WELCOME AND INTRODUCTIONS

The Chair will draw attention to the emergency procedures as set out under the Notes.
DECLARATION OF INTEREST UNDER THE LOCAL GOVERNMENT ACT 1972
Members who have an interest to declare are asked to: a) State the Item Number in which they have the interest. b) The nature of the interest. c) Whether the interest is personal, or personal and prejudicial. Any member who is unsure about the above should seek advice from the Monitoring Officer prior to the meeting in order to expedite matters at the meeting itself.
ITEMS FROM THE PUBLIC
Any resident of the South Gloucestershire Council Area or person affected by issues discussed by the Partnership, may address the Partnership (no more than 5 minutes) to present a petition, make a statement, make a written submission of evidence, or participate as a witness. No prior notice is needed. Witnesses will be at the prior invitation of the Partnership or following successful application to the Monitoring Officer and/or Head of Legal and Democratic Services - requests to be made in advance. Normally this item will be taken at the start of the meeting. However the Chair of the meeting has the discretion to allow submissions at the beginning of the relevant agenda item.
ITEMS FROM PARTNERS
A chance for partners to raise any issues not on the agenda which they might wish to be discussed at a future meeting.
To confirm the minutes as a correct record for signing by the Chair.
Ian Webster, Chief Financial Officer for South Gloucestershire, will attend the meeting as part of the Council’s budget consultations. Information reported to the Cabinet meeting in September and November are attached.

To report performance to the end of Quarter 2, 2009/10; and to consider the Risk Register for the Safer and Stronger Communities Strategic Partnership.
The purpose of the item is to adopt a Prevent Plan for South Gloucestershire.
PERCEPTIONS OF ANTI SOCIAL BEHAVIOUR
To receive a presentation on information about perceptions of anti-social behaviour, as explored in the ‘Taking Action, Making Changes’ workshop in July 2009, and the approach being taken in response to the findings of that workshop.
As part of this item the Partnership will also be divided into small discussion group and asked to review the overall direction proposed, and to develop ideas in response the following key questions:
- How can consistency of messages to the public be ensured?
- What messages should be given out in areas where there are high; medium; and low concerns about the levels of Anti-Social Behaviour?
- What other media can be used to communicate to the public?
- How can we improve public perceptions and understanding of the work being carried out to combat Anti-Social Behaviour ?
The purpose of the item is to update the Partnership on the consultation carried out on the draft Safer Stronger South Gloucestershire Partnership Strategy 2009-13; and the responses received following this consultation. The Partnership is also asked to adopt a final version of the strategy taking into account the responses received.
The purpose of the item is to provide for information the action plan arising from the recommendations in the Communities Select Committee’s review of Anti Social Behaviour.
The purpose of the item is to inform the Partnership of the decision to designate the Communities Select Committee as the Crime and Disorder Committee in line with new statutory requirements.
UPDATE ON VOLUNTARY SECTOR COMPACT
The purpose of the item is to receive a verbal update on the Voluntary Sector Compact.
UPDATE ON PRIORITY NEIGHBOURHOODS
The purpose of the item is to receive a verbal Update on Priority Neighbourhoods.
