\nIt was reported by\nCouncillor Vincent that he had not yet received any contact from\nthe Highways Department regarding parking issues at Salcombe Road\nand the surrounding area.

Resolved\nthat -
\n\n\n\n\n
\n(1) \nthe minutes of the 21 January 2010 be approved as a correct\nrecord;
\n\n\n\n\n\n
\n(2) \nthat the Democratic Support Officer write a letter to the\nAssistant Director for Democracy and Governance expressing the\nCommittees disappointment at the lack of contact from Council\nOfficers.

CHAIR'S URGENT BUSINESS
\nTo receive reports on business which, in the\nopinion of the Chair, should be brought forward for urgent\nconsideration.

\nThe Chair thanked\nCouncillor Claude Miller MBE for his work within the area and\nwished him well in his retirement.
\n\n
As the meeting was the\nlast Area Committee, the Chair and Councillors on the committee\nthanked the co-opted representatives for their attendance and\ndedication to their communities.
\nPOLICING ISSUES AND POLICE AND COMMUNITIES TOGETHER (PACT) PRIORITIES
\nRepresentatives from the Devon and Cornwall\nConstabulary will report on any relevant local issues.

\nThis agenda item was\ntaken alongside agenda item 6, Locality working. Please refer to\nminute no. 55.
\nThe panel will receive a\nreport from the Assistant Director for Safer Communities on the\nfuture of locality working.
\nMinutes:
\nThe Committee received a\nreport from the Assistant Director for Safer Communities and Devon\nand Cornwall Police Representatives on the future of locality\nworking. It was reported that –
\n\n\n\n\n
\n \n(i) \na decision was made by a resolution of full council to\ndiscontinue area committees;
\n\n\n\n\n\n
\n\n \n(ii) \nin their place six ‘Localities’\nhad been identified within Plymouth. Services can be organised\naround consistent boundaries. Each Locality would consist of a\nnumber of Plymouth’s 43 Neighbourhoods based on\nwell-established natural boundaries, recognised by local\npeople;
\n\n\n\n\n\n
\n\n \n(iii) \nLocality Service Co-ordination Teams would be set up, involving\npractitioners from partner agencies;
\n\n\n\n\n\n
\n \n(iv) \nconsultation would be joined up at the local level and the\nCouncil would work more closely with the Police in these\nareas;
\n\n\n\n\n\n
\n\n \n(v) \nLocality Service\nCo-ordination Teams would involve ward councillors, working with\nPolice and Health Sector partners. To help identify priorities,\nCouncillors would be invited to attend neighbourhood Partners &\nCommunities Together (PACT) meetings;
\n\n\n\n\n\n
\n \n(vi) \nprevious\nPACT meetings had been limited in their terms of reference.\nThe Police would with the council to increase PACT\neffectiveness;
\n\n\n\n\n\n
\n \n(vii) \nthere would be a meeting closed to the public, where ward\ncouncillors, council officers, police officers, community\nrepresentatives and other agencies would be able to make decisions\nabout the local area. The meeting would be followed by a public\nforum where residents could raise concerns. Discussions were\nongoing on how to formalise the process but neighbourhood\nstructures would not be imposed.
\n\n\n\n\n
The Chair opened the\nmeeting to the members of public present, in response to their\nquestions it was reported that –
\n\n\n\n\n
\n (viii) \nthe parking problems at Salcombe Road were a good example\nof a local issue which could be taken on by a locality team to move\nforward;
\n\n\n\n\n\n
\n (ix) \nSalcombe Road and the surrounding area\nhad been identified as a priority tasking for the local police\nsector, not only for parking issues but also for issues around\nanti-social behaviour.
\n\n\n\n\n
In response to questions\nfrom members of the committee, it was further reported that\n–
\n\n\n\n\n
\n \n(x) \nclosed meetings are being considered as it was often\ndifficult to make a decision in and difficult to get other agencies\nto attend an open forum;
\n\n\n\n\n\n
\n (xi) \nPolice authority liaison meetings would\ncontinue;
\n\n\n\n\n\n
\n (xii) \nthere would be an officer at Assistant Director level who\nwould be the contact for that neighbourhood
\n\n\n\n\n\n
\n(xiii) \nneighbourhoods would make\nthe decisions on what structures they would like to have in their\narea;
\n\n\n\n\n\n
\n (xiv) \na senior locality team member would Chair local\nmeetings;
\n\n\n\n\n\n
\n (xv) \nPolice and Council officers had not met to discuss how\nlocal meetings would work;
\n\n
\n\n\n\n\n\n (xvi) \nthe way in which meetings would be conducted across the 43\nneighbourhoods would not be dictated. If it was decided in an\narea that the recording of meetings and\npublished minutes were required then that would happen.
\n\n\n\n\n
There was a general\nconcern expressed that localities would not work effectively,\nconcerns were raised regarding-

\n(xvii) \nthe role of the Ward member in relation to the localities\nteam;
