Disclosure of Personal and Prejudicial Interests

Members are asked to consider any Personal/Prejudicial Interests they may have to disclose to the meeting in relation to matters under consideration on the agenda.  If the personal interest is a prejudicial interest, then the individual members should not participate in a discussion on the matter and must withdraw from the meeting room and must not seek to improperly influence a decision in the matter.

 

2.

Standards Board Training DVD - Assessment Made Clear

Members of the Committee will be invited to watch a Standards Board Training DVD.  The DVD is designed to help Standards Committee members and local authority officers involved in the assessment of complaints.  It goes through the four stages of the assessment process, looking at important contentious issues along the way.  These stages are:

 

  • Pre-assessment
  • Assessment
  • Decision
  • Review

 

Dramatised case studies are used to demonstrate the criteria that guide each decision, including whe5ther any investigation should be conducted locally or referred to the Standards Board for England. It also shows when it may be appropriate to take no action or other action. 

 

The DVD will take 44 minutes.

Appointment of Independent Member and Parish Council Representative

A verbal update will be provided at the meeting.

5.

Code of Conduct Issues

The Monitoring Officer will update the Committee on any local issues arising

          since the last meeting.

 

6.

General Update on Complaints

The Monitoring Officer will update the Committee on any developments since

the last meeting in respect of Complaints against Members of the Council.

 

NOTE: This may involve the disclosure of exempt information, in which case

the Committee should consider excluding the press and public.

 

7.

Dip Sampling of Register of Interests (including Gifts and Hospitality)

In order to test the “ethical temperature” of the Council the Committee will be asked to formally monitor the register of Members’ Personal Interest forms - a process sometimes known as “dip sampling”.   The Committee will be asked to select a number of Members’ forms at random and will be provided with a checklist to assist this process.

 

8.

Date of Next Meeting

The date of the next ordinary meeting of the Committee will be held at 5.30pm on Monday 29 March 2010 at the Town Hall, Preston.
