At that meeting concerns were raised by Councillor Howard Jones, and, pending the completion of an investigation into these concerns, the majority of the grant has not yet been paid. The documents considered by the Panel included the investigation report and an extract from the Guidelines for Applicants for Strategic and Development Grants. The Panel heard from and posed a range of questions to: Councillor Bob Steed, the Executive Member with responsibility for Voluntary Sector Grants Andrew Bessant Head of Democratic Services and Partnership Gillian Pennington Voluntary Sector Unit Manager Jeremy Kite Interim Assistant Director, Audit Manpreet Atwal Interim Audit Manager Mr Nathan Kumar – who had raised a range of issues and concerns on the grant Mr K Ilankovan Representing the Kingston Tamil School Mr K.Kuganesan Mr. P.Naganathan Mr. A.Thiruketheeswaran Review Councillor Jones referred to the background to this review and made it clear that the Panel would be concentrating on the information available to the Executive on the payment of the second year of the grant, the outcome of the Audit Investigation and the Council’s conditions for awarding grants. It would not concern itself with the running of the school, the personalities involved or how the school compared to another Tamil language school. Councillor Jones referred to issues relating to the veracity of the grant application from Kingston Tamil School (KTS) which had been raised with him by Mr Nathan Kumar over the weekend before the Executive meeting on 12 February. Whilst this allowed little time for him to enquire into the matter he had raised these concerns at the Executive meeting. His recollection of the discussion at that meeting was that issues which had been raised would be investigated and the grant would not be paid until this was completed. If this had not been his understanding of the position he would have called in the decision at that time. To begin the review he invited Councillor Bob Steed to comment on the grant making process and the information available to him which had led him to recommend to the Executive that the second year grant was made. Councillor Steed stated that his recollection of events of the meeting on 12 February was that, in response to the concerns raised by Councillor Jones he had given an undertaking that he would look into these. At a meeting a week later with Councillor Jones he had agreed that there would be an investigation and he recalled that there had been a discussion on the possible Terms of Reference of the investigation. He drew the Panel’s attention to the report by Andrew Bessant in Appendix A of the agenda which set out what had been done in response to concerns raised with officers by Mr Kumar in April 2008.
