\nBudget Cabinet - 4 February 2009
\nThe Director of Finance\nand Business Services has been invited to attend the meeting to\ngive the Committee an overview of the Council’s financial\nposition, as reported to Cabinet on 4 February. All Scrutiny\nmembers will have received a copy of that agenda and\nreports.
\nMinutes:
\nThe Director of Finance\nand Business Services gave a detailed overview of the\nCouncil’s Medium Term Financial Strategy document, as\npresented to Cabinet on 4 February\n2009. Areas which Cabinet had identified for savings\nor additional income included Fees and Charges and the provision of\nshared services for other authorities.
\n\n
The Council was facing a\nvery difficult budgetary position, worsened considerably by the\nlatest information on the Concessionary Fare Scheme. The Director\ntabled Management Team’s proposals for additional savings,\nendorsed by Cabinet, to meet the increased concessionary fare\n“bill”.
\n\n
The Director responded\nto Members’ questions/concerns and emphasised the risks\nassociated with some of the areas where additional savings had been\nidentified.
\n\n
At the end of the\ndiscussion the Chair thanked Mr Hayes for his\npresentation.

\nCouncillor Patel to\nupdate the Committee on the Equality and Diversity\nSub-Group’s recent meeting with the Executive\nMember.
\nMinutes:
\nCouncillor Calder gave a\nbrief presentation on the main areas of her portfolio, focussing on\nthe developing Inclusion agenda, community safety, neighbourhood\nmanagement and community engagement.
\n\n
Members raised a number\nof issues, including funding for neighbourhood management schemes,\nduplication of meetings (Area Forums, Police And Communities Together), the need for all Members\nand officers to take ownership of the equality/diversity/inclusion\nagenda and alleygating\ncosts.
\n\n
At the end of the\ndiscussion the Chair thanked the Executive Member for her\nattendance and comments.

National Minimum Wage - homeless organisations
\n\nTo consider the\nattached correspondence from Emmaus, Recycling Lives and the\nDepartment for Business Enterprise and Regulatory Reform in\nrelation to the Committee’s previous deliberations on this\nmatter.
\nMinutes:
\nFurther to minute SC107\non 9 January 2009 a response had now been\nreceived from the Department for Business Enterprise and Regulatory\nReform. This had led to some uncertainty over the legal position\nregarding National Minimum Wage and homeless organisations and\nMembers discussed how this could best be clarified, having regard\nto the Chief Executive’s comments on the matter at the\nCouncil meeting on the previous day.
\n\n
Resolved\n– (i) That consideration of the matter be deferred\npending receipt of a definitive interpretation of the legal\nposition, and
\n(ii) that the Chair be\nauthorised to discuss with the Chief Executive how best to obtain\nthis information.
