45 minutes)</p>\n</div>\n</div> \n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Councillor Marc Francis, Lead Member Housing\nand Development, gave a detailed presentation on aspects of his\nportfolio, focusing on areas set out below:-</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Local Development Framework Core Strategy</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">The Full Council in\nDecember 2009 had agreed a Local Development Framework for\nsubmission to the Secretary of State. The framework had been\nadapted so as to relate to particular areas and neighbourhoods of\nthe Borough and as such had been supported by\nresidents.<span>&nbsp;</span> There would\nbe a series of evidential sessions with the public in April and\nfinalisation of the consultation process after the local\nelections.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Regeneration</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">Individual Master\n<span class=\"GramE\">plans</span> had been prepared concerning\nregeneration of specific areas, namely, Aldgate, Whitechapel and\nBromley by Bow. A Master plan for the Fish Island area was also in\npreparation, and aimed to provide community building without\ndriving out local industry.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">The Ocean Estate\nregeneration project was awaiting a detailed planning application\nand significant public investment was anticipated. Housing\nConsortium grant was close to finalisation and the contract with ET\nConsortium was due to be signed this month.<span>&nbsp;</span> 781 homes were to be refurbished\nand 819 new homes provided, with maximisation of socially rented\nhomes to some 50%.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">On the <span class=\"SpellE\">Blackwall</span> Reach project, design work for the\noutline scheme had commenced and the first stage of procurement was\nunderway. Despite previous misgivings about the scheme,\nregeneration of the estate was considered desirable and the views\nof residents were being sought to ensure their support.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">At <span class=\"SpellE\">Cottall</span> Street, all squatters had been removed and\ndemolition work was proceeding.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Housing Delivery</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">1064 affordable\nhomes had been completed in 2008/09, of which 186 were three-bed\nplus.<span>&nbsp;</span> It was forecast\nthat 1817 affordable home would be completed in 2009/10, of which\n54 were three-bed plus.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">Overcrowding had\nbeen particularly addressed as it affected people&rsquo;s life\nchances and aspirations. A new allocations policy was under\ndevelopment and due for submission to Cabinet next month. Buy-backs\nof 63 properties sold under RTB had been achieved and previously\novercrowded homes had been let to smaller families.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">The big housing\nmanagement challenge was to bring Tower Hamlets Homes into a\nposition to achieve two star status and work was ongoing with the\nnew senior management team, who had been in place for the last 6\n-12 months. Over the past two years there had been many issues to\nresolve with individual housing associations but most were now\nmoving in the right direction.<span>&nbsp;</span> There had been particular problems\nin the Isle of Dogs and Stepney with some improvements. The\nparticular housing associations would be monitored and challenged\nas appropriate to ensure they delivered satisfactory services.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span>Members\nof Overview and Scrutiny Committee then posed a series of detailed\nquestions to which Councillor Francis responded. The question and\nanswer session was centred on the following points:</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">The increasing\npopulation in the Borough and the consequent effects on housing\nrequirements for local people, together with the Council&rsquo;s\nobligations to meet that need.</li>\n<li class=\"MsoNormal\">The requirement to\naddress issues arising from overcrowding that &nbsp;...&nbsp;\n<a href=\"http://moderngov.towerhamlets.gov.uk/mgAi.aspx?ID=23527\" class=\"external\" title=\"Link to view the full item text for item 7., SCRUTINY SPOTLIGHT\">view\nthe full minutes text for item 7.</a></li>\n</ul>\n</div>\n</div> \n\t\t\t\t\t\n\t\t\n\t\t\n\t\t\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI23428\"></a>8.</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\">BUDGET AND POLICY FRAMEWORK</p>\n\t\t\n\t\t\n\t\t\n\t\t\n\n\t\t\t<p class=\"mgAiTitleTxt\"><a name=\"AI23523\"></a>8.1</p>\n\t\t\t\t\n\t\t\t\t\t\n\t\t\t\t\t<p class=\"mgAiTitleTxt\">General Fund Revenue Budget and Council Tax 2010/11 and Medium Term Financial Plan 2010/11 to 2012/13</p>\n<p class=\"mgSubItemTitleTxt\">Minutes:</p>\n<div class=\"mgWordPara\"><div class=\"Section1\">\n<p class=\"MsoNormal\">Councillor <span class=\"SpellE\">Ohid</span>\nAhmed, Lead Member Resources &amp; Performance, indicated that he\nwould introduce the report and agenda item 8.2 concurrently. He\nthen presented the reports for the comments of the Committee prior\nto their submission to Cabinet next day, for consideration of the\nGeneral Fund Budget and Council Tax 2011/12, a Medium Term\nFinancial Plan 2010/11 to 2012/13 and also the Capital Programme\n2010/11 to 2012/13.<span>&nbsp;</span>\nCabinet recommendations would then be submitted to the Budget\nCouncil for decision on 3 March 2010.<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span>Members\nof Overview and Scrutiny Committee then posed a series of detailed\nquestions to which Councillor Ahmed and Mr Chris Naylor, Corporate\nDirector Resources, responded. The question and answer session was\ncentred on the following points:</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul>\n<li class=\"MsoNormal\">A consultation\nprocess that had been undertaken with resident and business Council\nTax payers, full results of which would be reported to the Cabinet\nnext day.</li>\n<li class=\"MsoNormal\">Issues that were\ntaken into account when setting appropriate financial reserves,\nincluding the position of the property portfolio.</li>\n<li class=\"MsoNormal\">Means of levering\nBSF funding into schools where PFI contractors were in\noperation.</li>\n<li class=\"MsoNormal\">The position with\nregard to current Directorate overspends and measures to redress\nthis.</li>\n<li class=\"MsoNormal\">The progress made\nconcerning a waste procurement strategy.</li>\n</ul>\n<p class=\"MsoNormal\">\n<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n<span>The\nCommittee further considered and discussed Cabinet&rsquo;s budget\nproposals and noted that the government had announced the final\nlocal government settlement for 2010/11 and the certainty this\nprovided for financial planning. The Committee were assured that a\nhealthy reserve had been maintained to ensure proper financial\nmanagement over the next year. The Council would need to carefully\nconsider any capital projects with grants being reduced\nsignificantly over the next few years.</span></p>\n<p class=\"MsoNormal\">\n<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n<span>The\nCommittee expressed concerns that five out of six Directorates were\nover spending in their budget and Members asked that Cabinet\nmonitor this more effectively during the reminder of this financial\nyear and next year. The Committee would consider the budget and\nstrategic monitoring report for quarter three at their next meeting\nin March 2010.</span></p>\n<p class=\"MsoNormal\">\n<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n<span>The\nCommittee commented that it would have been useful to consider the\nresults of budget consultation as part of the reports to ensure\nresidents concerns were fully reflected in the budget proposals. It\ntherefore recommended that the Council improve the budget\nconsultation process and ensure outcomes from this were shared with\nlocal residents and all councillors.</span></p>\n<p class=\"MsoNormal\">\n<span>&nbsp;</span></p>\n<p class=\"MsoNormal\">\n<span>The\nCommittee generally supported the budget proposals, in particular\nthe proposal for freezing Council Tax doe 2010/11. Realising that learning\ndifficulties were not a cause of crime but instead were very\nprevalent amongst young offenders.</li>\n<li class=\"MsoNormal\">The current\npreventative measures used by the YOT.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In its January meeting, the group:</p>\n<ul>\n<li class=\"MsoNormal\">Had a long\ndiscussion about the provision of housing for homeless young\noffenders.</li>\n<li class=\"MsoNormal\">Agreed the Council\nshould sign up to the London Youth Resettlement Pledge.</li>\n<li class=\"MsoNormal\">Were updated about\nthe use of the Police&rsquo;s stop and search powers.</li>\n<li class=\"MsoNormal\">Discussed possible\nrecommendations for the review.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillor Jones commented that the review was\nnow being drafted and would be considered at the next meeting on 16\nFebruary.<span>&nbsp;</span> A final visit\nfor the review was being considered, to comprise a visit to a youth\ncourt to see what happened there.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">One Tower Hamlets &ndash; q-bidi-font-weight: normal\">Local Development Framework Core Strategy</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo1;tab-stops:list 36.0pt\">The Full Council in\nDecember 2009 had agreed a Local Development Framework for\nsubmission to the Secretary of State. The framework had been\nadapted so as to relate to particular areas and neighbourhoods of\nthe Borough and as such had been supported by\nresidents.<span style=\"mso-spacerun:yes\">&nbsp;</span> There would\nbe a series of evidential sessions with the public in April and\nfinalisation of the consultation process after the local\nelections.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"font-weight: bold; q-bidi-font-weight: normal\">Regeneration</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo1;tab-stops:list 36.0pt\">Individual Master\n<span class=\"GramE\">plans</span> had been prepared concerning\nregeneration of specific areas, namely, Aldgate, Whitechapel and\nBromley by Bow. A Master plan for the Fish Island area was also in\npreparation, and aimed to provide community building without\ndriving out local industry.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo1;tab-stops:list 36.0pt\">The Ocean Estate\nregeneration project was awaiting a detailed planning application\nand significant public investment was anticipated. Housing\nConsortium grant was close to finalisation and the contract with ET\nConsortium was due to be signed this month.<span style=\"mso-spacerun:yes\">&nbsp;</span> 781 homes were to be refurbished\nand 819 new homes provided, with maximisation of socially rented\nhomes to some 50%.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo1;tab-stops:list 36.0pt\">On the <span class=\"SpellE\">Blackwall</span> Reach project, design work for the\noutline scheme had commenced and the first stage of procurement was\nunderway. Despite previous misgivings about the scheme,\nregeneration of the estate was considered desirable and the views\nof residents were being sought to ensure their support.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo1;tab-stops:list 36.0pt\">At <span class=\"SpellE\">Cottall</span> Street, all squatters had been removed and\ndemolition work was proceeding.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"font-weight: bold; q-bidi-font-weight: normal\">Housing Delivery</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo2;tab-stops:list 36.0pt\">1064 affordable\nhomes had been completed in 2008/09, of which 186 were three-bed\nplus.<span style=\"mso-spacerun:yes\">&nbsp;</span> It was forecast\nthat 1817 affordable home would be completed in 2009/10, of which\n54 were three-bed plus.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo2;tab-stops:list 36.0pt\">Overcrowding had\nbeen particularly addressed as it affected people&rsquo;s life\nchances and aspirations. A new allocations policy was under\ndevelopment and due for submission to Cabinet next month. Buy-backs\nof 63 properties sold under RTB had been achieved and previously\novercrowded homes had been let to smaller families.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo2;tab-stops:list 36.0pt\">The big housing\nmanagement challenge was to bring Tower Hamlets Homes into a\nposition to achieve two star status and work was ongoing with the\nnew senior management team, who had been in place for the last 6\n-12 months. Over the past two years there had been many issues to\nresolve with individual housing associations but most were now\nmoving in the right direction.<span style=\"mso-spacerun:yes\">&nbsp;</span> There had been particular problems\nin the Isle of Dogs and Stepney with some improvements. The\nparticular housing associations would be monitored and challenged\nas appropriate to ensure they delivered satisfactory services.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span style=\"q-bidi-font-family:Arial\">Members\nof Overview and Scrutiny Committee then posed a series of detailed\nquestions to which Councillor Francis responded. He\nthen presented the reports for the comments of the Committee prior\nto their submission to Cabinet next day, for consideration of the\nGeneral Fund Budget and Council Tax 2011/12, a Medium Term\nFinancial Plan 2010/11 to 2012/13 and also the Capital Programme\n2010/11 to 2012/13.<span style=\"mso-spacerun:yes\">&nbsp;</span>\nCabinet recommendations would then be submitted to the Budget\nCouncil for decision on 3 March 2010.<span style=\"mso-spacerun:yes\">&nbsp;</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span style=\"q-bidi-font-family:Arial\">Members\nof Overview and Scrutiny Committee then posed a series of detailed\nquestions to which Councillor Ahmed and Mr Chris Naylor, Corporate\nDirector Resources, responded. The question and answer session was\ncentred on the following points:</span></p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo3;tab-stops:list 36.0pt\">A consultation\nprocess that had been undertaken with resident and business Council\nTax payers, full results of which would be reported to the Cabinet\nnext day.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo3;tab-stops:list 36.0pt\">Issues that were\ntaken into account when setting appropriate financial reserves,\nincluding the position of the property portfolio.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo3;tab-stops:list 36.0pt\">Means of levering\nBSF funding into schools where PFI contractors were in\noperation.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo3;tab-stops:list 36.0pt\">The position with\nregard to current Directorate overspends and measures to redress\nthis.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l1 level1 lfo3;tab-stops:list 36.0pt\">The progress made\nconcerning a waste procurement strategy.</li>\n</ul>\n<p class=\"MsoNormal\" style=\"qline-height:12.0pt;mso-pagination:widow-orphan lines-together\">\n<span style=\"color:black;mso-fareast-language:EN-US;layout-grid-mode:line\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"qline-height:12.0pt;mso-pagination:widow-orphan lines-together\">\n<span style=\"color:black;mso-fareast-language:EN-US;layout-grid-mode:line\">The\nCommittee further considered and discussed Cabinet&rsquo;s budget\nproposals and noted that the government had announced the final\nlocal government settlement for 2010/11 and the certainty this\nprovided for financial planning. The Committee were assured that a\nhealthy reserve had been maintained to ensure proper financial\nmanagement over the next year. The Council would need to carefully\nconsider any capital projects with grants being reduced\nsignificantly over the next few years.</span></p>\n<p class=\"MsoNormal\" style=\"qline-height:12.0pt;mso-pagination:widow-orphan lines-together\">\n<span style=\"color:black;mso-fareast-language:EN-US;layout-grid-mode:line\">&nbsp;</span></p>\n<p class=\"MsoNormal\" style=\"qline-height:12.0pt;mso-pagination:widow-orphan lines-together\">\n<span style=\"color:black;mso-fareast-language:EN-US;layout-grid-mode:line\">The\nCommittee expressed concerns that five out of six Directorates were\nover spending in their budget and Members asked that Cabinet\nmonitor this more effectively during the reminder of this financial\nyear and next year. Sardar reported that\nrecommendations were being finalised for the scrutiny review.\nMembers met three weeks ago to discuss the final recommendations\nand would have until the close of play on 10 February 2010 for\ncomments on the draft report.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The recommendations looked at a number of\nthemes including more information and guidance for young adults,\nthe important role of the third sector, early intervention and the\nrole of community leaders in reducing worklessness.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillor Sardar added that he aimed to have\nthe report available for Overview and Scrutiny Committee\nconsideration next month.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"font-weight: bold; q-bidi-font-weight: normal\">A Safe and Supportive Community &ndash; Reducing Youth\nOffending</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillor Denise Jones indicated that there\nhad been two further review meetings since the last Scrutiny\nLeads&rsquo; update.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In December the group looked at:</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l4 level1 lfo1;tab-stops:list 36.0pt\">The Police&rsquo;s\nperspective of Youth offending in Tower Hamlets.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l4 level1 lfo1;tab-stops:list 36.0pt\">How well the YOT\nperformed compared to the rest of London.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l4 level1 lfo1;tab-stops:list 36.0pt\">The links of\nlearning difficulties and young offenders. Realising that learning\ndifficulties were not a cause of crime but instead were very\nprevalent amongst young offenders.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l4 level1 lfo1;tab-stops:list 36.0pt\">The current\npreventative measures used by the YOT.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">In its January meeting, the group:</p>\n<ul style=\"margin-top:0cm\">\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo2;tab-stops:list 36.0pt\">Had a long\ndiscussion about the provision of housing for homeless young\noffenders.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo2;tab-stops:list 36.0pt\">Agreed the Council\nshould sign up to the London Youth Resettlement Pledge.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo2;tab-stops:list 36.0pt\">Were updated about\nthe use of the Police&rsquo;s stop and search powers.</li>\n<li class=\"MsoNormal\" style=\"mso-list:l2 level1 lfo2;tab-stops:list 36.0pt\">Discussed possible\nrecommendations for the review.</li>\n</ul>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillor Jones commented that the review was\nnow being drafted and would be considered at the next meeting on 16\nFebruary.<span style=\"mso-spacerun:yes\">&nbsp;</span> A final visit\nfor the review was being considered, to comprise a visit to a youth\ncourt to see what happened there.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"font-weight: bold; q-bidi-font-weight: normal\">One Tower Hamlets &ndash; Strengthening Local\nDemocracy</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">Councillor Ann Jackson indicated that the\nfinal meeting of the review group had been held in\nJanuary.<span style=\"mso-spacerun:yes\">&nbsp;</span> There had been\ndiscussion around the evidence considered so far and also some\ndraft recommendations.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">The key issues arising from this review\nincluded further developing the CCfA model that had been developed\nin Tower Hamlets, improving residents&rsquo; engagement through the\npartnership; improving residents&rsquo; participation in local\ndemocracy and supporting the development of community\nleaders.<span style=\"mso-spacerun:yes\">&nbsp;</span> The aim was to\nfinalise the draft report over the next week, for consideration by\nOverview and Scrutiny Committee in April.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\" style=\"font-weight: bold;
