2.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Occupying\nshared office accommodation with the Borough Council together with other public\nsector partners including the Probation Service and staff from the NHS, will\nprovide a main geographic focus for the delivery of public services in Melton\nMowbray.\u00c2\u00a0 As part of the County Council\u00e2\u20ac\u2122s\nstrategic asset management process, this outcome delivers strongly against one\nof the Key Lines of Enquiry (KLOE) 3.2 within the\nComprehensive Area Assessment process, in respect to managing resources.

Although members welcomed the proposals in principle they\nconsidered that the Government had not thought through the implications in\ntwo-tier areas such as Leicestershire.\u00c2\u00a0\nFor example, it would be necessary for districts to give appropriate\npriority to County Council proposals from CIL income\nand to ensure that receipt of that income was timely.

East Midlands Airport - Draft Noise Action Plan Consultation. PDF 399 KB

\nThe\nCabinet considered a report of the Director of Community Services setting out a\nproposed response to the consultation on the East Midlands Airport (EMA) Draft Noise Action Plan.\u00c2\u00a0 A copy of the report, marked 'I', is filed\nwith these minutes.

Members noted that comments had been submitted by Mr.\nMax Hunt CC and Ms. Betty Newton CC.\u00c2\u00a0 A\ncopy of their comments is filed with these minutes.

With\nthe agreement of the Chairman, Mr. Hunt addressed the Cabinet.\u00c2\u00a0 In addition to the comments which he and Ms.\nNewton had submitted, Mr. Hunt suggested that the Cabinet responses should be\nmore detailed and strengthened and that it was an opportunity for the Cabinet\nto obtain concessions from EMA.\u00c2\u00a0 He noted that it would take several years for\naircraft operators to purchase new, quieter aircraft, and the consultation\ndocument showed no evidence of planning for them.\u00c2\u00a0 Mr Hunt also commented that operators were\nnot fined for any excessive noise during day time, only night time.
\n\n\n\n
Mrs\nPendleton commented that EMA drew up the Noise Action\nPlan, monitored noise and enforced the Plan.\u00c2\u00a0\nThis did not seem appropriate in her view.\u00c2\u00a0 She suggested that the Plan seemed to\nconcentrate on the reduction of noise over built-up areas rather than rural\nareas.\u00c2\u00a0 She also suggested that noise\nshould be measured and recorded for every aircraft rather than averaged out\nover a period of time.

That\nthe comments set out in paragraphs 18 to 30 of the report be approved and\nforwarded to the East Midlands Airport as the County Council\u00e2\u20ac\u2122s consultation\nresponse on the Draft Noise Action Plan.

1.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Criteria to determine appropriate speed limits are laid down by\nthe Government.\u00c2\u00a0 In 2006, new guidance was published by the\nDepartment for Transport (DfT) for setting speed\nlimits on local roads (i.e. roads other than those designated as Trunk\nRoads).\u00c2\u00a0 The guidance recommends a\nrevised approach to the assessment and setting of local speed limits, and asks\nthat all traffic authorities carry out a review of all speed limits on A and B\nroads in accordance with this new guidance.
\n\n\n\n
2.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 The\nDfT has asked all traffic authorities to carry out a\nreview of existing speed limits on all A and B roads by the end of 2011.\u00c2\u00a0 The existing speed limits on all A and B\nroads are therefore to be assessed as a matter of priority.

With\nthe agreement of the Chairman, Mr. Hunt addressed the Cabinet.\u00c2\u00a0 In addition to the comments which he and Ms.\nNewton had submitted, Mr. Hunt suggested that the Cabinet responses should be\nmore detailed and strengthened and that it was an opportunity for the Cabinet\nto obtain concessions from EMA.\u00c2\u00a0 He noted that it would take several years for\naircraft operators to purchase new, quieter aircraft, and the consultation\ndocument showed no evidence of planning for them.\u00c2\u00a0 Mr Hunt also commented that operators were\nnot fined for any excessive noise during day time, only night time. Mrs\nPendleton commented that EMA drew up the Noise Action\nPlan, monitored noise and enforced the Plan.\u00c2\u00a0\nThis did not seem appropriate in her view.\u00c2\u00a0 She suggested that the Plan seemed to\nconcentrate on the reduction of noise over built-up areas rather than rural\nareas.\u00c2\u00a0 She also suggested that noise\nshould be measured and recorded for every aircraft rather than averaged out\nover a period of time.
