Any resident of the South Gloucestershire Council Area or person affected by decisions to be taken by the Council, may address this Committee (for no more than 5 minutes) to present a petition, make a statement, contribute views on matters under discussion or ask a question. No prior notice is needed. Normally this will be at the start of the meeting. However, the Chair of the meeting has the discretion to allow submissions at the beginning of the relevant item.

To agree the minutes of the meeting held on 4 January 2009 as a correct record for signing by the Chair.

To provide information on the Council’s net revenue spending against budget for the third quarter of 2009/10 (up to 31^st December 2010).

To inform Cabinet of the position on the Council’s capital programme for the year to 31^st December 2009, to seek approval of virements and other changes to the current Capital Programme (approved 18 February 2009). 

To determine the formal estimated balance of the Authority’s Collection Fund at 31^st March 2010.

 

To recommend to Council revenue budget, special expenses and a band D council tax for 2010/11 and planning totals for the following two years.

To approve the updated Children & Young People Earmarked Capital Programme 2010/11 – 2012/13.

This report asks Cabinet to recommend a capital programme to Council on 17 February 2010. It also asks Cabinet to refer the Prudential Indicators and the Minimum Revenue Provision policy to Council for approval.

At its meeting on 9^th July 2009 Cabinet agreed a period of consultation on a package of proposals focused upon the provision of better support for older people. Consultation took place between August and October .This report sets out the responses to the consultation and in the light of this, sets out a recommendation for an in principle decision by Cabinet.

To determine a process in order to make the necessary changes to Executive Arrangements as required by the Local Government and Public Involvement in Health Act 2007.
