The Head of Committee and Members Services informed the Committee
that correspondence had been received from the Planning Service
advising that, under paragraph 5.7 of the Revised Procedures for
Appeal Hearings, the Department&#226;&#8364;&#8482;s view was to refuse planning
permission for the change of use of ground floor retail to two
residential units and associated external alterations at the
above-mentioned site on the grounds that the proposal was contrary
to Planning Policy Statement 7 &#226;&#8364;&#8220; Quality Residential
Environments in that the proposal would not produce a quality
residential environment for residents due to a lack of defensible
space at the front of the proposed apartments.&lt;/p&gt;
