<p class="MsoNormal"><span>The Panel
considered a presentation by Margaret Burrup, Phil Gelder and David Terry of
STW concerning its response to the Flood and Water Management Bill and some of
the reasons why flooding was likely to occur. A copy of the slides forming the
presentation is filed with these minutes.</span></p>
<p class="MsoNormal"><span> </span></p>
<p class="MsoNormal"><span>The following points were noted arising from
the presentation and ensuing discussion:</span></p>
<p class="MsoNormal"><span> </span></p>
<ul>
<li class="MsoNormal"><span>Arising from the Pitt Review there was now greater cohesion between
the various key stakeholders and the Flood Risk Management Board would
provide an opportunity to share data and good practice. It was felt that
STW had always had a good relationship with the County Council;<br />
<br />
</span></li>
<li class="MsoNormal"><span>It was felt that STW should be a statutory consultee on planning
applications as it had significant knowledge and expertise in regard to
the water network and was equipped to advise on connections to the water
supply network;<br />
<br />
</span></li>
<li class="MsoNormal"><span>STW had recently been inundated with requests for flood data and
had initially not had the capacity to provide this information, however
staff had now been appointed to deal with requests;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Fat was the greatest cause of drain blockages, which led to
flooding. STW spent on average £30,000 per month in the removal of fat
from drains. STW was trying to be more pro-active in encouraging
businesses to take action against those members of staff who were
knowingly causing blockages;<br />
<br />
</span></li>
<li class="MsoNormal"><span>The average age of sewers owned by STW was 70 years old, though
their condition varied greatly;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Local authorities were not solely responsible for surface water
flooding in the County. It was felt that this was the joint responsibility
of STW and the County Council;<br />
<br />
</span></li>
<li class="MsoNormal"><span>STW was fully supportive of the use of <span class="SpellE">SuDS</span>,
though it was clear that there was an obligation for planners to improve
their design and integrate them more strategically within developments;<br />
<br />
</span></li>
<li class="MsoNormal"><span>In respect of new developments, developers would suggest a
connection point to the water system and STW would respond and, where it
was considered there were likely to be capacity issues, an alternative
connection would be suggested. Ultimately though, the decision of where to
connect lay with the developer.<br />
<br />
</span></li>
</ul>
<p class="MsoNormal"><span>STW had spent allocated resources to engage
parish councils on the issue of flooding. It was felt that it would be
worthwhile in the Council organising a flooding seminar to which key agencies
could be invited. </span></p>

considered a presentation by </span><span>Peter Williams</span><span>, </span><span>Andrew Simmonds</span><span> and Paul Lockhart and Tim Andrews

<p class="MsoNormal"><span>The
presentation highlighted the need for developers to go beyond the minimum
standards for incorporating <span class="SpellE">SuDS</span> within developments
and to aspire to more innovative flood management solutions, such as:</span></p>
<p class="MsoNormal"><span> </span></p>
<ul>
<li class="MsoNormal"><span>Rain water harvesting – storage
of excess rainwater for use in gardens and external activities to minimise
the use of tap water;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Green roofs - which reduced the
amount rainwater run-off via a water proofing membrane that was covered
partially with vegetation and a growing medium;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Attractive roadside drainage
systems that stored rain water in the form of a water feature.<br />
<br />
</span></li>
</ul>
<p class="MsoNormal"><span>Some of the
new features discussed had already been incorporated within County Council
projects. The new </span><span>King</span><span> </span><span>Edward</span><span> </span><span>VII</span><span> </span><span>School</span><span> in Melton Mowbray had a rainwater
harvesting system for its toilet facilities and the new Park and Ride site at <span class="SpellE">Enderby</span> had an underground detention area for storage of
rainwater for use at the site.</span></p>
<p class="MsoNormal"><span> </span></p>
<p class="MsoNormal"><span>A new
guidance document had been published by the Environment Agency in January to
advise developers on how best to integrate <span class="SpellE">SuDS</span>
within new developments.<br />
<br />
</span></p>
<p class="MsoNormal"><span>It was reported
that all level 1 district Strategic Flood Risk Assessments had been completed. Level
2 assessments were only required where the first assessment had identified an
area of flood risk.</span></p>

considered a document outlining how the RIEP funding was allocated within the
Authority. A copy of the document, marked ‘C’, is filed with these minutes. </span></p>

<p class="MsoNormal"><span>Ian Smith,
Project Officer for the Leicester and Leicestershire Local Resilience Forum
(LLR), made the following points in respect of RIEP funding:</span></p>
<p class="MsoNormal"><span> </span></p>
<ul>
<li class="MsoNormal"><span>The Council had been awarded a
grant of £190,000 to be spent over the period 2010/11;<br />
<br />
</span></li>
<li class="MsoNormal"><span>It had funded a new post of
Community Volunteer Co-ordinator, which would provide greater direction to
Community Volunteers;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Over 6,000 ‘sandless’ sandbags
had been purchased for use in flooding situations. The bag itself was much
the same as a traditional sandbag, but was filled with water absorbing
resin that expanded when in contact with water. This represented a cheap
and more sustainable solution to minor flood issues;<br />
<br />
</span></li>
<li class="MsoNormal"><span>Advertising space had been
purchased at the Leicester Royal Infirmary in an effort to make people
more aware of flood risk.</span></li>
</ul>

harvesting system for its toilet facilities and the new Park and Ride site at <span class="SpellE">Enderby</span> had an underground detention area for storage of
rainwater for use at the site.<o:p></o:p></span></p>
