It was agreed that Highways replace the tree in another suitable location in Belfairs Drive.   We noted an update from Councillor Bellwood that only three trees had been planted in Farley Drive.   (AC5/05/250110) – Council Budget Consultation Our Committee was pleased that three of the six budget items that this Committee raised objections to during the Budget Consultation had been taken on board by the Council. These had been in relation to a reduction in street cleansing operatives; non-attendance of Highways Officers at future Area Committee meetings; and increased charges for allotments. These had all been removed.   Proxy Voting Councillor Littlewood advised that the issue of proxy voting and fraudulent votes had been raised with the Leader. Measures were being taken to prevent fraud during the 2010 elections. However, details were not in the public domain so as not to jeopardise any investigations.   (AC5/06/250110) – NHS Redbridge The consultation period had been extended to 22nd March 2010 and following a meeting at King George Hospital it was agreed that the plans to close the A&E dept and maternity ward would go to an independent review after the elections.   The next rally would be held on 17th April 2010.   The Committee thanked and congratulated Andy Walker for all his hard work and requested that a letter of thanks be sent to him on behalf of the Committee.  </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI39968"></a>3b</td> <td> Vote of Thanks (AC5/03b/290310) Minutes:<div class="mgWordPara"><div class="Section1"> Our Chairman thanked members of the public and the police for attending meetings and raising important local issues;   <ul style="margin-top:0cm"> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> That burglary was the main focus of their operations, followed by car crime;</li> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> That although reported crime had fallen within Area 5 and the press had been advised of successes, unfortunately this was rarely reported in the press;</li> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> He would refer the issue of parking outside Natwest Bank, Seven Kings to his colleagues;</li> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> All but two of the Police Ward Panels had representatives from neighbourhood watch teams;</li> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> He would arrange for the speed gun to be deployed in Barley Lane more frequently;</li> <li class="MsoNormal" style="color:black;mso-list:l0 level1 lfo3;tab-stops:list 36.0pt"> He would refer the request for an increased police presence at Farley Drive where youths were congregating to his colleagues;   (ii) request information from Cleansing clarifying what the £2,000 per ward funded by our Committee entitled residents to in relation to the ‘Bulky Waste Collection’ and what the amount of £25,000 funded by the Cabinet covered; and   (iii) agree to fund the application from the Police for the provision of 1,500 vehicle crime reduction packs (500 per ward) at a cost of £2,250. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI38620"></a>6.</td> <td> Public Forum - see "Having Your Say" (AC5/06/290310) Minutes:<div class="mgWordPara"><div class="Section1"> Takeaways near Schools Barbara White asked why London Borough of Redbridge had not followed the lead of Waltham Forest and banned takeaways from opening within close proximity to schools. Barbara White said that takeaways near schools contributed to obesity and increased litter.   Action: The Committee agreed to write to the Cabinet Member for Planning and Regeneration requesting that he review the decision of his predecessor not to consider such an initiative for Redbridge.   Lorry Park Concerns were raised that the Lorry Park in Seven Kings had been disused for sometime.  It was suggested that the community be able to use it on a temporary basis to set up stalls or organised sports.   Action: The Committee agreed to write a letter to the Cabinet Member for Planning and Regeneration requesting imaginative temporary community uses for the Seven Kings Lorry Park.   Parking Outside Seven Kings Station Mr Doug Suckling raised concerns about vehicles parking outside the station blocking dropped kerbs and in disabled bays. Mr Suckling said that he had approached a Parking Enforcement Officer who had told him that the area outside the station was not on his hand held computer and therefore he was not able to do anything. Mr Suckling wanted to know how many tickets had been issued outside the station.   Action: The concerns raised be passed on to the Highways Officer for a response.   Speed Humps in St Albans Road Mr Doug Suckling told the Committee that even though speed humps had been put in St Albans Road vehicles still sped there. Mr Suckling said that the speed humps in other roads were of a different type and wanted to know why this was.   Action: The concerns raised be passed on to the Highways Officer for a response.   Speeding in Cambridge Road Mr Mohammed Benkharmaz raised concerns about speeding vehicles in Cambridge Road. He said that vehicles sped up to 70MPH and wanted to know whether there were any plans for speed humps in Cambridge Road.   Action: The concerns raised be passed on to the Highways Officer for a response.   Fields Park Crescent Mr Chowdhry asked whether the Highways section could cut back the amenity greens in Fields Park Crescent. Mr Chowdhry said that the land belonged to Redbridge Homes, however they had not pruned the area.   Action: The concerns raised be passed on to the Highways Officer for a response. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI39606"></a>7.</td> <td> <a href="mgConvert2PDF.asp?ID=44585" title="Link to document 'Co-options to Area 5 Committee (AC5/07/290310)' pdf file" class="mgAiTitleLnk">Co-options to Area 5 Committee (AC5/07/290310)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 40 KB Minutes:<div class="mgWordPara"><div class="Section1"> In the Municipal year 2009/10 our Committee appointed Miss Tajinder Kaur Nijjar from the Singh Sabha London East, Mr Ram Bhandhari from the Redbridge Indian Welfare Association and Reverend Brian Davison from the Seven Kings United Reform Church to service as non voting Co-opted Members.   The report before us asked our Committee to consider whether we again wished to seek nominations from the Singh Sabha London East, Redbridge Indian Welfare Association and Seven Kings United Reform Church to be Area 5 Committee co-opted Members.   At previous meetings of our Committee it had been suggested that the Muslim community should also be represented at Area 5 Committee meetings and asked to consider whether a nominee from the Seven Kings Mosque & Muslim Educational Trust, located at 645 High Road, Seven Kings should be invited to appoint an Are 5 Co-optee.   The names of the actual nominees would need to be recommended to Council for formal approval before they could serve on the Area 5 Committee.   Resolved: That we (i) note the principles adopted by Council on which Co-options to our Committee may be made;   (ii) agree to invite nominations for co-option to our Committee from Seven Kings & Newbury Park Residents Association, Redbridge Indian Welfare Residents Association, Singh Sabha London East, Seven Kings United Reformed Church and the Seven Kings Mosque & Muslim Educational Trust; It was just one question and did not take any of the available options into account.   Action: The Committee (i) agreed to pass on Mr Norths comments and the photograph to the Highways Officer; (ii) requested a response from the Highways Officer about whether the Highways Dept were aware of the 05/03/10 incident; and (iii) requested that a report be available at the next Committee meeting.   c/ 20MPH Zone and Expansion of Farnham Green Primary – Petition A report had been considered at Cabinet on 23.03.10 in relation to the design and development of Farnham Green Primary School. A Member raised concerns as the Committee was under the impression that planning permission had to be sought prior to the design and development.    Action:  An update was sought from Children’s Services.   d/ Litter Patrol That we agree to delete this item as there was no provision within the Council Budget to fund a Litter Patrol Officer. It would not be feasible to fund this post through the Area 5 discretionary budget.
