\nThe Chief Executive to report any requests\nfrom members of the public who have given notice that they wish to\nspeak on any item on the agenda. The public must give notice to\nthe Chief Executive’s office (Democratic Services) by\n12.30 pm on Wednesday 16 September 2009.

\nThe Leader reported that one member of the\npublic and two Ward Councillors wished to speak on two different\nitems on the Agenda. He indicated that the speakers\nwould be heard immediately before the consideration of the relevant\nitems.

\nTO RECEIVE any announcements from the Leader\nof the Council and other Members of the Executive.
\nMinutes:
\n(i) \nCouncillor Ellis reported that on 8 September 2009 he had attended\nthe KCFA Volunteer and Community Awards at Gillingham Football\nClub. He stated that\nthere were four local awards given. Canterbury City Football Club,\nCharlton Sports Club, Canterbury High School and a volunteer from\nChristchurch had all received awards. The awards had been well attended\nand Ron Harris, an ex Chelsea Player had been in\nattendance. He stated\nthat it was good to see members of the community awarded this\nway.
\n\n
(ii) \nCouncillor A Taylor reported that she had attended the Herne Bay\nFestival, which had been a great success.
\n\n
\nShe stated that the opening ceremony had been spectacular, with\nchildren marching from Lane End to the Clocktower Plaza accompanied\nby drummers. The\nchildren were wearing the fish outfits they had made in\nworkshops. Once they\nhad been greeted by the Lord Mayor, it was time for the\nfireworks.
\n\n
\nThroughout the nine days of the festival there had been\nentertainment for all ages. There were dances, singers, a\nsandcastle competition, puppet shows and walks. She explained that she had lived\nin Herne Bay for some time and didn't think she had ever seen so\nmany people, especially at the opening event. It was reported that\nthe closing event was equally well attended.
\n\n
\nHerne Bay had been buzzing, and people were enjoying\nthemselves. \nThere were many complimentary comments on both the festival and\nHerne Bay. Councillor\nTaylor stated that a lot of time and effort had gone into\norganising the event, and she took the opportunity to thank all\ninvolved, including Council Officers and staff, as well as the many\nvolunteers who gave up their time to help.
\n\n
(iii) \nCouncillor Doyle reported that Herne Bay had won a Silver gilt\naward in the South and South East Section Britain in Bloom\nCompetition. She\nstated that the town looked lovely when she visited in July, and\nshe was delighted to see their efforts awarded.
\n\n
(iv) \nCouncillor Patterson reported that the Coach Park at St Johns had\nopened in August, and he recommended a visit to the park and\nvisitor centre. He\nstated that the feedback had been complimentary, and that the Coach\nPark was a fitting gateway to the city.
\n\n
\nHe also reported that tourism in the district had increased by\naround 20 to 25% and the feedback from people who had visited Herne\nBay and Whitstable had been extremely positive, and it was reported\nthat both resorts had been busy particularly busy.

\nThe Executive Members considered the report of\nthe Head of Regeneration and Economic Development which explained\nthat the Canterbury Blue Plaque Scheme had been running since 2003\nand 13 plaques had been erected. Nominations had been received via\nthe City Council’s web site and three nominations were\nconsidered to be worthy of implementation.

RESOLVED – That three blue plaques\nhonouring: Alfred Palmer; William Sealy Gosset; and Count Louis\nZborowski be erected.
\n\n

\nTO CONSIDER the report of the Head of\nEnvironment and Street Scene
\nMinutes:
\nThe Portfilio holder introduced the report of\nthe Head of Environment and Street Scene which outlined plans for\nthe possible relocation of the Play Area/Ball court. Despite much\nchasing, progress had not been forthcoming and the Council had\nreceived further complaints in relation to anti social\nbehaviour. \nNeighbouring residents had requested that the court be\nrelocated. Options\nwere being considered to decommission and reinstate the ground or\ninstall noise reduction measures.
\n\n
Various Executive Members commented on issues\nraised by the public speakers. There was agreement within the\nExecutive that removal and/or relocation from the present site\nwould be eminently preferable but was currently and simply not\nachievable. The council would continue to actively explore\nalternative solutions.
\n\n
RESOLVED - That noise reduction measures as\nidentified be installed as the preferred option.
\n\n
(Prior to the consideration of this item, Mrs\nJ Tyrrell spoke as an objector to the recommendation, and\nCouncillor M Flaherty also spoke against the recommendation, as a\nward Councillor).

\nTO CONSIDER the following recommendations to\nthe Executive from the Single Grants Gateway Panel meeting\nheld on 2 September 2009 regarding the above application.

\n(1) \nThat the Council should make a capital loan to the Thanington\nNeighbourhood Resource Centre to fund the cost of external walls\nfor an additional storey to an extension to its current building,\nwhich is currently under construction. (3) That\nthere be an interest free period for the first year of the\nloan. Interest would\nbe payable on the loan from the start of the second year of the\nloan at 2.5% interest.

| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\t\t\t\t Confidential Annex - Thanington Neighbourhood Resource Centre - Application for a capital loan \n\n\n\n \n\n \nTO CONSIDER \nMinutes: \n\n \n\t\t\t\t\t\n \n(Exempt information) \n\n The Portfolio holder introduced the report of\nthe Head of Community Development which set out the application\nreceived for a capital loan from Thanington Neighbourhood\nCentre. \n\n The Executive Members commented on various\naspects of the report. \n\n RESOLVED – \n\n (1) That\nthe Council make a capital loan of £42,000 to the Thanington\nNeighbourhood Resource Centre for the works. \n\n (2) That\nthe loan be for a period of 16 years and that after 36 months there\nbe a review of the remaining term of the loan. \n\n (3) That\nthere be an interest free period for the first year of the\nloan. Interest would\nbe payable on the loan from the start of the second year of the\nloan at 2.5% interest. \n\n (4) That\nthe Panel's disappointment that the application had not been\nbrought to the Panel at an earlier stage be noted. \n | \n\t\t
