although this report has not been available for at least five clear
days before the meeting, nonetheless it should be considered now as
a matter of urgency because of the special circumstances that it
will ensure that comments provided by scrutiny committees during
December 2009 are reviewed and considered by Cabinet, enabling
these comments to be incorporated into the final budget report as
appropriate, which will be considered at the February 2010 Cabinet
meeting. By Cabinet taking this report now, it allows scrutiny to
consider what has formally been received by Cabinet. Due to
important feedback from Members and officers<span class="GramE">,<span> </span>
impacting</span> upon the content of the report, the finalisation
of the report required more time than originally anticipated,
causing a delay to the final despatch of this report to
Cabinet.</span></p>
