Three open days were held in 2009/10 giving residents from all parts of the neighbourhood an opportunity to attend, as follows: · Shiraz Mirza Trust Community Hall, Manor Park - Saturday 19/9/09 10am–12 noon · New Malden High St (Methodist Church Hall and outside Waitrose) - Friday 27/11/09 3.45 – 6pm · Robin Hood Primary School - Monday 1/2/10 from 3.20 – 5pm These were well attended by the public and by a wide range of Council departments and other agencies. Feedback from residents who attended has been very positive and their priorities for action and ideas for improvement in the Neighbourhood will be taken into account in planning for 2010/11. An Action Plan will be presented to the Committee in the new municipal year. On the basis of the review of the open days, recommendations for next steps for 2010/11 are set out in the report including: · continue to add to the Neighbourhood webpage · continue to develop the Neighbourhood e-bulletin circulation · setting up a Neighbourhood Facebook page and · a Community Panel with volunteers from the database to provide feedback for example on consultation documents. The Committee considered the report of the Neighbourhood Manager, Hannah Rees, in the light of the results presented by Robin Hood Primary School pupils of the survey undertaken at the school’s community partnership event in February when visitors had been asked to identify issues for action in the neighbourhood. The Committee particularly considered how to increase access to youth activities and received a report from the Head of Youth Services, whose information report is included at Appendix I (1) of the agenda. RESOLVED that: 1. the report be noted and the work of the Neighbourhood Manager be commended; 2. Neighbourhood Open Days be continued in 2010/11; 3. other forms of communication be developed in 2010/11, as set out in paras. 25 – 30 of the report and summarised above. PDF 582 KB </a> </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> A public consultation on whether to take action to prevent through-traffic in the Beverley Road/Dukes Avenue area has been undertaken in response to concerns raised in a petition from local residents in November 2008. Of 900 addresses consulted, there have been 235 responses i.e. a response rate of 26%. While 63% of respondents believed that there is a problem of through traffic in the area, 48% of respondents did not support any further action to prevent through traffic, compared with 47% respondents who did support further action. The Committee heard representations from a number of residents from Beverley Road and the surrounding area. Among alternative proposals suggested at the meeting by members of the public and committee members to address the problems are the following: · introduce automatic rising bollards timed to stop through traffic during the week in the morning and evening peaks (maintenance costs make this unlikely) · look at through traffic and parking issues together for the whole area · look at resolving the traffic issues on New Malden High Street · encourage more use of Blagdon Road Multi Storey car park, and liaise with major companies in the area to try to facilitate arrangements for their employees to park in the Blagdon road car park, rather than on surrounding streets · look at a “rise and fall” barrier at Park View with exemptions for those roads between Park View and Burlington Road · also investigate any ways to reduce the impact of traffic to and parking for the Malden Centre, Oxbridge Learning Centre, Burlington Schools and Hobkirk House · work with Burlington Schools to encourage parents on the school run to park at Curry’s/ B&Q car park in light of informal agreement in place · consider a controlled parking zone or introduction of parking restrictions for part of the day to deter all-day commuter parking · look at an experimental ‘No Entry’ from Burlington Road into Beverley Road and possibly allow opening the barrier at Blagdon Road. · introduction of a Home Zone (capital cost and road configuration makes this unlikely). RESOLVED that 1. the results of the public consultation as set out in the report, and the failure to achieve the 40% response rate required by the Neighbourhood Committee, be noted. 2. in the absence of a clear majority in favour of any further action, no further action be taken on the matter of through traffic at this time. 3. the various proposals brought forward during the Committee meeting (as listed above) be investigated (including the possible introduction of a controlled parking zone), with a view to a further report being received with fresh proposals to address the traffic and parking problems in the Beverley Road/Dukes Avenue area. 4. in the meantime, progress be made to introduce double yellow lines at junctions of roads, particularly at the junctions of Alverstone Road with Blagdon Road and Onslow Road with Blagdon Road. If the Council feels prima facie that there is evidence to support a Public Right of Way, as there are many unresolved objections/ representations, those along with the evidence forms which have been received, will be forwarded to the Planning Inspectorate for them to proceed with the confirmation process. PDF 747 KB </a> </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> At the meeting on 4 November 2009, the Committee agreed to proceed with a scheme which includes waiting restrictions outside shops on Kingston Road to reduce traffic congestion at this location and a pedestrian refuge for crossing. A Traffic Management Order was advertised in February for which the statutory closing date for responses was 12 March. No objections in writing were received; however, at a meeting arranged for the businesses and freeholders at 222 – 248 Kingston Road there were strong objections to the proposals on the grounds that the passing trade for the businesses would be deterred. During this discussion, however, a compromise proposal was identified for providing split time periods for waiting restrictions in the section of Kingston Road between Georgia Road and California Road, which could be implemented whilst negotiations are pursued with respect to providing an improved parking layout on the private forecourts of the shops. At the Neighbourhood Committee meeting a diagram of the proposed waiting restrictions was tabled. The scheme will be reviewed 12 months after implementation. The Committee heard representations from one of the freeholders of the premises and one of the owners of the businesses. RESOLVED that: 1. the objections to the Traffic Management Order be noted; 2. revised waiting restrictions for Kingston Road (as shown in the layout diagram) be implemented at the earliest opportunity for: · Monday to Friday: 7.00am to 10.00am and 4.00pm to 7.00pm and · Saturday: daytime restrictions of 7.00am to 7.00pm · Sunday: restrictions of 10am to 5pm 3. negotiations be pursued to provide an improved parking layout on the private forecourts of the shops. A review has been undertaken and feedback sought from residents to assess how effective the yellow lines have been and to highlight any further changes required. The Committee heard representations from Mr Taylor, a resident of Park Court. It was noted that the diagram at Annex 1 needed to be amended to show that existing waiting restrictions stretched across the gated entry road to Park Court (to prevent parked vehicles blocking this access road). RESOLVED that, in view of the responses received to the consultation: 1. the existing double yellow lines be maintained. 2. additional yellow lines be provided at the junctions of Kingston Road/Park Road, Westbury Road/Park Road, and on the north-west side of Park Road to protect access to the garages as set out in Annex 1 to the report, subject to two amendments: i) the proposed double yellow line waiting restrictions on the north west side of Park Road be extended to be continuous with the existing waiting restrictions in front of 6-9 Park Road ii) the proposed double yellow line waiting restrictions at the junction of Park Road and Westbury Road be extended to 10 metres in length. 3. the Director of Planning and Transportation be authorised to proceed with the traffic management order for these waiting restrictions. A formal notification of RBK’s objection to the proposals and its reasons for objecting was sent to TfL who subsequently sent a formal confirmation that no further action was to be taken at that location. However, another similar proposal for the removal of sections of pedestrian guardrailing along the A3 Malden Way has recently been received from TfL to which it is intended to send another formal response from RBK. RESOLVED that the Chair of the Committee write to Transport for London to express the Committee’s strong opposition on safety grounds to the removal of sections of the guardrailing on the A3 Malden Way near Coombe Boys School which ensure pedestrians remain on the footway at a location where two fatal accidents occurred involving pedestrians crossing the road heedless of the traffic. Three open days were held in 2009/10 giving residents from all parts of the neighbourhood an opportunity to attend, as follows:   ·    Shiraz Mirza Trust Community Hall, Manor Park  - Saturday 19/9/09 10am–12 noon ·    New Malden High St (Methodist Church Hall and outside Waitrose) - Friday 27/11/09 3.45 – 6pm ·    Robin Hood Primary School - Monday 1/2/10 from 3.20 – 5pm   These were well attended by the public and by a wide range of Council departments and other agencies.  Feedback from residents who attended has been very positive and their priorities for action and ideas for improvement in the Neighbourhood will be taken into account in planning for 2010/11.  An Action Plan will be presented to the Committee in the new municipal year. On the basis of the review of the open days, recommendations for next steps for 2010/11 are set out in the report including:   ·                    continue to add to the Neighbourhood webpage ·                    continue to develop the Neighbourhood e-bulletin circulation ·                    setting up a Neighbourhood Facebook page and ·                    a Community Panel with volunteers from the database to provide feedback for example on consultation documents.   The Committee considered the report of the Neighbourhood Manager, Hannah Rees, in the light of the results presented by Robin Hood Primary School pupils of the survey undertaken at the school’s community partnership event in February when visitors had been asked to identify issues for action in the neighbourhood. The Committee particularly considered how to increase access to youth activities and received a report from the Head of Youth Services, whose information report is included at Appendix I (1) of the agenda.   RESOLVED that:   1.       the report be noted and the work of the Neighbourhood Manager be   commended;   2.       Neighbourhood Open Days be continued in 2010/11;   3.       other forms of public consultation on whether to take action to prevent through-traffic in the Beverley Road/Dukes Avenue area has been undertaken in response to concerns raised in a petition from local residents in November 2008.   Of 900 addresses consulted, there have been 235 responses i.e. a response rate of 26%.  While 63% of respondents believed that there is a problem of through traffic in the area, 48% of respondents did not support any further action to prevent through traffic, compared with 47% respondents who did support further action.   The Committee heard representations from a number of residents from Beverley Road and the surrounding area.  Among alternative proposals suggested at the meeting by members of the public and committee members to address the problems are the following:   ·                    introduce automatic rising bollards timed to stop through traffic during the week in the morning and evening peaks (maintenance costs make this unlikely) ·                    look at through traffic and parking issues together for the whole area ·                    look at resolving the traffic issues on New Malden High Street ·                    encourage more use of Blagdon Road Multi Storey car park, and liaise with major companies in the area to try to facilitate arrangements for their employees to park in the Blagdon road car park, rather than on surrounding streets ·                    look at a “rise and fall” barrier at Park View with exemptions for those roads between Park View and Burlington Road ·                    also investigate any ways to reduce the impact of traffic to and parking for the Malden Centre, Oxbridge Learning Centre, Burlington Schools and Hobkirk House ·                    work with Burlington Schools to encourage parents on the school run to park at Curry’s/ B&Q car park in light of informal agreement in place ·                    consider a controlled parking zone or introduction of parking restrictions for part of the day to deter all-day commuter parking ·                    look at an experimental ‘No Entry’ from Burlington Road into Beverley Road and possibly allow opening the barrier at Blagdon Road. ·                    introduction of a Home Zone (capital cost and road configuration makes this unlikely).   RESOLVED that   1.                      the results of the public consultation as set out in the report, and the failure to achieve the 40% response rate required by the Neighbourhood Committee, be noted.   2.                       in the absence of a clear majority in favour of any further action, no further action be taken on the matter of through traffic at this time.   3.                      the various proposals brought forward during the Committee meeting (as listed above) be investigated (including the possible introduction of a controlled parking zone), with a view to a further report being received with fresh proposals to address the traffic and parking problems in the Beverley Road/Dukes Avenue area.   4.                      in the meantime, progress be made to introduce double yellow lines at junctions of roads, particularly at the junctions of Alverstone Road with Blagdon Road and Onslow Road with Blagdon Road.   Reason for the decision To consider the options to address parking and traffic problems, particularly congestion, in this area. </div> At the Neighbourhood Committee meeting a diagram of the proposed waiting restrictions was tabled.  The scheme will be reviewed 12 months after implementation.  The Committee heard representations from one of the freeholders of the premises and one of the owners of the businesses.   RESOLVED that:   1.              the objections to the Traffic Management Order be noted;   2.              revised waiting restrictions for Kingston Road (as shown in the layout diagram) be implemented at the earliest opportunity for: ·        Monday to Friday: 7.00am to 10.00am and 4.00pm to 7.00pm and ·        Saturday: daytime restrictions of 7.00am to 7.00pm ·        Sunday: restrictions of 10am to 5pm   3.              negotiations be pursued to provide an improved parking layout on the private Annex 1 needed to be amended to show that existing waiting restrictions stretched across the gated entry road to Park Court (to prevent parked vehicles blocking this access road).   RESOLVED that, in view of the responses received to the consultation:   1.              the existing double yellow lines be maintained.   2.              additional yellow lines be provided at the junctions of Kingston Road/Park Road, Westbury Road/Park Road, and on the north-west side of Park Road to protect access to the garages as set out in Annex 1 to the report, subject to two amendments:   i)                    the proposed double yellow line waiting restrictions on the north west side of Park Road be extended to be continuous with the existing waiting restrictions in front of 6-9 Park TfL who subsequently sent a formal confirmation that no further action was to be taken at that location.  However, another similar proposal for the removal of sections of pedestrian guardrailing along the A3 Malden Way has recently been received from TfL to which it is intended to send another formal response from RBK.   RESOLVED that the Chair of the Committee write to Transport for London to express the Committee’s strong opposition on safety grounds to the removal of sections of the guardrailing on the A3 Malden Way near Coombe Boys School which ensure pedestrians remain on the footway at a location where two fatal accidents occurred involving pedestrians crossing the road heedless of the traffic.   Reason for the decision To send a formal response to TfL in relation to its proposal strong objection to the proposals for the removal of ‘Countdown’             information displays at a number of bus stops in the neighbourhood.    LAST MEETING OF THE MUNICIPAL YEAR   It being the last meeting of the Neighbourhood Committee of the municipal year and before the Elections, the Chair thanked Members and officers for their work for the Committee during the year.
