Local Government Act 1985 - Section 41- Joint Authorities
\nIn accordance with Section 41 of the Local\nGovernment Act 1985, Members of the Council are able to ask\nquestions on the discharge of the functions of the Joint\nAuthorities which have been submitted in accordance with Council\nProcedure Rule No. 11.

\nTo consider the following motions, notice of\nwhich has been given in accordance with Council Procedure Rule No.\n12:-

(1) \nA BETTER DEAL FOR OUR\nTROOPS
\n\n
Proposed by Councillor I Smith and seconded by\nCouncillor J McGarry:
\n\n
“This Council notes –
\n\n
The war in Afghanistan is going into its ninth\nyear – almost as long as the two world wars combined.
\n\n
The Duke of Lancaster’s Regiment –\nrecently honoured with the Freedom of the Borough of Knowsley\n– currently have troops on operations in Afghanistan with\nanother battalion due to deploy in March next year.
\n\n
That 13,000 of the lowest\nranking personnel earn less than £17,000. More than\n51,000 earn less than the salaries of trainee police and\nfirefighters.
\n
\nThat General Sir Richard Dannatt, the\nformer Chief of the Army, has said that Britain has\n“seriously stretched our soldiers to the very\nlimit”.
\n
That Former Chief of Defence Staff General\nLord Charles Guthrie has said those on the front line feel betrayed\nby ministers and mandarins in Whitehall.
\n\n
\n
Furthermore Council recognises that by cutting\ndesk jobs in the MoD – where currently there is one civil\nservant for every two service personnel – it could provide\nthe funding needed to give the 13,000 lowest paid a\n£6,000-a-year pay rise, while the salaries of fully-trained\nprivates and lance corporals could rise to £25,000.
\n\n
The Council also recognises that many of our\nForces personnel struggle to resettle into civilian life after\noperational service in war zones such as Iraq and Afghanistan, with\nmany facing homelessness and suffering with alcohol and drug\nabuse.
\n\n
Council therefore resolves to-
\n\n
Support the campaign for a better deal for our\ntroops
\nInvestigate the feasibility of creating a\ndedicated role of Forces Liaison Officer to help Forces personnel\nresettle into civilian life in Knowsley
\nRequest the Chief Executive to write to our\nlocal MP’s urging their support\nfor a better deal for our troops.”
\n\n
(2) \nHALEWOOD JAGUAR LAND ROVER PLANT
\n\n
Proposed by Councillor R J Round JP and\nseconded by Councillor G Morgan:
\n\n
“After months of uncertainty over\nthe future of the Jaguar Land Rover plant in Halewood, the Council\nwelcomes the news that the new LRX Concept Model, also referred to\nas the ‘Baby Range Rover’, is to be produced here in\nKnowsley at the company’s Halewood plant.
\n\n
The\nCouncil welcomes this decision which will safeguard the plant and\n2500 jobs for the foreseeable future. This programme will also directly\ncreate up to a further 800 new jobs, and the Council also\nrecognises the 5000 jobs in the local supply chain which are\nsupported by the Halewood plant.
\n\n
The\nCouncil, and in particular the Directorate of Regeneration, Economy\nand Skills, has played a significant role in supporting the\ncompany’s local management and partners to secure this\ninvestment, and the Council should continue with this\nwork.
\n\n
Discussions are under way with Jaguar\nLand Rover over the Council providing them with a recruitment and\ntraining package through the Knowsley Works Team. As well as offering significant\nbenefit to Jaguar Land Rover itself, such involvement by the\nCouncil will maximise the opportunities for local residents to gain\nemployment with Jaguar Land Rover as the company grows.
\n\n
Therefore, the Council\nresolves:-
\n\n
\n\n(a) \nTo acknowledge and welcome\nJaguar Land Rover’s significant investment and continued\nconfidence in and commitment to the Borough of Knowsley;
\n\n
\n\n(b) \nTo commit to continuing to\nwork with and support Jaguar Land Rover as the company continues to\ngrow and invest;
\n\n
\n\n(c) \nTo support Jaguar Land Rover\nwith the recruitment and training of the staff required to meet the\nneeds of the company as it moves forward into production of the new\nmodel; and,
\n\n
\n\n(d) \nTo support where appropriate\nthe supply chain organisations behind Jaguar Land Rover to ensure\nthat opportunities within these companies are also maximised for\nthe benefit of the Borough’s residents.”
