Matters Arising <div class="mgWordPara"><div class="Section1">   Update on Woolwich Ferry </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> Woolwich Ferry – The Chair advised the meeting of the outcome of a recent meeting held with officers and representatives of SERCO and TfL, where he was able to secure a commitment from SERCO to continue the marshalling of the ferry ramps.  The Chair asked members to contact him if they became aware of any further problems.   It was noted that the ferry had been upgraded and improved, but there were no plans to replace it.   Olivier Birtill (TfL) advised that the Mayor of London had recently considered a proposal for a number of different river crossings in light of the dismissal of the London Thames Gateway Bridge. </div> </div> <a name="AI25428"></a>3. Crime and Anti-Social Behaviour <div class="mgWordPara"><div class="Section1">   - This is an opportunity for Operators to raise any issues with the Council regarding this subject. </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> Ashok Nanu reported the British Transport Police Liaison Forum agreed a programme to reduce crime in and around underground stations.  The Group, chaired by Sergeant Andy Jackson of British Transport Police, would welcome input from Newham members and officers. Ashok agreed to pass on details to Dominic West.   Mike Holland, representing Newham’s Crime and Anti-Social Behaviour Unit indicated his wish to be involved as the scheme would work well with their pathway quadrant structure.   The Chair welcomed his initiative and asked that feedback be provided to the appropriate ward members (members whose ward include underground stations).   Councillor Manley expressed his concern regarding the large number of youths who often congregate at weekends outside of Stratford station, which can sometimes be intimidating.   Decision   Agreed to note   ACTION:  Provide feedback on initiative to the appropriate ward members (Dominic West/Ask Nanu. </div> </div> <a name="AI25429"></a>4. <a href="http://mgov.newham.gov.uk/mgConvert2PDF.aspx?ID=23065" title="Link to document 'Docklands Light Railway' pdf file" class="external">Docklands Light Railway PDF 59 KB </a> <div class="mgWordPara"><div class="Section1">   <ul> <li class="MsoNormal">Equipment Failures</li> <li class="MsoNormal">Replacement Buses</li> </ul>   Performance update for quarter 1- January to March 2009 (Enclosure).   </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Group received the performance update for the period January to March 2009.   Sharon Möller and Tom Daly, DLR addressed the meeting regarding the secession of recent failures, including equipment and software failure which have led to repeated delays.   The meeting was particularly concerned to hear that a replacement bus service is only provided if a delay exceeds 2 hours.  It was suggested that the operator use the facilities at West Ham bus depot, which should reduce the time to 30 minutes.  The meeting also felt there should be more clarity of communication, such as advising passengers of alternative routes.   Tom Daly replied that they need to make an informed decision, to call out after 20 minutes would be costly and in most cases, the services can be resumed promptly.  If an incident has occurred, replacement buses will be arranged.   He admitted that the statistics were disappointing, and gave details of the most recent statistics as: April 94.1%, May 96.2% and June 94%. They were looking towards the bigger picture, with the software upgrade, new displays and the 3 car service with 50% more capacity. The ongoing works to the services should be completed by the end of August.   The meeting noted a lack of consistency across the transport network as that National Rail organise replacement services within 1 hour, following disruption.   The meeting also discussed the general issue of weekend rail closures and noted that John Briggs, Newham’s GLA representative had raised the issue with the Mayor of London.   Ashok advised that Network Rail service worked closely to co-ordinate the programme of works, by liaising with management at the 02, Excel and West Ham United Football Club, providing as much information as possible.  The Engineering works, which are often internationally linked, require long lead in times, whereas event arenas work to shorter timescales.  Once the engineering programme has commenced, it is difficult to change.  The closures are essential to enable to improvement works to take place.   The Chair acknowledged that the DLR gave a good service but that it was his role as Chair to question and hold the service to account.   Sharon Möller provided an update on the North London Line interface between Stratford and Canning Town, and the potential delay in the 8 weeks programming.  Sharon Möller explained that the contractors will focus on the switchover this month.   The extension is due to open summer next year.  A significant amount of work still needs to be done.  DLR will continue to provide information to stakeholders.   Sharon advised members to contact Eunice Fortune, Skanska Liaison Officer who would be able to update and advise local residents.   Sharon also agreed to present an update on the DLR Christmas closures at the next meeting.   Decision   Agreed to note   ACTION:  to present an update on the DLR Christmas closures at the next meeting. PDF 22 KB </a> </li> </ul> Minutes: <div class="mgWordPara"><div class="Section1"> The meeting noted the performance statistics for National Express East Anglia and C2C for the last quarter.    James Henry, National Express circulated copies of the High Level Output Services (HLOS) Increasing Capacity into London, and provided a progress report on the following recent developments.   <ul> <li class="MsoNormal">Performance continued to be 90.47%, 5% above their performance indicator</li> <li class="MsoNormal">Capacity enhancement – 17 units. 8 recently delivered to Ilford.  Refurbishment to be completed by the end of the year.</li> <li class="MsoNormal">Staff accommodation to offer a seamless commission for the end of the month</li> <li class="MsoNormal">Work on the new stairs and lift on the south concourse of Jubilee line progressing well to enable a seamless transit at Stratford</li> <li class="MsoNormal">C2C Livery in place</li> </ul>   Decision   Agreed to note </div> </div> <a name="AI25431"></a>6. London Buses <div class="mgWordPara"><div class="Section1"> Report to follow. </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> Oliver Birtill, TfL updated the meeting on the following   <ul> <li class="MsoNormal">Routes 86 and N86 – new contract issued commencing July 2009</li> <li class="MsoNormal">308 and 158 – due to the closure of Angel Lane bridge, routes diverted from August for 9 months.</li> <li class="MsoNormal">376 – Contract renewed from 19 September.  Increased in frequency.</li> <li class="MsoNormal">276 – Contract extended on 19 September.  Negotiations ongoing for night service extension.</li> <li class="MsoNormal">Consultation continuing on: 97 – increase on Sunday frequency, 158 - increased frequency, 238 extended from Barking to Becontree and increased frequency, 158 - increased frequency and 97 - proposals to extend beyond Leyton to new bus station at Stratford City.</li> </ul>   The meeting welcomed all enhancements to the service, especially routes 300 and 325.   The meeting noted that residents of Wordsworth Avenue have complained about the noise from 325 buses parked on the road.  Residents have been disturbed in the early hours of the morning by parked buses and officers asked if this can be bought to the attention of the operators.  Oliver agreed to pass on the concerns and report back directly to Dominic West.   Members raised the following points:   <ul> <li class="MsoNormal">Route 147 – Browning Road Bridge, one-way for cars, both ways for buses resulting in delays from traffic. John Simpson explained that the problem was caused by north-bound cars and lack of enforcement. He agreed to investigate the design and the works undertaken, to resolve the issue.</li> </ul>   <ul> <li class="MsoNormal">Closure of Angel Lane Bridge – Buses will be diverted to Crownfield Road, Leytonstone High Road and the Grove.  Routes 158 and 308 will not stop along Windmill Lane.  The meeting noted that this will be a major challenge to co-ordinate and minimize the impact on local residents.  The diversion will have a high impact on the borough, with additional traffic and additional 10 minutes on the journey.  It was noted that a meeting had been arranged with Councillor Crawford, lead member for Stratford and West Ham, with representatives from the ODA to discuss the implications. </li> </ul>   <ul> <li class="MsoNormal">Prince Regent Lane – Relocation of bus stop.  Councillor Holland advised that a petition has been prepared by local residents against the relocation. Peter Orchard advised that the stop has been moved for safety reasons to outside the library, as the current stop is located on a parking bay. Officers agreed to meet with Councillor Holland to view the site.</li> </ul>   <ul> <li class="MsoNormal">Bidder Street/Stephenson Street – John Simpson stated that these roads were not a priority for resurfacing but agreed to present a progress report to the meeting in September to update on the road maintenance issues.</li> </ul>   <ul> <li class="MsoNormal">Buston Road – Sheila Campbell, resident of Chesley Gardens E6, addressed the meeting to request that a single deck bus be re-routed to stop near her home.  The Chair advised that she contact her local Councillor who would be able to take up the issues and provide a proper response.</li> </ul>   Decision   Agreed to note   ACTION   (i)  Relate concerns regarding 325 disturbances at Wordsworth Road.   (Oliver Birtill/Dominic West)   (ii)  Meet with Councillor Holland to visit to  ...  <a href="http://mgov.newham.gov.uk/mgAi.aspx?ID=25431" class="external" title="Link to view the full item text for item 6., London Buses">view the full minutes text for item 6.</a> </div> </div> <a name="AI25432"></a>7. London Underground <div class="mgWordPara"><div class="Section1"> Report to follow.   </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Group received a report from Ashok Nanu, Borough Liaison Officer which advised of London Underground performance, planned closures and the five most disruptive causes for delays affecting Newham.   The meeting noted the performance statistics as:   <ul> <li class="MsoNormal">District line:   99.4% (95.6% same period last year)</li> <li class="MsoNormal">Hammersmith line:   97.7% (95.8% same period last year)</li> <li class="MsoNormal">Jubilee line:   97.8% (97.4% same period last year)</li> <li class="MsoNormal">Central line:   98.8% (99.3% same period last year)</li> </ul>   The meeting noted that 3 out of the 4 disruptive causes for delays were passenger related and beyond control.   Dominic West expressed concern at the 22 occasion of 15 minutes plus delays on the District Line.  He questioned the ability of the line to cope during the Olympic Games with the lack of formal investment.  He also expressed concern at other weekend closures; District Line and the Jubilees Line, every weekend until the end of the year.    A meeting with senior representatives from TfL is still being arranged to discuss recent failures on the District Line.    Ashok responded that the upgrading and new track works could not be completed without line closures.  A sequence needs to be followed to best reflect the passenger performance targets and contracts.  The programme is progressing well; however some problems are beyond their control.   The Group noted that 3 West Ham United fixture dates clashed with weekend closures on the District Line (Tottenham – 23 August, Liverpool – 19 September and Blackburn – 30 January).  Senior officers, including Newham’s Chief Executive are members of the Safety Advisory, addressing the implications of the closures.   Decision   Agreed to note </div> </div> <a name="AI25522"></a>8. <a href="http://mgov.newham.gov.uk/mgConvert2PDF.aspx?ID=23062" title="Link to document 'London Overground' pdf file" class="external">London Overground PDF 156 KB </a> <div class="mgWordPara"><div class="Section1">   Statistics for Period 3 – 31 May to 27 June 2009 </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The representatives from London Overground were unable to attend the meeting.  The Chair asked that a representative attend the next meeting to update the meeting on:   <ul> <li class="MsoNormal">North London Line weekend closures from Stratford</li> <li class="MsoNormal">16 week closure from Boxing Day.</li> <li class="MsoNormal">New rolling stock, to be launched by the Mayor of London</li> <li class="MsoNormal">Disruption to the Gospel Oak line</li> </ul>   Decision   Agreed to note   ACTION:  A representative be invited to attend the next meeting. </div> </div> <a name="AI25433"></a>9. John Simpson explained that the problem was caused by north-bound cars and lack of enforcement. He agreed to investigate the design and the works undertaken, to resolve the issue.</li> </ul>   <ul style="qargin-top:0cm"> <li class="MsoNormal" style="mso-list:l7 level1 lfo6;tab-stops:list 36.0pt">Closure of Angel Lane Bridge – Buses will be diverted to Crownfield Road, Leytonstone High Road and the Grove.  Routes 158 and 308 will not stop along Windmill Lane.  The meeting noted that this will be a major challenge to co-ordinate and minimize the impact on local residents.  The diversion will have a high impact on the borough, with additional traffic and additional 10 minutes on the journey.  It was noted that a meeting had been arranged with Councillor Crawford, lead member for Stratford and West Ham, with representatives from the ODA to discuss the implications. </li> </ul>   <ul style="qargin-top:0cm"> <li class="MsoNormal" style="mso-list:l7 level1 lfo6;tab-stops:list 36.0pt">Prince Regent Lane – Relocation of bus stop.  Councillor Holland advised that a petition has been prepared by local residents against the relocation. Peter Orchard advised that the stop has been moved for safety reasons to outside the library, as the current stop is located on a parking bay. Officers agreed to meet with Councillor Holland to view the site.</li> </ul>   <ul style="qargin-top:0cm"> <li class="MsoNormal" style="mso-list:l7 level1 lfo6;tab-stops:list 36.0pt">Bidder Street/Stephenson Street – John Simpson stated that these roads were not a priority for resurfacing but agreed to present a progress report to the meeting in September to update on the road maintenance issues.</li> </ul>   <ul style="qargin-top:0cm"> <li class="MsoNormal" style="mso-list:l7 level1 lfo6;tab-stops:list 36.0pt">Buston Road – Sheila Campbell, resident of Chesley Gardens E6, addressed the meeting to request that a single deck bus be re-routed to stop near her home.  The Chair advised that she contact her local Councillor who would be able to take up the issues and provide a proper response.</li> </ul>   Decision   Agreed to note   ACTION   (i)  Relate concerns regarding 325 disturbances at Wordsworth Road.   (Oliver Birtill/Dominic West)   (ii)  Meet with Councillor Holland to visit to  ...  <a href="mgAi.aspx?ID=25431" title="Link to view the full item text for item 6., London Buses">view the full minutes text for item 6.</a> </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI25432"></a>7.</td> <td> London Underground <div class="mgWordPara"><div class="Section1"> Report to follow.   </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Group received a report from Ashok Nanu, Borough Liaison Officer which advised of London Underground performance, planned closures and the five most disruptive causes for delays affecting Newham.   The meeting noted the performance statistics as:   <ul style="qargin-top:0cm"> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">District line:   99.4% (95.6% same period last year)</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">Hammersmith line:   97.7% (95.8% same period last year)</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">Jubilee line:   97.8% (97.4% same period last year)</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">Central line:   98.8% (99.3% same period last year)</li> </ul>   The meeting noted that 3 out of the 4 disruptive causes for delays were passenger related and beyond control.   Dominic West expressed concern at the 22 occasion of 15 minutes plus delays on the District Line.  He questioned the ability of the line to cope during the Olympic Games with the lack of formal investment.  He also expressed concern at other weekend closures; District Line and the Jubilees Line, every weekend until the end of the year.    A meeting with senior representatives from TfL is still being arranged to discuss recent failures on the District Line.    Ashok responded that the upgrading and new track works could not be completed without line closures.  A sequence needs to be followed to best reflect the passenger performance targets and contracts.  The programme is progressing well;
