Mr P Silk\nfrom <span class=\"SpellE\">Midmar</span> Energy spoke in reply.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span class=\"GramE\">(3) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> Mr W A\n<span class=\"SpellE\">Hayton</span></span> moved, seconded by Mr R A\nPascoe that the recommendations of the Head of Planning\nApplications Group be agreed.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">(4) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> The Head of\nPlanning Applications Group advised the Committee that it could not\nagree the application subject to an alternative route. He took no part in the decision\nmaking process for this item.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">(2) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> Mr D\n<span class=\"SpellE\">Wharrier</span> and Ms L Thompson (local\nresidents) addressed the Committee in opposition to the proposal.\nMr N Blackburn, Head Teacher of <span class=\"SpellE\">Hayesbrook</span> School spoke in reply.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">(3) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> Mr C P\nSmith moved, seconded by Mr W A <span class=\"SpellE\">Hayton</span>\nthat the recommendations of the Head of Planning Applications be\nagreed.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\"><span class=\"GramE\">(4) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> Mr G A\nHorne</span> moved, seconded by Mr R A Pascoe as an amendment that\ncommunity use of the site cease at 1pm on Sundays and Bank\nHolidays.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">(5) <span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span> On being\ninformed that the consequence of passing the amendment would be\nthat the development would not take place, the amendment was\nwithdrawn with the agreement of the Committee.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoNormal\">\n<span><span>\n(6)<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span></span>\nOn being put to the vote, the motion set out in (3) above was\ncarried with no opposition.</p>\n<p class=\"MsoNormal\">&nbsp;</p>\n<p class=\"MsoBodyTextIndent2\">(7)\n<span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span>\nRESOLVED that:-</p>\n<p class=\"MsoBodyTextIndent2\">\n(a) <span>&nbsp;</span>permission be\ngranted to the proposal as amended subject to conditions, including\nconditions covering the standard 3 year time limit for\nimplementation; the submission of a landscaping scheme, including\naround the perimeter fencing; the submission of a Community Use\nScheme, to include details of pricing policy, hours of use, access\nby non-School users, management responsibilities and a review\nmechanism; the installation of the floodlights being in accordance\nwith the submitted specifications, with inspection by a qualified\nlighting engineer being completed prior to use in order to ensure\ncompliance with the submitted and approved specifications, and the\nincorporation of automatic time controls; <span>&nbsp;</span>the use of the artificial turf\npitch being restricted to the hours of 0800 to 2130 on Mondays to\nFridays and 0900 to 1700 on Saturdays, Sundays and Bank Holidays,\nwith the site being vacated within 30 minutes beyond these times;\nthe floodlights being extinguished by 2130 hours Monday to Friday\nand by 1700 hours on Saturdays, Sundays and Bank Holidays; the\nfloodlights only being activated when the artificial pitch is in\nuse; the use of the vehicle parking areas being managed to avoid\nuse of the overflow playground parking area (unless the main\nparking areas are fully occupied); the use of the artificial sports\npitch being <span>&nbsp;</span>restricted\nsolely to the uses applied for; <span>&nbsp;</span>and development being carried out\nin accordance with the permitted details;
