appendix' pdf file">ICT Shared Service - appendix, item 101.</a> PDF 18 KB </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> Consideration was given to the report of the Deputy Managing Director detailing proposals for a shared ICT service across South Worcestershire.   It was acknowledged that the final proposals could look significantly different to those attached to the report.   It was proposed by Councillor R W Banks, seconded by Councillor P Middlebrough, and   Resolved   1.Â Â Â Â Â Â That the principle of establishing a Shared ICT Service, together with one or more South Worcestershire District Council partners and Worcestershire County Council be supported.   2.Â Â Â Â Â Â That the proposal attached to the report be used as a basis for consultation with staff and other stakeholders.   3.Â Â Â Â Â Â That a Project Implementation Team be established to develop appropriate finance and governance arrangements and to finalise the procedures necessary for the Shared Service to be implemented. </div> </div> <a name="AI13443"></a>102. 2009-10 Budget Update <div class="mgWordPara"> <div class="Section1"> To receive an update on the budgets for 2000-10. </div> </div> Minutes: <div class="mgWordPara"> <div class="Section1"> The Deputy Managing Director gave a presentation on the impact on the 2009/10 budget position in light of the current economic downturn.   The presentation focussed on the reduction in interest that the Council was likely to receive on its investments, together with the lack of income from services including planning and parking.Â It was also acknowledged that there could be more pressure on Council expenditure in areas such as housing and benefits.   The Board felt that it was important to keep any Council Tax rise to a maximum of 2.5% and urged other bodies e.g. police, fire authority and parish councils to keep their rises to a minimum also.Â   It was further suggested that the Council should do all it could to help local residents by encouraging tourism and visitors to the district which would, in turn, help the local economy.   Resolved   That the presentation be noted and that a copy of the slides from the presentation be placed in the Information Pack for all Members.   It was further discussed that it was necessary for the Executive Board to endorse the changes recently made by the Deputy Managing Director, in consultation with the Leader and Portfolio Holder for Resources, to the Councilâ€™s fees and charges in light of the recent reduction in VAT rate to 15%.   It was proposed by Councillor R W Banks, seconded by Councillor Mrs A Steel and   Resolved   That the changes made to the Councilâ€™s fees and charges, in response to the recent reduction in VAT rate, be endorsed. </div> </div> <a name="AI13504"></a>103. <a href="http://www.e-wychavon.org.uk/modern.gov/mgConvert2PDF.aspx?ID=10116" title="Link to document 'Draft Promises for 2009-10' pdf file" class="external">Draft Promises for 2009-10</a> PDF 49 KB <div class="mgWordPara"> <div class="Section1"> To receive an update on progress towards next yearâ€™s strategy. </div> </div> Additional documents: <ul class="mgBulletList"> <li> <a href="http://www.e-wychavon.org.uk/modern.gov/mgConvert2PDF.aspx?ID=10117" class="external" title="Link to document 'DraftPromises200910_EB161208' pdf file">DraftPromises200910_EB161208, item 103.</a> PDF 81 KB </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> The Board considered the report of the Strategy and Performance Manager detailing the draft Council Promises for 2009/10.   Members were requested to give any feedback on the draft promises to Mrs F Narburgh, Head of Strategy and Communications at the earliest opportunity to enable them to be included in the final list which will be presented to the Board in February 2009.   Resolved   1.Â Â Â Â Â Â That the draft promises attached to the report be noted.   2.Â Â Â Â Â Â That the â€˜top priorityâ€™ goals be reviewed to assess whether they were all still appropriate. </div> </div> <a name="AI13441"></a>104. Freehold Release of Land in Evesham <ul class="mgActionList"> <li><a href="http://www.e-wychavon.org.uk/modern.gov/mgReasonsRestricted.aspx?ID=10078&OID=13445&OT=A&RPID=132110&BM=AI13445" class="external" title="Link to reasons restricted for item 106."> View the reasons why item 106. is restricted</a></li> </ul> <div class="mgWordPara"> <div class="Section1"> To consider the report of the Acting Property Manager detailing the freehold release of surplus land in Evesham. </div> </div> Minutes: <div class="mgWordPara"> <div class="Section1"> Consideration was given to the report of the Acting Property Manager requesting agreement for the Council to dispose of the freehold interest in surplus land in Evesham for social housing.   It was noted that a planning application for the site had been received and deferred at the last Development Control Committee, however, it was acknowledged that the outcome of the planning application would have no bearing on the Councilâ€™s disposal of the piece of land.   It was proposed by Councillor Mrs J A Pearce, seconded by Councillor R W Banks, and   Resolved   That the freehold release of the land at Philipscote, Kings Road, Evesham be approved on the basis set out in the report and that the Managing Director, in consultation with the Portfolio Holder for Resources be authorised to conclude the sale. </div> </div> <div class="mgHelpLine"> </div> </div> 2009-11-01T16:31:20+00:00
