We noted that the Council would meet to set its revenue and capital budgets and Council Tax for 2010/11 on 4th March 2010 and would have before it proposals from Cabinet. Our Committee was being consulted along with a wide range of local partners and the public, together with the Scrutiny Committees and other Area Committees to enable the Council to propose and agree a Capital Programme and Revenue Budget and to set the Council Tax. We noted the Cabinet’s initial budget proposals as set out in the relevant Appendices to the report, and noted that if approved these would result in a Net Revenue Budget of £197 million, which equated to a zero increase in Council Tax for Redbridge services with the Council Tax remaining at £1,985.53 at Band D. Cabinet had also proposed a capital programme for 2010/11 together with associated on-going commitments of £82.9 million to be met from Redbridge resources based on unavoidable schemes. Capital expenditure to be met from external resources was currently advised as approximately £20.6 million in 2009/10 with a further £12.4 million in 2010/11. The purpose of our report was to seek comments or suggestions from our Committee on the Cabinet’s initial budget proposals that could be considered by Cabinet at its meeting on 16th February 2010. The report also requested that Members agreed to carry forward the unallocated budget at 31st March 2010 into the 2010/11 financial year. We were also being asked to consider schemes to be funded in 2010/11. Maps.new final, item12.</a> PDF 4 MB </li> </ul> Minutes: <div class="mgWordPara"> <div class="Section1"> We were advised that Telecommunication operators were encouraged to submit to Local Planning Authorities their plans for telecommunications development on an annual basis. The report before us set out the forecast for their search area and anticipated locations for telecommunication equipment over the forthcoming year. This gave the Local Planning Authority the opportunity to consider proposals at a strategic level and provide a comprehensive overview of all proposals. Additionally, the authority might be able to identify opportunities for mast or site sharing amongst operators overlapping search areas. In March 2003, Cabinet agreed a process by which Annual Rollout Plans should be considered. This involved consultation with the Conservation Advisory Panel and all Area Committees. The telecom operators had now submitted Rollout Plans for 2009/10. The report before us explained the background to the process and factors to take in to account in commenting on Annual Rollout Plans. It set out a schedule of all telecom proposals across the borough with a recommended response (Appendix 1). This information was provided on a map of Redbridge and of this area (Appendix 2). The responses of the Conservation Advisory Panel and the Area Committees would be co-ordinated and presented to the telecommunications operators at a joint meeting. ·     whether  Queens had adequate space, staff and resources, ·     concern  that the proposed polyclinic at King George Hospital would not be easily accessible and that it would not be an adequate substitute for the A&E department;. ·     Concern that medical staff received adequate experience of both scheduled operations and emergency care; ·     The types and levels of services to be provided by the polyclinics  and their opening times.   Conor Burke responded as follows:   ·     only 20% of people who attended A&E actually needed it; ·     details of the plans for Queens Hospital would be forwarded to Councillors, together with the number of beds to remain; ·     facilities at King George Hospital were already in place so it would be a case of converting the current building to meet requirements; ·     changing maternity arrangements would enable mothers to have a choice and the proposed Centre in Barking would allow for that, ·     a patient currently attending A&E at King George Hospital would be unlikely to see a specialist but a junior doctor.   Resolved: That this Committee does not support the proposal for healthcare in North-East London. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38495"></a>5.</td> <td> Police Attendance (AC4/05/080210) Minutes:<div class="mgWordPara"><div class="Section1"> Clive Durvill spoke about the main projects that patrols were currently working on to combat the misuse of illegal drugs in Area 4 and “stop and search” was part of this.  Aldborough, Clayhall and Barkingside wards all currently had issues with anti social behaviour, burglary, school parking and stolen cars.  Officers would  be patrolling in pairs when one of them was being trained, or  on their own to be more approachable to the public. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38485"></a>6.</td> <td> Public Forum - see "Having Your Say" (AC4/06/080210) Minutes:<div class="mgWordPara"><div class="Section1"> (a)  Peter Gillespie raised concerns about speeding traffic, parked cars on pavements, over hanging cars off drives, in the area of Roding Lane South allotments.  Mr Gillespie was advised to contact Ley Street Depot enforcement team.   (b)  Mr Abbesmirza queried if it was possible for Area 4 to help fund refurbishment for the changing rooms at Hainault/Clayhall cricket club.  We noted that a meeting was due to take place with the cricket club and officers this week. .   (c)  Mrs Ann Dellow raised concerns about parents of children attending Redbridge Primary School who parked across and on her driveway.  Double yellow lines had been put into place but this had little effect and had resulted in Mrs Dellow not being able to park in front of her own home between certain times.  Councillor Kissin provided Mrs Dellow with a number to call when the incidents occurred.  Councillor R. Cole undertook to contact the Headteacher at Redbridge Primary to see if local residents could be alerted to activities at the school outside regular school hours.   (d)  Chris Gannaway wanted to know if this Committee were aware of the importance of all the open land in Aldborough Ward for wildlife, and that he believed that the current restoration scheme for leisure usage in Fairlop plain and Fairlop Waters would lead to the loss of a large number of species of wildlife.  Councillors V Cole and Sladden  referred to the Biodiversity Officer, Stefania Horne, who was conducting a survey in the area. Plans  for the area had not been finalised so could  still be changed.  We noted that a meeting would be arranged with officers and ward members to look at ways of minimising harm to wildlife.   (e)  Michael McCarthy queried whether Redbridge was going to be an Olympic host.  Councillor Weinberg advised that it was not but applications had been made for Hogg Hill and Ashtons to be training venues, and to be a host team but the outcome of these applications had not been received.   (f)  John Sharrock  wanted information regarding funding for Redbridge swimming pool and library.   Councillor Weinberg  referred to page 41 of the agenda pack which showed provision of £25,100K for this project the feasibility study was now due in June 2010 and not February 2010.   (g)  Dennis Kaye raised the issue of libraries’ opening hours, and  the rationale for a new library in Seven Kings.   Councillor Weinberg advised that the population of Seven Kings had increased and the area was in need of a small library.  A shop would be let on a short-term lease and would be open on Sundays for a trial period, Wednesdays and late nights.   (h) John Bowers expressed concern about the lack of progress on the Perrymans Farm Triangle traffic issues, and lack of response to his email to Highways and Engineering.  We noted that an email reply had been sent and a meeting would be set up between residents, officers and ward members to look at this issue.   (i)  Derek Bryant expressed concern about the proposal in the 2010/11 budget for the Archive Service.  The Cabinet Member undertook to review this proposal. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38486"></a>7.</td> <td> Items Requested by the Public (AC4/07/080210) <div class="mgWordPara"><div class="Section1"> This gives members of the public the chance to ask for items of local interest to be considered at the next meeting. </div> </div>Minutes:<div class="mgWordPara"><div class="Section1"> None. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38487"></a>8.</td> <td> Presentation of Petitions by Councillors or by Local Residents (AC4/08/080210) Minutes:<div class="mgWordPara"><div class="Section1"> None. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38723"></a>9.</td> <td> <a href="mgConvert2PDF.asp?ID=43310" title="Link to document 'The Council's Budget 2010/11 to 2012/13 2nd Stage - Appendix D - Summary and Detailed - Capital Internal - Area 4' pdf file">CnclBudg.06 - Appendix D - Summary and Detailed - Capital Internal - Area 4, item9.</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 118 KB </li> </ul> Minutes:<div class="mgWordPara"><div class="Section1"> We had before us a report on the 2nd Stage Consultation for the Council’s Budget 2010/11 to 2012/13.   We noted that the Council would meet to set its revenue and capital budgets and Council Tax for 2010/11 on 4th March 2010 and would have before it proposals from Cabinet.  Our Committee was being consulted along with a wide range of local partners and the public, together with the Scrutiny Committees and other Area Committees to enable the Council to propose and agree a Capital Programme and Revenue Budget and to set the Council Tax.   We noted the Cabinet’s initial budget proposals as set out in the relevant Appendices to the report, and noted that if approved these would result in a Net Revenue Budget of £197 million, which equated to a zero increase in Council Tax for Redbridge services with the Council Tax remaining at £1,985.53 at Band D.   Cabinet had also proposed a capital programme for 2010/11 together with associated on-going commitments of £82.9 million to be met from Redbridge resources based on unavoidable schemes.  Capital expenditure to be met from external resources was currently advised as approximately £20.6 million in 2009/10 with a further £12.4 million in 2010/11.   The purpose of our report was to seek comments or suggestions from our Committee on the Cabinet’s initial budget proposals that could be considered by Cabinet at its meeting on 16th February 2010.   Resolved: That we note the report and the initial budget proposals from Cabinet. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38488"></a>10.</td> <td> <a href="mgConvert2PDF.asp?ID=43387" title="Link to document 'Area Budget Progress Report (AC4/10/080210)' pdf file" class="mgAiTitleLnk">Area Budget Progress Report (AC4/10/080210)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 64 KB Minutes:<div class="mgWordPara"><div class="Section1"> The report before us set out the position in respect of the 2009/10 Area 4 Budget with details of agreed schemes. Telecommunication operators were encouraged to submit to Local Planning Authorities their plans for telecommunications development on an annual basis.  The report before us set out the forecast for their search area and anticipated locations for telecommunication equipment over the forthcoming year.  This gave the Local Planning Authority the opportunity to consider proposals at a strategic level and provide a comprehensive overview of all proposals.  Additionally, the authority might be able to identify opportunities for mast or site sharing amongst operators overlapping search areas.   In March 2003, Cabinet agreed a process by which Annual Rollout Plans should be considered.  This involved consultation with the Conservation Advisory Panel and all Area Committees.   The telecom operators had now submitted Rollout Plans for 2009/10.  The report before us explained the background to the process and factors to take in to account in commenting on Annual Rollout Plans.  It set out a schedule of all telecom proposals across the borough with a recommended response (Appendix 1).  This information was provided on a map of Redbridge and of this area (Appendix 2).  The responses of the Conservation Advisory Panel and the Area Committees would be co-ordinated and presented to the telecommunications operators at a joint meeting.   Resolved:  That the comments set out in
