class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">In introducing the\nreport, officers drew attention to the late representations\noutlined in the tabled addendum sheet.<span>&nbsp;</span> The site in question was in\nLambeth but was owned by Wandsworth.<span>&nbsp;</span> The last temporary permission in\nrespect of the site expired on 16<sup>th</sup> April 2008,\nfollowing which the site had been designated as Metropolitan Open\nLand.<span>&nbsp;</span> If the Committee\ndecided to approve the application, it would have to be referred to\nthe Secretary of State who would have the option of calling in the\napplication on the grounds that it was in contravention of the\nCouncil&rsquo;s existing UDP policies.</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">&nbsp;</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">The applicants\naddressed the meeting urging the Committee to approve the\napplication in order to allow the Waldorf Steiner <span class=\"GramE\">school</span> to continue to operate pending a suitable\nalternative site being secured.<span>&nbsp;</span> The school had been looking for an\nalternative site for some time but to date nothing suitable had\nbeen found and this was very frustrating.<span>&nbsp;</span> The school was self financing and\n<span class=\"GramE\">a 25</span> year permission was being sought to\namortise building costs over the longest possible period of\ntime.<span>&nbsp;</span> The school was\nmaking good use of Metropolitan Open Land and the Council&rsquo;s\nUDP permitted development of green space where this use was\nbeneficial.</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">&nbsp;</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">Councillors June\nFewtrell and Clive Bennett also addressed the meeting in their\ncapacity as Ward Members.<span>&nbsp;</span> Councillor Fewtrell sought\nclarification on what support the Council had offered the school in\ntrying to relocate.<span>&nbsp;</span>\nWandsworth Council had discontinued plans to build football pitches\non the site and in view of <span class=\"GramE\">this,</span> the\nschool needed a further temporary permission to allow them more\ntime to relocate.<span>&nbsp;</span>\nCouncillor Bennett requested the Committee to grant a further\ntemporary condition to prevent disruption of education provision\nand to allow better planning for the school&rsquo;s\nrelocation.<span>&nbsp;</span> If the\nschool was closed at short notice, it would not be possible to find\nplaces at local schools</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">&nbsp;</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">A parent of pupils\nat the school also addressed the meeting and praised the school for\nproviding a high standard inclusive alternative to state\neducation.<span>&nbsp;</span> It was\naccepted that the school&rsquo;s current location was no longer\nsustainable and the school was working hard to <span class=\"GramE\">raise</span> funding to support the relocation\ncosts.<span>&nbsp;</span> However it had\ntaken much longer than anticipated to find a new site which was\nable to meet the school&rsquo;s future vision.</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">&nbsp;</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">In response to\nquestions and comments, officers advised that they had met with the\napplicant to discuss relocation options and although officers could\nnot provide assistance in identifying sites, they could advise on a\nsite&rsquo;s potential for development.<span>&nbsp;</span> If the Committee was minded to\ngrant another temporary condition, this could include an\ninformative to make it explicit that there was no permanent right\nto use metropolitan open land.<span>&nbsp;</span> Officers acknowledged the shortage\nof primary school places in the area but this had to be balanced\nagainst the need for metropolitan open land.</span></p>\n<p class=\"MsoNormal\"><span xml:lang=\"EN-GB\">&nbsp;</span></p>\n<p addendum\nsheet.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Local residents\naddressed the meeting objecting to the development on the grounds\nthat the bulk, height and massing in the revised application was\nstill unacceptable.<span>&nbsp;</span>\nResidents felt that as the alterations to the previous application\nwere so minor, officers should be recommending that the application\nis refused.<span>&nbsp;</span>\nFurthermore, the impact on the future development of the vacant\nStreatham <span class=\"SpellE\">Megabowl</span> site should be taken\ninto account.<span>&nbsp;</span> The\nproposed scheme was an overdevelopment of the site and would\nincrease parking stress which was particularly bad when the local\nbingo hall was in use and when children were being dropped off or\npicked up from a nearby nursery.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Objectors felt that\nthe height of buildings on <span class=\"SpellE\">Barrhill</span>\nRoad should not be used as a precedent for the height of the\nproposed scheme and properties in Streatham Hill would be\noverlooked.<span>&nbsp;</span>\nNotification of the meeting had been sent during the Easter break\nand the parking provision of 18 spaces for 71 units was inadequate.\nThe proposed location of the access points was unsatisfactory and\nthere was no designated parking for commercial units.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The scheme would put\nadded pressure on the local infrastructure including <span class=\"GramE\">schools,</span> public transport etc and the Section 106\nAgreement would not result in additional train services from\nStreatham Hill Station.<span>&nbsp;</span>\nFurthermore, refurbishment works at the Station were already in\nprogress.<span>&nbsp;</span> Residents\nwere not in favour on controlled parking</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillors Ashley\nLumsden and June <span class=\"SpellE\">Fewtrell</span> addressed the\nmeeting in their capacity as Ward Members.<span>&nbsp;</span> The opportunity to attend a\nbriefing was welcomed but suggestions from residents were not\nreflected in the proposed scheme.<span>&nbsp;</span> The site visit was helpful and it\nwas felt that the site should be retained for employment\nuse.<span>&nbsp;</span> Under the proposed\ndevelopment, the outlook for properties in <span class=\"SpellE\">Blairderry</span> Road would be altered to the detriment\nof residents and would also impact on residents in Streatham\nHill.<span>&nbsp;</span> The adjacent\nformer garage site on <span class=\"SpellE\">Ardwell</span> Road had\nnot been included in the development and would prejudice the\ndevelopment of the rest of the site.<span>&nbsp;</span> It was also suggested that the\ndevelopment should be considered in the context of the development\nof the <span class=\"SpellE\">Megabowl</span> site.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The proposed scheme\nwas not in keeping with surrounding buildings, the proposed amenity\nspace provision was poor and there was no play provision for older\nchildren.<span>&nbsp;</span> Although the\nSection 106 contribution was welcomed, the parks and open spaces\nthat would benefit were some distance away.<span>&nbsp;</span> Parking stress was particularly\nbad during the evening and at weekends so retaining the existing\nentry point would avoid the need to access <span class=\"SpellE\">Blairderry</span> Road.<span>&nbsp;</span> In addition, the proposed loading\nbay would reduce parking provision</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The applicant\naddressed the meeting and stated that the site being developed was\nnot protected for employment use within the <span class=\"SpellE\">UDP</span> and the employment space on the site had
