A copy\nof the consultation paper is also available on the council’s\nwebsite: www.enfield.gov.uk \nMinutes: \n\n \nThe Panel received, for consideration, the\nEnfield Spending Review 2011/12 Information and Consultation paper\ntogether with an appendix from the Director of Finance &\nCorporate Resources providing a more detailed breakdown on the\nimpact of the consultation proposals on services within the remit\nof the Panel. \n\n \n\n1.1 \nBudget Presentation \n\n Richard Tyler, Acting Assistant Director of\nFinance & Corporate Resources (Corporate Finance) gave a brief\npresentation outlining the main elements within the Spending\nReview. Key issues\nhighlighted were as follows: \n\n\n· \nThe budget pressures and growth proposals that the Council was\nconsulting upon. \nIncluded within the growth proposals had been the introduction of a\nResidents ward based Priority Fund as well as additional funding\nfor youth workers to enhance activities designed to address the\nrisk of youth crime and anti social behaviour. \n\n\n· \nThe final Government settlement for Enfield had now been received\nwith the Council’s 2011/12 formula grant having been reduced\nby 8% (£12M). In\naddition the grant allocation had been subject to a\n“damping” mechanism which had resulted in Enfield\nlosing £15m from its original formula grant allocation and a\nfurther £1m of Early Intervention Grant. \n\n\n· \nThe Governments spending review had been front loaded which meant\nthat the largest reductions in the core budget would be required in\nthe first two years. \nThe settlement had also only been confirmed for two years with\nfurther potential changes in grant distribution possible from\n2013/14. \n\n\n· \nThe Spending Review being undertaken by the Council had been based\non an estimated reduction of core funding averaging the level\nconfirmed within the Government settlement spread over the 4 year\nlife of the current Administration. \n\n\n· \nBudget pressures on the Council identified in 2011/12 would add up\nto approximately £29.6m, with £10.2m worth of savings\nrelating to improved working practices already identified and\napproved by Cabinet, leaving a potential gap of £19.4\nmillion. This has been\nbased on no increase in Council Tax for 2011/12, although an\nincrease of 3% had been assumed (subject to review) over the\nremaining three years. \n\n\n· \nA series of budget savings had been identified in order to address\nthe budget gap, which were detailed within the Council’s\nSpending Review consultation paper and more detailed impact\nassessment provided for the Panel. The total level of savings\nidentified across the Council for consultation purposes had been\napprox £21m, which provided some scope for choices and\npriorities to be identified around the reductions to be agreed. \n\n\n· \nA significant level of consultation had already been undertaken\nseeking views on priority service areas, which had identified\ncommunity safety as the 4th highest priority. \n\n\n· \nViews were being sought from a wide range of stakeholders, as part\nof the budget consultation process which included each of the\nScrutiny Panels and Area Forums. \n\n\n· \nThe significant challenge needing to be addressed in relation to\nthe uncertain economic climate and overall level of the budget gap\nto be addressed, alongside a significant reduction in grants for\nvarious Children Service’s\nactivities. \n \nTo receive a verbal update from the Head of\nCommunity Safety on the progress being made with the SSCB strategic assessment and consultation\nprocess. \nMinutes: \n\n \nThe Panel received a verbal update\n(accompanied by a brief presentation) from Rod Bennett (Community\nSafety) providing an update on progress with the Safer Stronger\nCommunities Board (SSCB) Strategic Assessment and consultation\nprocess. \n\n The key issues highlighted were as\nfollows: \n\n\n· \nThe draft strategic assessment had been completed for consultation\npurposes. Five broad\npriorities had been identified, which covered the following\nthemes \n\n\nØ \nyoung people as victims and offenders; \n\n\nØ \ndomestic violence and sexual offences; \n\n\nØ \npublic spaces; \n\n\nØ \ncommunity engagement \n\n\nØ \nanti-social behaviour – especially substance misuse & sex\nwork; integrated offender management & street scene \n\n\n· \nThe consultation process on the assessment and priorities suggested\nwould include: \n\n\nØ \nA “face the public” consultation meeting at the Civic\nCentre to be held at 7pm on Wednesday 23 February 2011; \n\n\nØ \nToken box scheme to be operated at the Civic Centre & John\nWilkes House, with attempts being made to expand coverage via local\nbusinesses; \n\n\nØ \nVisits to Area Forums – including Over 50’s & Youth\nArea Forums & Youth Parliament; \n\n\nØ \nA questionnaire available to complete in hard copy at various\nlocations, and on-line (www.enfield.gov.uk/crimesurvey); \n\n\nØ \nThe use of focus groups (undertaken via Corporate Scrutiny on\nbehalf of the Panel) to target more “hard to reach”\nsections on the community; \n\n\nØ \nThe potential use of train stations (operated by National Express\nEast Anglia and First Capital Connect) across the borough to seek\nviews from commuters, although this was subject to approval by the\ntrain operating companies. Stations likely to be targeted\nwould include Enfield Town, Enfield Lock, Turkey Street &\nPonders End as well as Edmonton Green & Palmers Green (subject\nto discussion with the operating companies). The Panel also felt that\nconsideration should be given to the inclusion of bus\ninterchanges. \n\n The following issues were raised in response\nto the update: \n\n \n\n(a) \nconcern was expressed at the potential reduction being considered\nby the Home Office to Operation Trident, given the success achieved\nthrough the project and impact upon young people. Superintendent D’Orsi\ninformed the Panel that no final decision had yet been made on\nthis. Whilst\nrecognising the success and benefits of the operation these would\nneed to be considered and prioritised against other equally\nsuccessful schemes as resources available to the police were\nreduced. In addition the Panel was reminded of a successful\noperation recently undertaken locally within the borough to tackle\ngun related crime, with more focus likely on this type of approach\nif Operation Trident were to be reduced. \n\n \n(b) the\nPanel supported the comprehensive nature of the planned\nconsultation approach outlined at the meeting, although further\ndetails were sought on: \n\n\n· \nthe type of areas to be covered under the focus on public\nspaces. As an example,\nCouncillor Brett highlighted a specific issue relating to a section\nof land within Bowes ward owned by Thames Water on which problems\nof anti-social behaviour were being experienced. \n \n\n8.1 Crime\n& Safety Scrutiny Committee: Work Programme 2010/11 \n\n (a) To consider and note\nthe Panel work programme for 2010/11. \n\n \n(b) To\nreceive, if required, a verbal update on the progress being made by\nthe Working Groups established to undertake reviews on behalf of\nthe Panel during 2010/11. \n\n \n8.2 Date of\nFuture Meetings \n\n The Panel is asked to note the programme of\ndates for future meetings during 2010/11, as set out below: \n\n Monday 7 March 2011 \nWednesday 27 April 2011 \n\n These meetings are\nall due to begin at 7:30pm, unless otherwise notified. \nMinutes: \n\n \n\n1.1 Panel\nWork Programme 2010/11 \n\n \n(a) Update\non 2010/11 work programme \n\n NOTED \n1. The\nprogress on the Panel’s work programme for 2010/11. \n\n2. The\nfollowing issues highlighted in relation to the Panel’s\nfuture work programme: \n\na. the\nsuggested inclusion of a review on the impact of the illegal sex\ntrade within the borough, including the associated health and well\nbeing issues. \nSuperintendent D’Orsi informed the Panel of action being\nplanned jointly between the police and community safety unit to\naddress the issues highlighted within Bowes ward. A further meeting was planned\nlater in January to look at additional options, with consideration\nalso being given as to how best include local ward councillors.\nMike Ahuja advised that in view of the concerns expressed on this\nissue, Corporate Scrutiny were in the process of gathering\ninformation to enable a review scope to be prepared. As this issue had now been\nincluded within the draft SSCB priorities, it was recommended that\nthe matter be flagged for consideration as one of the Panels main\nreviews for 2011/12. \n\nb. \ndisappointed was expressed at the fact that despite a number of\nattempts by Corporate Scrutiny, it had not been possible to get the\nCrown Prosecution Service (CPS) to engage with the Panel on its\nplanned review around the case management of hate\ncrimes. The efforts\nmade by the Panel Support officer to establish contact with the CPS\non this issue were recognised by the Panel and members expressed\nconcern at the lack of response, which had led to the review being\nput on hold. Mike Ahuja\nadvised the Panel that he would review what further action could be\ntaken to establish the necessary level of contact within the CPS on\nthis issue. \n\n3. The update\nprovided by Superintendent D’Orsi on a consultation currently\nbeing undertaken by the Metropolitan Police on the future delivery\nof Safer Neighbourhood Policing. As part of the process\nSuperintendent D’Orsi advised: \n\na. that she\nwas keen to seek views from members of the Panel, with the deadline\nfor comments being Friday 21 January 2011; \n\nb. \nthe key focus\nof the consultation was on the approach towards the delivery of\nSafer Neighbourhood policing (if provided with a blank page from\nwhich to start). This\ncould, for example, be by ward (as currently) or targeted around\nspecific hotspots/geographic hubs e.g. town centres, transport\ninterchanges, across borough boundaries etc. \n\nc. initial\ncomments highlighted at the meeting included: \n\n\n· \nthe potential to extend use of the Community Help Point Scheme to\nsupport adults as well as young people; \n\n\n· \nthe need to focus on the approach towards tackling anti social\nbehaviour, particularly involving repeat victimisation.
