Update on Woolwich Ferry
\nMinutes:
\nWoolwich Ferry – The Chair\nadvised the meeting of the outcome of a recent meeting held with\nofficers and representatives of SERCO and TfL, where he was able to\nsecure a commitment from SERCO to continue the marshalling of the\nferry ramps. The Chair\nasked members to contact him if they became aware of any further\nproblems.
\n\n
It was noted that\nthe ferry had been upgraded and improved, but there were no plans\nto replace it.
\n\n
Olivier Birtill\n(TfL) advised that the Mayor of London had recently considered a\nproposal for a number of different river crossings in light of the\ndismissal of the London Thames Gateway Bridge.
\nCrime and Anti-Social Behaviour
\n\n
- This is an opportunity for Operators to\nraise any issues with the Council regarding this subject.
\nMinutes:
\nAshok Nanu reported the British Transport\nPolice Liaison Forum agreed a programme to reduce crime in and\naround underground stations. The Group, chaired by Sergeant\nAndy Jackson of British Transport Police, would welcome input from\nNewham members and officers. Ashok agreed to pass on details to\nDominic West.
\n\n
Mike Holland, representing Newham’s\nCrime and Anti-Social Behaviour Unit indicated his wish to be\ninvolved as the scheme would work well with their pathway quadrant\nstructure.
\n\n
The Chair welcomed his initiative and asked\nthat feedback be provided to the appropriate ward members (members\nwhose ward include underground stations).
\n\n
Councillor Manley expressed his concern\nregarding the large number of youths who often congregate at\nweekends outside of Stratford station, which can sometimes be\nintimidating.
\n\n

Performance update\nfor quarter 1- January to March 2009 (Enclosure).

\nThe\nGroup received the performance update for the period January to\nMarch 2009.
\n\n
Sharon\nMöller and Tom Daly, DLR addressed the meeting regarding the\nsecession of recent failures, including equipment and software\nfailure which have led to repeated delays.
\n\n
The meeting was particularly concerned to hear\nthat a replacement bus service is only provided if a delay exceeds\n2 hours. It was\nsuggested that the operator use the facilities at West Ham bus\ndepot, which should reduce the time to 30 minutes. The meeting also felt there should\nbe more clarity of communication, such as advising passengers of\nalternative routes.
\n\n
Tom\nDaly replied that they need to make an informed decision, to call\nout after 20 minutes would be costly and in most cases, the\nservices can be resumed promptly. If an incident has occurred,\nreplacement buses will be arranged.
\n\n
He\nadmitted that the statistics were disappointing, and gave details\nof the most recent statistics as: April 94.1%, May 96.2% and June\n94%. They were looking towards the bigger picture, with the\nsoftware upgrade, new displays and the 3 car service with 50% more\ncapacity. The ongoing works to the services should be completed by\nthe end of August.
\n\n
The meeting noted a lack of consistency across\nthe transport network as that National Rail organise replacement\nservices within 1 hour, following disruption.
\n\n
The meeting also discussed the general issue\nof weekend rail closures and noted that John Briggs, Newham’s\nGLA representative had raised the issue with the Mayor of\nLondon.
\n\n
Ashok advised that Network Rail service worked\nclosely to co-ordinate the programme of works, by liaising with\nmanagement at the 02, Excel and West Ham United Football Club,\nproviding as much information as possible. The Engineering works, which are\noften internationally linked, require long lead in times, whereas\nevent arenas work to shorter timescales. Once the engineering programme has\ncommenced, it is difficult to change. The closures are essential to\nenable to improvement works to take place.
\n\n
The Chair acknowledged that the DLR gave a\ngood service but that it was his role as Chair to question and hold\nthe service to account.
\n\n
Sharon\nMöller provided an update on the North London Line interface\nbetween Stratford and Canning Town, and the potential delay in the 8 weeks\nprogramming. Sharon\nMöller explained that the contractors will focus on the\nswitchover this month.
\n\n
The\nextension is due to open summer next year. A significant amount of work still\nneeds to be done. DLR\nwill continue to provide information to stakeholders.
\n\n
Sharon advised members to contact Eunice\nFortune, Skanska Liaison Officer who would be able to\nupdate and advise local residents.
\n\n
Sharon also agreed to present an update on the\nDLR Christmas closures at the next meeting.

\nThe Group received a report from Ashok Nanu,\nBorough Liaison Officer which advised of London Underground\nperformance, planned closures and the five most disruptive causes\nfor delays affecting Newham.

The meeting noted that 3 out of the 4\ndisruptive causes for delays were passenger related and beyond\ncontrol.

Dominic West expressed concern at the 22\noccasion of 15 minutes plus delays on the District\nLine. He questioned the\nability of the line to cope during the Olympic Games with the lack\nof formal investment. \nHe also expressed concern at other weekend closures; District Line\nand the Jubilees Line, every weekend until the end of the\nyear.
\n\n
A meeting with senior representatives from TfL\nis still being arranged to discuss recent failures on the District\nLine.
\n\n
Ashok responded that the upgrading and new\ntrack works could not be completed without line\nclosures. A sequence\nneeds to be followed to best reflect the passenger performance\ntargets and contracts. \nThe programme is progressing well; however some problems are beyond\ntheir control.
\n\n
The Group noted that 3 West Ham United fixture\ndates clashed with weekend closures on the District Line (Tottenham\n– 23 August, Liverpool – 19 September and Blackburn\n– 30 January). \nSenior officers, including Newham’s Chief Executive are\nmembers of the Safety Advisory, addressing the implications of the\nclosures.
