on</span> <span xml:lang="EN-GB">6 November 2009</span><span xml:lang="EN-GB">, the Committee gave
further consideration to the joint report produced by
representatives of</span> <span xml:lang="EN-GB">Chorley</span><span xml:lang="EN-GB">,</span> <span xml:lang="EN-GB">Preston</span> <span xml:lang="EN-GB">and</span> <span xml:lang="EN-GB">South
Ribble</span> <span xml:lang="EN-GB">councils. The Head of Housing Strategy and
Enabling responded to Members’ comments/questions on aspects
of the report and other social housing matters.</span></p>

the draft Forward Plan for the period 1 January to 30 April 2010,
for which notice has been given, to enable appropriate officers to
attend the meeting.</span></p>

<p class="MsoNormal"><span xml:lang="EN-GB">The Committee discussed
items on the Forward Plan as indicated below –</span></p>

<p class="MsoNormal"><span xml:lang="EN-GB">Living Wage – The
Governance Director reported on work to date toward implementing
the Council’s policy on a Living Wage, together with proposed
actions for the future. These included possible accreditation,
encouraging local businesses/organisations to become Living Wage
employers (including costs associated with monitoring such
matters), and incorporating into the Council’s procurement
policies.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">Bulky Items Collection
– The Corporate Director Environment clarified the proposals
and work to date in developing a pilot partnership scheme with the
voluntary sector.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">Other matters –
Officers explained the reasons behind key decisions on the previous
Forward Plan relating to Joint Venture for Social Housing and Fuel
Poverty no longer appearing on the Plan. In future there would be
quarterly reports to Cabinet on housing options.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><b><span xml:lang="EN-GB">Resolved
–</span></b> <span xml:lang="EN-GB">(<span class="SpellE">i</span>) That officers be commended on the work to date
on implementing the Council’s policy statement on Living
wage, and</span></p>

consideration the above discussions when drafting her report to
Cabinet on this matter.</span></p>

flux and transition, it would not be a productive exercise to
undertake the reviews at this time.</span></p>

The Chief Executive and Assistant Director Regeneration advised the
Committee on the financial situation regarding the Area Based Grant
monies, all of which<span> </span>
part from £3,000 was allocated/committed. Reference was made
to the Performance Reward Grant and the bidding process governing
allocation which Preston Strategic Partnership would establish in
due course.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">Cremator Replacement and
Mercury Abatement Installation at Preston Crematorium - The
Committee discussed the report, in particular the significant
increase in the cremation charge required to meet the costs of the
proposed scheme.. The Chief Executive reminded Members of the
financial position facing the Authority (especially the shortfall
in the Capital Programme) and the anticipated significant public
sector grant cuts in future years.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">Review of Leisure
Services – The Chief Executive clarified the scope of the
work being undertaken by consultants, namely Sport and Recreation
only.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">Schedule of Meetings
2010/11 - Members were concerned over clashes between some Area
Forum and</span> <span xml:lang="EN-GB">PACT</span> <span xml:lang="EN-GB">(Police And Communities
together) meetings and asked officers to investigate this matter
further. Members were reminded of the ongoing review of Area
Forums</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB"> </span></p>
<p class="MsoNormal"><b><span xml:lang="EN-GB">Resolved
–</span></b> <span xml:lang="EN-GB">(<span class="SpellE">i</span>) That in respect of the Co-operative report,
Cabinet be recommended to select Options A or B;</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">(ii) that Committee
supports the Crematorium report, but recommends a 29% increase in
the charge for cremation in order to achieve a break even position
in 2010/11, and</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB">(iii) that Cabinet be
recommended not to approve the schedule of meetings insofar as it
relates to Area Forum meetings in the first week in the month, with
a view to avoiding a clash with</span> <span xml:lang="EN-GB">PACT</span> <span xml:lang="EN-GB">meetings.</span></p>

<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">Living Wage – The
Governance Director reported on work to date toward implementing
the Council’s policy on a Living Wage, together with proposed
actions for the future. These included possible accreditation,
encouraging local businesses/organisations to become Living Wage
employers (including costs associated with monitoring such
matters), and incorporating into the Council’s procurement
policies.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">Bulky Items Collection
– The Corporate Director Environment clarified the proposals
and work to date in developing a pilot partnership scheme with the
voluntary sector.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">Other matters –
Officers explained the reasons behind key decisions on the previous
Forward Plan relating to Joint Venture for Social Housing and Fuel
Poverty no longer appearing on the Plan. In future there would be
quarterly reports to Cabinet on housing options.</span></p>

to the Performance Reward Grant and the bidding process governing
allocation which Preston Strategic Partnership would establish in
due course.</span></p>

<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">Cremator Replacement and
Mercury Abatement Installation at Preston Crematorium - The
Committee discussed the report, in particular the significant
increase in the cremation charge required to meet the costs of the
proposed scheme.. The Chief Executive reminded Members of the
financial position facing the Authority (especially the shortfall
in the Capital Programme) and the anticipated significant public
sector grant cuts in future years.</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB"> </span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">Review of Leisure
Services – The Chief Executive clarified the scope of the
work being undertaken by consultants, namely Sport and Recreation

2010/11 - Members were concerned over clashes between some Area
Forum and</span> <span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">PACT</span> <span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">(Police And Communities
together) meetings and asked officers to investigate this matter
further. Members were reminded of the ongoing review of Area
Forums</span></p>

Cabinet be recommended to select Options A or B;</span></p>

supports the Crematorium report, but recommends a 29% increase in
the charge for cremation in order to achieve a break even position
in 2010/11, and</span></p>
<p class="MsoNormal"><span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">(iii) that Cabinet be
recommended not to approve the schedule of meetings insofar as it
relates to Area Forum meetings in the first week in the month, with
a view to avoiding a clash with</span> <span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">PACT</span> <span xml:lang="EN-GB" lang="EN-GB" style="mso-ansi-language:EN-GB">meetings.</span></p>
