proposed that\nthe Forum should keep the current Terms of Reference and look at in\nfurther detail at a future meeting of the Forum.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">A Member said that in\ntheir opinion the Forum should be much more about action and not\njust a debating forum and that there is a real need to look at the\nTerms of Reference in greater detail.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In discussion a Member\nsaid that Point 3, under item 3 should read:</p>\n<p class=\"MsoNormal\">&ldquo;To provide a\nchannel of communication and consultation with the county&rsquo;s\ncommunities&rdquo; not community as detailed, commenting that there\nare several communities within Buckinghamshire.</p>\n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Members had received a report from Mrs Y\nThomas, Policy and Equalities Manager for Buckinghamshire County\nCouncil (BCC).</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer highlighted that the report\noutlines what BCC are doing in schools and made the following\npoints:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">Since September\n2007 schools have had a duty to promote Community Cohesion and\n<span class=\"SpellE\">Ofsted</span> have been inspecting schools on\ntheir duty to promote Community Cohesion since December 2008.</li>\n<li class=\"MsoNormal\">In 2009\nBuckinghamshire was part of an <span class=\"SpellE\">Ofsted</span>\npilot inspection and generally speaking most schools did well.</li>\n<li class=\"MsoNormal\">Community Cohesion\nand Equalities will be an area monitored during an <span class=\"SpellE\">Ofsted</span> inspection and will affect the overall grade\na school receives. This represents a significant change in the\ninspection framework.</li>\n<li class=\"MsoNormal\">Officers have been\nworking with and supporting schools.</li>\n<li class=\"MsoNormal\">Senior Managers in\nschools have received training on &lsquo;Meeting Schools Equalities\nand Cohesion Duty&rsquo;.</li>\n<li class=\"MsoNormal\">The Local Authority\n(LA) has put forward and been successful in securing funding for\ntwo projects to develop work on Community Cohesion through</li>\n<li>\n<ol>\n<li class=\"MsoNormal\">School linking\nbetween schools in the County</li>\n<li class=\"MsoNormal\">Inter-faith\ndialogue &ndash; RE Connecting Faiths set up by the Standing\nAdvisory Committee on Religious Education (SACRE)</li>\n</ol>\n</li>\n</ul>\n<ul>\n<li class=\"MsoNormal\">Three secondary\nschools The Grange, Chesham High and <span class=\"SpellE\">Highcrest</span> have all received funding from the Thames\nValley Police to work in collaboration with other secondary schools\nlocally on PVE. These schools were selected to lead on this work in\ntheir area based on work where they were already doing within their\ncommunities.</li>\n<li class=\"MsoNormal\">A series of\nworkshops for <span class=\"SpellE\">Headteachers</span> has been\nplanned in collaboration with Thames Valley Police and these are\ncurrently being rolled out to schools. The workshops have been\noffered to maintained schools and Independent schools in\nBuckinghamshire.</li>\n<li class=\"MsoNormal\">A conference for\n6<sup>th</sup> Formers titled &lsquo;Sharing Identity-In Difference\n&ndash; Preventing Violent Extremism (PVE)&rsquo; was held in June\n2009 good feedback was received from both students and\nteachers.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Following discussion Members then made the\nfollowing points:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">A Member enquired if there was any feedback on\nthe conference and the Officer said that the young people involved\nhad raised concerns that adults were making things worse and that\nin fact young people did not have any issues in engaging with\npeople who were different. They also commented that</p>\n<p class=\"MsoNormal\">PVE was not just about young Muslims becoming\nradicalised it was a wider issue and should include looking at the\nrise of the British National Party (BNP) and animal protestors.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Mr J Williams commented that the work with\nschools was impressive and enquired how the Fire Service could\nassist and ensuring a consistent message is given out. Mrs Y Thomas\nsaid she would contact Mr J Williams to discuss and highlighted\nthat she works closely with schools and police officers.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">\nAction: Mrs Y Thomas</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Members discussed the recruitment of BME\ngovernors and the Officer advised that they have trained community\nmembers and approached community groups such as the Muslim parents\nassociation to help with the recruitment of more BME governors.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n</div>\n</div> \n\t\t\t\t\t\n\t\t\n\t\t\n\t\t\n\t\t\t\t<p>2.35&nbsp;</p>\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI10110\"></a>8.</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\"><a href=\"http://www.buckscc.gov.uk/moderngov/mgConvert2PDF.aspx?ID=8982\" title=\"Link to document 'Racist Incidents in Buckinghamshire Schools' pdf file\" class=\"external\">Racist Incidents in Buckinghamshire Schools</a> <span class=\"mgFileSize\"> PDF 300 KB</span> </p>\n\n<ul class=\"mgActionList\">\n\t\n\t\t\t<li><a href=\"http://www.buckscc.gov.uk/moderngov/mgIssueHistoryHome.aspx?IId=12909\" class=\"external\" title=\"Link to issue details for item 8.\">Find out more about item 8.</a></li>\n\n</ul>\n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Mrs Y Thomas, Policy and Equalities Manager\nfor Buckinghamshire County Council (BCC) <span class=\"SpellE\">Childrens</span>&rsquo; and Young People&rsquo;s Services\ngave a presentation on Racist Incidents in Buckinghamshire Schools\n- Report on 2007-2008 returns.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The main headlines from the report were as\nfollows:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">100% schools had\nsubmitted their annual returns</li>\n<li class=\"MsoNormal\">There had been a\ndecrease in the number of primary schools reporting incidents\ncompared to the past three years and the lowest since reporting\nbegan.</li>\n<li class=\"MsoNormal\">There had been a\ndecrease in the number of secondary schools reporting incidents\ncompared to last year, although this still represented an increase\nfrom 2005/6.</li>\n<li class=\"MsoNormal\">The most common\ntype of incident in both primary and secondary schools was\n&lsquo;racist comments&rsquo; followed by &lsquo;verbal\nabuse&rsquo;.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer explained that it is the\nresponsibility of schools to report racial incidents. Reporting is\nbased on a perception of what is understood to be a racial incident\nby an onlooker or the person involved in the incident and there may\nsometimes be a lack of knowledge regarding what is a racial\nincident. Training in this area had been carried out in\nschools.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Mrs Thomas advised that for the first time the\ninformation for Chiltern and South Bucks had been reported as\nseparate districts. The Officer commented that all districts with\nthe exception of Chiltern had seen a reduction in the number of\nreported incidents and Officers had worked with a school in the\nChiltern area.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Some schools were still not reporting racist\nincidents and send in Nil returns. Officers continue to encourage\nschools to take up training on an ongoing basis.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Committee was advised that an online\nreporting system will be introduced. This will mean incidents can\nbe logged as and when they happen. This will be good for the County\nCouncil as it will enable Officers to see when incidents are\noccurring and identify possible trends such as time of day or year.\nIt was highlighted that most primary school incidents happen in the\nplayground and for secondary schools these are in the classroom as\na result more training has been targeted at play assistants for\nprimary schools and for teachers in secondary schools.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Members made the following points in relation\nto the report:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">A watchful eye\nneeded to be kept on the level of incidents within Special Schools.\nThe Officer advised that this was very challenging as behaviour may\nalso be a major issue.</li>\n<li class=\"MsoNormal\">A Member asked that\nas data is now being divided into individual district areas whether\nany particular District Council stood out. Education and learning are\nimportant and should add to the strategy as a whole. Mr P\n<span class=\"SpellE\">Nanji</span> agreed that learning and\neducation in its broadest sense should be included within the plan\nand this would be considered when drawing up a final version.</li>\n<li class=\"MsoNormal\">Mrs Y Thomas\ncommented that Chesham High School and Chesham Community College\nwill be arranging an exhibition looking at intergenerational\nwork.</li>\n<li class=\"MsoNormal\">Community\ninvolvement is welcome and it is important to raise Health and\nInequalities. The PCT reported in 2006 that life expectancy figures\nin Buckinghamshire had changed.</li>\n<li class=\"MsoNormal\">Does Chiltern\nreceive Community Cohesion funding? The\nForum was also asked to AGREE the contents of its response, which\nincludes the results of the consultation exercise carried out by\nthe BCC Cohesion and Equalities Team.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The report highlighted the following\npoints:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">The new Bill will\ncreate a public sector single equality duty on listed public\nauthorities when carrying out their functions and on other persons\nwhen carrying out public functions.</li>\n<li class=\"MsoNormal\">There are four key\nprinciples which underpin the new specific duties:</li>\n<li>\n<ul>\n<li class=\"MsoNormal\">Use of\nevidence</li>\n<li class=\"MsoNormal\">Consultation and\ninvolvement</li>\n<li class=\"MsoNormal\">Transparency</li>\n<li class=\"MsoNormal\">Capability</li>\n</ul>\n</li>\n</ul>\n<ul>\n<li class=\"MsoNormal\">The\nGovernment&rsquo;s proposals for public authorities include the\nfollowing:</li>\n<li>\n<ul>\n<li class=\"MsoNormal\">Develop and\npublicly set out their equality objects taking into account certain\npriority areas</li>\n<li class=\"MsoNormal\">Set out the steps\nthey will take towards achieving the equality objectives over a\nstandard three year period and be required to implement the steps\nit has set unless reasonable or impracticable to do so.</li>\n<li class=\"MsoNormal\">Review their\nequality objectives at least every three years</li>\n<li class=\"MsoNormal\">Have a specific\nduty to report annually on progress against their equality\nobjectives</li>\n</ul>\n</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer commented that the report was\noriginally due to be discussed at the June meeting of the Forum but\ndue to a high number of apologies received that meeting was\ncancelled. The consultation process on the specific duties closes\non 30 September 2009. To date the County&rsquo;s Cohesion and\nEqualities Team have prepared two consultations questionnaires, one\nfocussing on the procurement proposals and one of the remaining\nissues, which, together with supporting information, were sent to\ncolleagues through the Bucks Equalities Network, other relevant\nofficers within the County Council and the community and voluntary\nsector. In addition a workshop was arranged with officers who have\na procurement and/or commissioning role so that the procurement\nproposals could be discussed.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer advised that the Cohesion and\nEqualities Team had collated the responses and drafted a\nresponse.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">A Member asked how many questionnaires were\nsent out in total and the Officer advised that over 100\nquestionnaires went sent out and 11 responses were received.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Chairman asked that if any Member had any\ncomments to send them to Mrs A <span class=\"SpellE\">Sarchet</span>\nby 5pm on Monday 28 September 2009.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Chairman was asked to clarify who the\nresponse was to be submitted on behalf. Results for all Bucks, Aylesbury, Chiltern and South\nBucks are above that reported nationally (76%), and the result for\nWycombe is on a par with it.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer commented that the BME categories\nas defined have changed and this made trend analysis\nimpossible.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span class=\"GramE\">Responses from female\nrespondents has</span> increased from 62% to 79.6%.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Analysis of the Place Survey results show that\nrespondents under 21 and those aged 21-30 reported significantly\nhigher levels of disagreement compared to the overall figure of\n20%.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">NI01-Delivery Plan Performance Update</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The consultation around reviewing the role of\nthe Racial Equality Councils (<span class=\"SpellE\">RECs</span>) has\nbeen delayed but this will be compensated for by extending the\nconsultation period by eight weeks so that it closes in\nJanuary.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The exclusion report is usually received at\nthe September meeting of the Forum. However, the Officer who would\nnormally produce and present the report was unable to attend the\nmeeting and this item will be moved to the December meeting.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">CCEF Action Plan</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Assessing the impact of new migrants on\nlocalities &ndash; this action has been included in the research\nproject with ICOCO and therefore no longer needs to remain as a\nstand alone action.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The Officer highlighted that it had been two\nyears since the action plan was drawn up and that there had been\nconsiderable change in Forum membership during that\ntime.<span>&nbsp;</span> It was proposed\nthat a half day conference be scheduled for early Summer 2010,\nwhich would provide opportunity for an in-depth discussion of the\nfindings of the ICOCO research report and review the role of the\nForum, including taking account of earlier comments made at the\nmeeting.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">NI04-Place Survey</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The overall score suggests people in the three\nupper age bandings all agree that they are able to influence\ndecision significantly more whilst those in age back Under 21\nreported significantly less agreement.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">NI35-Building resilience to extremism</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The two funded districts (Aylesbury and\nWycombe) had self assessed against the indicator and their targets\nfor improvement were highlighted. Buckinghamshire has undertaken a\nself assessment as a process for identifying improvements that\nwould support the work of partners and has set its own improvement\ntargets.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Following a successful partnership bid for\nfunding to the CLG &pound;50k has been awarded and training will be\nrolled out.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In March 2009 the Government published a\nrevised version of its counter terrorism strategy, commonly known\nat Contest 2. The revised strategy sets out its strategic context\nlooking at issues such as the background to international terrorism\nand the UK, its impact, the current threat and how this has\nchanged.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In response to the report Members made the\nfollowing comments:</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">Page 6, item 6\ncomments about reviewing the role of the <span class=\"SpellE\">RECs</span>. There is talk about altering method of\nfunding but primary funding is needed.</li>\n<li class=\"MsoNormal\">In relation to pg\n47, item 19, Mr N <span class=\"SpellE\">Hussain</span> commented\nthat another County Councillor Mr R Khan and he had recently been\ninterviewed by <span class=\"SpellE\">newsnight</span> regarding\ntheir work on community cohesion within Buckinghamshire since the\nterrorist activities in Wycombe, which included re-establishing\nlinks with Thames Valley Police. Buckinghamshire Fire and Rescue will be\nlaunching their Community Cohesion Strategy and Community\nEngagement guidance at the conference. The project is for\n2010-11 and the aim is to have one set up in each of the district\nareas.
