PDF 17 KB </a> </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> The Corporate Director firstly explained that both Councillor Kyrle, Chairman of the Panel, and Councillor Day had taken part in the determining of the planning application for the proposed Go-Ape course at the meeting of Hedge End, West End and Botley Local Area Committee (HEWEB LAC) on 7 December 2009.Â The Councilâ€™s Constitution did not allow them to take part in the scrutiny of that decision and they had therefore declared an interest earlier in the meeting and would leave the meeting during both the debate and vote on this item.Â A new Chairman needed to be appointed for this item and the Panel agreed to appoint Councillor Smith.Â Councillor Day advised that he would like to speak on this item under his right as a member of the public before he left the meeting.Â   The Chairman firstly called the three members of the public who had asked to speak regarding this item.   Margaret Raff asked to what extent the Environmental Assessment had taken account of the likely noise impact of the proposed Go Ape course on the River Itchen, and in particular, whether a noise assessment had been made at the point of the river closest to the site of the proposed course.Â If an assessment had been made, why was it not carried out in co-operation with Lower Itchen Fishery, and if had not been made, how could a thorough assessment have been made?   Lyndsey Farmiloe, Managing Director of Lower Itchen Fishery, stated that noise was a fundamental issue when considering the proposed Go Ape course.Â She had previously e-mailed to Panel members her notes, details of the river maintenance, her report on the noise survey submitted as part of the planning application, and her responses to the questions addressed in the report contained in the agenda for this meeting, and was circulating them again at the meeting.Â In response to paragraph 15 of the report, she would argue that insufficient consideration had been given to the requirement to protect the adjoining Sites of Special Scientific Interest and Special Areas of Conservation (SSSI/SAC).Â   The fishery had been established in 1954 and offered world class fly fishing.Â Ms Farmiloe considered that some of the Councillors who had taken part in the HEWEB LAC meeting to determine the planning application had made some comments concerning noise which were incorrect, as they had no knowledge of the operation of the fishery or the positive impact of fishing on the environment and wildlife, and had not asked the fishery.Â The opening hours of the proposed Go Ape course would conflict with those of the fishery and Ms Farmiloe considered that fishermen would not continue to use the fishery if noise was coming from the Go Ape course.   Ms Farmiloe said that her noise report showed errors in the report submitted as part of the planning application.Â Predicted noise levels had been made using data from another Go Ape site when it had been closed, and staff had been asked to use  ...  <a href="http://www.eastleigh.gov.uk/meetings/mgAi.aspx?ID=24634" class="external" title="Link to view the full item text for item 4., Environmental Aspects of Decisions to Approve Establishment of a High-Wire Adventure Course at Itchen Valley Country Park by â€œGo Ape"> </a></div> </div></div> 2010-02-22T21:20:55+00:00
