\nWhittington Hospital Update
\n\nTo receive a verbal update on the future of\nWhittington Hospital by the Chief Executive of Whittington Hospital\nTrust.

The Committee\nnoted the deputation by Janet Shapiro on behalf of Defend Haringey\nHealth Services Coalition (DHHS), including:

Councillor Kieran\nMcGregor, L.B. Enfield Councillor - Save Chase Farm Group, informed\nthe Committee that many decisions relating to the future of\nEnfield’s Chase Farm Hospital A&E and related services\nhad been taken behind closed doors and none of the recommendations\nmade by an independent panel had been implemented.
\n\n
Rob Larkman (Chief Executive – Whittington\nHospital Trust) and David Sloman (Chief\nExecutive – Royal Free Hospital Trust) advised that despite\npopulation growth there would be a large reduction in funding\nacross London and the quality of services was at risk. The Committee noted that no formal\nproposals about the future of Whittington Hospital had been made\nbut policy required all NHS providers to obtain Foundation Trust\nstatus. The Whittington and Royal Free Trusts had been considering\nworking together as neither organisation felt it could achieve\nFoundation Trust Status alone and working together would provide\nmore robust services for the future. Any proposals were likely to be\nconsulted on during the autumn of 2010.
\n\n
The key aspects\nfor NHS providers to consider were: centralising stroke and trauma\nservices but also localising other services where possible in\nhealth centres and local hospitals and polyclinics.
\n\n
The Whittington\nHospital Trust had identified four possible strategic\noptions:

In\nresponse the Chief Executive, Whittington Hospital Trust, explained\nthat commissioners in Islington were looking at the possibility of\nproviding an urgent care centre alongside A&E and emphasised\nthat there was a need for improved working with primary care to\nensure patients use of the correct services. He guaranteed that services would\nnot change until the outcome of the North Central London (NCL)\nSector Review.
\n\n
Potential options\nfor the Whittington Hospital included:

The Chief\nExecutive – Whittington Hospital Trust stated that at least\none of the options that will be proposed further to the review will\ninclude retaining the A&E service at the Whittington\nHospital.
\n\n
The Committee\nrequested that all relevant documents relating to the\nreconfiguration of services at the Whittington Hospital be placed\non a public website to ensure openness and transparency and\nencourage dialogue with interested parties.
\n\n
Committee members\nhighlighted the need to maintain services at the Whittington\nHospital and to ensure that all relevant groups including\nprofessionals and carers were consulted.

\n\nTo\nreceive the report updating on the Health Visiting Service,\npresented by the Deputy Chief Executive Officer, NHS\nHaringey.

The\nCommittee received a report introduced by Julie Quinn (Deputy Chief\nExecutive (CEO) – NHS Haringey) and Eleanor Brazil (L.B.\nDeputy Director – Children’s Services) in response to\nconcerns about the Health Service and the safeguarding of children\nraised by the Overview & Scrutiny Committee.
\n\n
It was noted that there was a national\nshortage of Health Visitors but Haringey’s Health Visiting\nService experienced less staff turnover than neighbouring\nboroughs. The national average was for a Health Visitor to be\nworking with approximately 600 children each but in Haringey it is\ndecreasing towards the London average of 479 Health Visitors. \nThe Committee requested individual data on the number of children\nper Health Visitor in neighbouring boroughs.
\n\n
The\nCommittee was advised that the Health Service would consider\ndifferent models of care and offer improved financial packages to\nencourage the recruitment of Health Visitors.
\n\n
The\nCommittee expressed concern about the suspension of the universal\nservice and asked how the Health Service would ensure\nchildren/parents requiring support did not go\nunnoticed. The\nCommittee noted that a full assessment into safeguarding had been\ncompleted before the decision (taken by Great Ormond Street\nhospital management team) had been made to suspend an element of\nuniversal services and provide services through a different model\nensuring Health Visitor checks at birth and again at 2 years old,\nwhich would be in use from April 2010. The new model would prioritise\nresources for families requiring regular support. A hotline for worried families who\nwere not receiving regular support was available and well utilised\nand further services were accessible to all.
\n\n
The\nCommittee expressed concerns that families, particularly those from\nhard to reach groups, might not necessarily phone the hotline and\nfollow-up visits to all families by fully trained Health Visitors\nwas vital. It was\nnoted that a range of services would still be available through\npartner agencies such as GPs and Children Centres and there was\nevidence that families did utilise these services; the new model\nwould enable better intervention from all responsible\nagencies.
\n\n
The\nCommittee asked that the Council’s formal response to the\nsuspension of universal services and the new Health Visitor model\nbe provided to the Councillor Newton, Lead OSC Member for\nChildren’s Services, and the new model be brought to the\nCommittee at a future meeting.
\n\n
The\nCommittee asked that further information be provided on whether NHS\nHaringey conducted follow-up checks on 8-month old\nchildren.
\n\n
Concern\nwas raised regarding the educational psychologist service provided\nby the local authority. The Deputy CEO informed the committee that\nclinical psychology was part of the new model of health visiting\nand provided support to families with mental health issues and\nwhere children’s behaviour caused concern.
\nCurrent\nposters, showing where children’s services and other\nprofessionals would get involved in child protection, displayed by\nNHS Haringey would be circulated to Committee Members.
