\n\nThe Sub-Committee considered\na request by Mr Michael Wearing of the Council’s\nNeighbourhood Services to classify ten short films, which are\nproposed to be exhibited at several locations within the Borough,\nas part of the “Rob Knox Film Festival\n2010”.

\n\nSub-Committee Members viewed\nthe films.
\n\n
\n\nMembers of the Licensing\nSub-Committee have carefully considered the application made by Mr\nMichael Wearing of the Council’s Neighbourhood\nServices for the\nclassification of ten short films to be exhibited as part of the\nRob Knox Film Festival at five different locations. These films\nhave not been submitted to the British Board of Film Classification\nfor consideration by them. Therefore a decision rests with the\nLicensing Authority. In reaching a decision the Sub-Committee\nhave viewed the films and considered:

\n\n\n· \nThe information set out in\nthe written report including the guidance normally used by the\nBritish Board of Film Classification for determining classification\ncategories

\n\n\n· \nThe comments of the\napplicant, and the Responsible Authorities
\n\n
\n\n\n· \nThe Council’s\nStatement of Licensing Policy
\n\n
\n\n\n· \nThe Statutory Guidance of\nthe Secretary of State
\n\n
\n\nAfter taking into account the\nlicensing objectives and all relevant considerations the\nSub-Committee has decided to classify the films as\nfollows:-

\nThe holder of the premises licence at\nthe premises where the films are to be shown should ensure that\nnotices are placed both inside and outside the premises so that\npersons entering can readily be made aware of the classification of\nthe film and that it has been classified by the London Borough of\nBexley.
\n\n
\nThe licence holder should also ensure\nthat immediately before the exhibition of the film or any trailers\nthere is exhibited on screen for at least five seconds in such a\nmanner as to be easily read by all persons a certificate stating\nthe classification and that the film has been classified by the\nLondon Borough of Bexley.
\n\n
\nThe Sub-Committee advises that the same\nprovisions should apply to the person giving a temporary event\nnotice as to the holder of a premises licence.
