The Minutes of the meeting held on 13 October 2009 were confirmed and signed.
With the agreement of the Committee, the order of business was amended and the Minutes reflect the order in which the items were dealt with.
Exclusion of the Public

“That, pursuant to Section 100A(4) of the Local Government Act 1972 (as amended), the public be excluded from the remaining business of the meeting in view of the fact that the nature of the proceedings will be such that, if the public were present, there would likely be disclosure to them of exempt information under Paragraph 1 & 2 of Part I of Schedule 12A to the said Act (as amended)".
On the Motion of the Chairman, it was
That, pursuant to Section 100A (4) of the Local Government Act 1972 (as amended), the public be excluded from the remaining business of the meeting in view of the fact that the nature of the proceedings will be such that, if the public were present, there would likely be disclosure to them of exempt information under Paragraph 1 of Part I of Schedule 12A to the said Act (as amended).

Prior to considering this item, the Committee was informed that Mr. Lake was unable to attend the meeting and he had asked the Committee to defer the item to the next meeting. The Committee whilst expressing its disappointment that Mr. Lake was unable to attend the meeting considered that, in view of the particulars of the case that it would determine the application in his absence.
Consideration was given to an application from Mr. Roger Lake for the renewal of a Private Hire Vehicle Licence for vehicle registration S9 GMG which exceeded the Council’s Age Policy. The Committee noted that the application was for a period of 6 months until 6 April 2010.
The options open to the Committee were to either
(a) grant an exemption to the Age Policy; or
(b) refuse the application as the vehicle did not comply with the Age Policy.
Having regard to the particulars of the application, it was
That the application by Roger Lake for an exemption to the Age Policy for a Private Hire Vehicle Licence in respect of vehicle registration S9 GMG be granted for a period of six months until 6 April 2010 (in light of the safety, comfort and reliability afforded by the vehicle), during which time the Committee would look to Mr. Lake to replace the vehicle.
NOTE: The applicant to be informed that any appeal against the foregoing decision should be made to the Warwickshire Magistrates Court within 21 days of the notification of the decision.
