"SpellE\">ASB</span> in Gladbeck Way, there have\nbeen reports of youths congregating in the car park at the\n<span class=\"SpellE\">Budgens</span> store in Windmill Hill, where\ncannabis was being smoked and wheel spinning their cars.</span></p>\n<p class=\"MsoNormal\" style=\"margin-left:36.0pt\"><span style=\"q-bidi-font-size: 10.5pt;q-bidi-font-family:Arial\">Residents have\nbeen leafleted asking for their views, and in liaison with the\nCouncils <span class=\"SpellE\">ASB</span> team a request has been\nsubmitted to view the deeds of the car park and establish who the\nowners are. Residents are\nencouraged to attend the special Scrutiny Panel meetings in\nDecember and the Scrutiny Commission on 21 January 2010.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nAll views and comments submitted by residents will be fed in to the\nfinal decisions about the 2010/11 budget.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nResidents should let the Council know which services are important\nto them to allow prioritisation of services in the future.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nEnfield Council were assessed as in need &pound;8.3m Grant\nSettlement, but actually only received &pound;3.6 due to the\n&lsquo;damping&rsquo; process. This was a two stage process with\nthe Government deciding what each Council needed and having a Grant\nFloor level of 1.5%. The government had taken funding from those\nboroughs above the Grant Floor level.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nFuture years are uncertain with decrease in funding likely. Enfield\nCouncil had a good &lsquo;track record&rsquo; of financial\nstability, but, finding savings is essential to maintain this and\nat the same time deliver quality services.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nEnfield Council has achieved savings, cost reductions and\nadditional income of &pound;39m over the last 4 years, in addition,\nsince last year savings of &pound;9m following a review of staffing\nlevels.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nEnfield&rsquo;s Council Tax had been consistently below the Outer\nLondon Average for the last 7 years.</li>\n<li class=\"MsoNormal\" style=\"text-align:left;mso-list:l0 level1 lfo3;tab-stops: list 36.0pt\">\nFor 2009/10 a major service transformation will be in place called\nthe &lsquo;Leaner Programme&rsquo; which has achieved nearly\n&pound;400, 000 savings in rent payments so far, by vacating 4\nbuildings. Reviews of the Council&rsquo;s departments have\nidentified &pound;1.8m of annual savings. To contact Consumer <span class=\"GramE\">Direct :</span> 0845 040506.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Trading Standards\nreported a postal scam in operation that a card is posted through\ndoors from a company Parcel Delivery Service (<span class=\"SpellE\">PDS</span>) suggesting that they were unable to deliver a\nparcel and gave a contact number: <span class=\"GramE\">09066611911\n.</span> This is a scam originating from Belize, which, if the\nnumber is called &pound;15:00 would already have been billed.\nPlease contact the Royal Mail Fraud <span class=\"GramE\">on :</span>\n0207 2396655, if a card is delivered to your residence.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Trading Standards\nhave advised that the following telephone number offers a free\nadvice line sponsored by British <span class=\"GramE\">Gas :</span>\n0800 048 88 55.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Chalk Lane &ndash;\nif the proposed yellow lines were approved, access would be\nimproved.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Public\nconsultations were underway in Grange Ward on junction safety\nimprovements.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Public <span class=\"GramE\">consultation were</span> recently <span class=\"SpellE\">comlpeted</span> in Highlands Ward on a proposed new zebra\ncrossing and a &lsquo;banned turn&rsquo;.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">3 abandoned and\nuntaxed vehicles had been crushed and numerous untaxed vehicles\nremoved across the wards.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">The Borough&rsquo;s\nstreet litter wardens continue to patrol the borough and to date 48\npeople who have failed to pay the &pound;80:00 <span class=\"GramE\">penalty</span> for littering have been convicted at\ncourt.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">The graffiti team\nwhich was reorganised in June <span class=\"GramE\">2009,</span> have\nbeen proactive and have removed over 1268 items of graffiti. In\naddition they have removed 95 <span class=\"SpellE\">flyposters</span> and bill stickers.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Community Safety\nConsultation &ndash; the Safer and Stronger Communities Boar\n(<span class=\"SpellE\">SSCB</span>) will be holding <span class=\"GramE\">it&rsquo;s</span> annual &lsquo;Face the Public meeting on\nThursday 4 February 2010 at 7 pm at the Civic Centre.\nRepresentatives from the Local Authority, Police, Fire Service,\nProbation, PCT etc. will be in attendance. Discussions will be held\non the priorities in the Borough for 2010 &ndash; 11 and\nresidents&rsquo; views and opinions will influence strategies\naccordingly.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\">Residents are\nadvised that the winter months traditionally pose the greatest\nthreat for burglaries and all precautions should be made to thwart\nincidents by keeping all windows and doors locked at all\ntimes.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l0 level1 lfo3;tab-stops:list 36.0pt\"><span class=\"SpellE\">Alleygates</span> have been a successful tool in tackling\nburglary and <span class=\"SpellE\">ASB</span> problems. She said that she had\nspoken with an environmental officer who indicated that the wheelie\nbins would be introduced regardless of the pilot.</p>\n<p class=\"MsoNormal\" style=\"margin-left:36.0pt\">Neil Isaac said\nthat he would write to the resident to assure her that the wheelie\nbin scheme was a pilot and that residents&rsquo; views and comments\nwould be taken on board at the end of the pilot.</p>\n<p class=\"MsoNormal\" style=\"margin-left:18.0pt;text-indent:18.0pt\">\nFollowing debate / discussion the following was highlighted:</p>\n<p class=\"MsoNormal\" style=\"margin-left:18.0pt\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"margin-left:54.0pt;text-indent:-18.0pt;mso-list:l2 level1 lfo2; tab-stops:list 54.0pt\">\n<span style=\"font-family:Symbol; mso-fareast-font-family:Symbol;q-bidi-font-family:Symbol\">\n<span style=\"mso-list:Ignore\">&middot;<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\nCouncillor Neville&rsquo;s comments that the basic issues attached\nto waste were driven by risings costs in waste disposal and\nrecycling targets must be met. If councils do not meet EU targets,\nhuge fines would be imposed which would impact on council tax.\nWheelie bins were considered to be the answer to improving\nrecycling and that <span class=\"GramE\">was<span style=\"mso-spacerun:yes\">&nbsp;</span> why</span> Enfield was piloting\nthe scheme. He added that wheelie bins allowed for a much wider\nvariety of items that could be collected. Councillor Neville said\n<span class=\"GramE\">that<span style=\"mso-spacerun:yes\">&nbsp;</span> the</span> <span class=\"SpellE\">streetscene</span> would also be much improved as plastic\nsacks were continually torn and waste spilling out. He emphasised\nthat all residents concern, comments were being listened throughout\nthe pilot.</p>\n<p class=\"MsoNormal\" style=\"margin-left:54.0pt;text-indent:-18.0pt;mso-list:l2 level1 lfo2; tab-stops:list 54.0pt\">\n<span style=\"font-family:Symbol; mso-fareast-font-family:Symbol;q-bidi-font-family:Symbol\">\n<span style=\"mso-list:Ignore\">&middot;<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\nNeil Isaac said that all comments / concern received so far have\nbeen responded to. Some residents have requested &lsquo;shared\nbins&rsquo; as the ones they were given during the pilot were too\nbig for their household. During the pilot it was important, that if\nthe scheme was to go ahead, the blend of bins for all\nresidents&rsquo; must be achieved. Neil Isaac advised that 50% of\nlitter in the borough came from split plastic sacks and this had to\nbe taken into context for costs in street cleansing.</p>\n<p class=\"MsoNormal\" style=\"margin-left:54.0pt;text-indent:-18.0pt;mso-list:l2 level1 lfo2; tab-stops:list 54.0pt\">\n<span style=\"font-family:Symbol; mso-fareast-font-family:Symbol;q-bidi-font-family:Symbol\">\n<span style=\"mso-list:Ignore\">&middot;<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\nCouncillor Pearce&rsquo;s concerns on behalf of the resident\nwhether the scheme was a pilot or would wheelie bins be imposed on\nresidents albeit with the type of bin that best suits their\nhouseholds. Councillor Neville said that, in reality, residents\ncan&rsquo;t be told &lsquo;you will have the bins&rsquo;, but, the\nfinancial incentive is too strong not to go ahead, as well as the\nissues attached to the recycling targets that must be met.</p>\n<p class=\"MsoNormal\" style=\"margin-left:54.0pt;text-indent:-18.0pt;mso-list:l2 level1 lfo2; tab-stops:list 54.0pt\">\n<span style=\"font-family:Symbol; mso-fareast-font-family:Symbol;q-bidi-font-family:Symbol\">\n<span style=\"mso-list:Ignore\">&middot;<span style=\"font:7.0pt \\\"Times New Roman\\\"\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\n<span class=\"GramE\">A residents comments</span> in support of the\noriginal concerns over whether the scheme was a pilot. These considerations should have been taken into account\nbefore delivery.
