\nThe Chair reminded the Panel of their previous work plan\nstudy on the ‘Future of Burial in Preston’ which included discussions regarding the proposed\nsiting of the new Cemetery.
\n\n
Following discussions on the Cemetery which have recently\nbeen held by officers, the Chair suggested that the Executive\nMember be invited to attend the next meeting of the\nPanel. The Panel will\nrequire an update on both the new and old Cemetery together with an\nassurance that the comprehensive recommendations made in their work\nplan study will be considered in future discussions and\ndecisions.

Ms J Swindlehurst, Business Travel Advisor - Lancashire County Council
\n\nMs Jane A Swindlehurst, Business Travel Plan Adviser from\nLancashire County Council will attend the meeting to provide\ndetails of the County Council’s Green Travel Plan and the\ninitiatives introduced to promote greener travel.
\n\n
Minutes:
\nMs J Swindlehurst, Business\nTravel Plan Advisor from Lancashire County Council (LCC) gave a\npresentation on the current review of LCC’s Travel Plan, including the initiatives\nundertaken to encourage staff to use alternative ways to travel to\nwork such as cycling and walking.
\n\n
Ms Swindlehurst reported on\nincentives used to encourage staff to consider other modes of\ntransport such as buses and trains, which include reduced ticket\nprices. Furthermore she\nreported on another initiative being introduced which was a salary\nsacrifice schemes to enable employees to purchase bicycles, which\nwould include a percentage of commuter use, on a tax, national\ninsurance and VAT free basis.
\n\n
Ms Swindlehurst stated that to\nensure greater take up of active travel and alternative transport,\npartnership working was paramount, with local authorities, the\nPrimary Care Trust, the University and other businesses.
\n\n
Members directed several questions to Ms Swindlehurst to which she responded fully.\n

The Chair thanked Ms Swindlehurst for her attendance.

Staff Survey - Pilot
\nMr R Rees, Assistant Director (Head of\nEngineering) will give a verbal update on the staff survey which\nwas recently piloted.

\nMr R Rees, the Head of Engineering, circulated a note giving\nan update on the staff survey which was recently piloted with two\nsmall sections of the Council.
\n\n
Resolved – That Mr Rees be\ninstructed to roll out the Staff Survey to all of the City\nCouncil’s employees and report back on the\nfindings.

Bulky Waste Collection Service - Introduction of Charges PDF 57 KB
\nMembers will consider how the newly introduced\nBulky Waste Collection Service can adopt a scheme of charges whilst\ntaking into consideration people who are on fixed or low incomes,\nin particular older people and those who have disabilities.

\nMr A Phillips, the Assistant Director (Neighbourhood\nServices), submitted a note on the Bulky Item Collection Charges\nand in particular the Concession issues, which the Panel had been\nrequested to consider, by Council, prior to the introduction of\ncharges for the new Bulky Waste Collection Service in\n2010/11.
\n\n
Mr Phillips reported that the free consultancy work scheduled\nfor February 2009, and provided by Furniture/Bulky Matters on\nbehalf of Lancashire County Council, had been delayed whilst this\nwork was completed fully in other authorities. He reminded members that the\nconsultancy work would seek to assist the Council to tailor a\nCollection Service including a re-use and re-cycle element to its\nrequirements.
\n\n
Members noted that a budget expectation of £10,000\nhad been allocated for a concession/discount element to be applied\non the introduction of the new chargeable scheme. \n
\n\n
Mr Phillips outlined previous budget options which had been\nconsidered. Members\nthen deliberated all aspects of a concession scheme which may be\napplied and the criteria which should be met. In particular Members discussed\nwhether the Council should discount the Service for those of\npensionable age and if the Council\ncould validate this as the Authority holds information for those\npeople over 60 years of age who claim their bus pass.
\n\n
Resolved – That the Director of Communities and Deputy Chief\nExecutive be notified that prior to recommendations being submitted\nto the Cabinet on a concessions scheme to be attached to the\nintroduction of charges for the Bulky Waste Collection Service in\n2010/11, the Panel requires further information relating to the\nfollowing:-

\n· \nDetails of the findings and recommendations from the\nConsultancy work which will be undertaken, as detailed above, are\nrequired.
