Members also discussed the proposal\nin relation to Green Belt policy.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In reaching their decision the Committee\nconsidered the Officer&rsquo;s report, presentation and written\nupdate.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Resolved</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">That application 09/01178/F <span class=\"GramE\">be</span> refused for the following reason:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span>The amended\nphasing of the provision of the hotel accommodation introduced\nsignificant uncertainty into the construction of the majority of\nthe proposed hotel extension contrary to the reasons for the\noriginal grant of planning permission for the houses (which are\ncontrary to normal Green Belt policy), that decision being taken to\nensure the future long-term viability of the hotel/pub/restaurant\nbusiness.<span>&nbsp;</span> The houses\nwould therefore represent inappropriate development in the Green\nBelt that is contrary to Policy CO4 of the South East Plan and\nPolicy GB1 of the adopted Cherwell Local Plan <span class=\"GramE\">and<span>&nbsp;</span> the</span>\nvery special circumstances case now advanced is no longer\nsufficient to outweigh the normal strong xml:lang=\"EN-US\">1)<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> The\nhotel extension and associated car park were inappropriate\ndevelopments in the Oxford Green Belt.<span>&nbsp;</span> The Local Planning Authority\nconsidered that this scheme, with the phasing proposed, would not\nensure the future economic viability of the business and therefore\nthe retention of this facility for the village, and that therefore\nthe very special circumstances advanced did not outweigh the strong\npresumption against inappropriate development in the Green\nBelt.<span>&nbsp;</span> The proposal\nwould therefore be contrary to Policy CO4 of the South East Plan\nand Policy GB1 of the adopted Cherwell Local Plan.</span></p>\n<p class=\"MsoHeader\">\n<span
