\nMs. Teresa Greenslade tabled a question in respect of review of a\nhousing application and a written response was tabled.

\nMr. Andy Harrison asked the Cabinet Member for Children’s\nServices why he would not reveal the actual passenger numbers for\nthe morning bus service from Penhill to the Academy and why he was\nusing apparently misleading numbers of residents in attendance at\nPublic meetings relating to the Academy?
\n\n
\nCouncillor Perkins responded that he did not refer to residents but\nwas concerned with the parents of children attending the\nAcademy. He informed\nthe questioner that he would not make decisions regarding school\nbudgets for political reasons during the campaign.
\n\n
\nMr. Andy Harrison asked the following supplementary question,\n“Can the Cabinet Member for Children’s Services confirm\nthat reassurances were given to parents and residents when the\nAcademy was proposed that it would be both an educational and wider\ncommunity facility?”
\n\n
\nCouncillor Garry Perkins responded that the £38 million\nredevelopment of the School site, which regenerated an area ignored\nby previous administrations, was for school and community\nuse. He noted that\ntransport discussion had been related to ensuring a safe route to\nschool and that no parents had contacted him regarding transport\nissues. He indicated\nthat he had no reason to disbelieve the information that the bus\ncompanies had provided him.
\n\n
\nMr. Chris Van Roon thanked the Cabinet Member for his Standing\nOrder 15 response regarding the use of buses in Ermin\nStreet. He asked the\nLeader of the Council if he would give an undertaking that further\nconsultations with local residents and schools would be undertaken\nto alleviate local disquiet with the proposals.
\n\n
\nCouncillor Roderick Bluh indicated that a written response would be\nprovided to Mr. Van Roon but noted that extensive consultations had\nalready been undertaken.

\n\nThe Director of Law and\nDemocratic Services reported that Standing Order 15 Questions hade\nbeen received from Russell Holland and Bob\nWright. \nThe questions and answers from the appropriate Cabinet Member are\nattached as Appendix 1 to the Minutes.
\n\n
\nCouncillor Russell Holland noted that there was some anecdotal\nevidence that local residents and school governors felt that there\nhad not been sufficient consultation. He asked if there could be a\nmeeting arranged to resolve this issue.
\n\n
\nCouncillor Roderick Bluh said that he had no objection, in\nprinciple, to a meeting and he would speak to Councillor Holland\nabout this once he had liaised with officers to acquaint himself\nwith the relevant facts.
\n\n
\nCouncillor Bob Wright asked the Cabinet Member for Culture,\nRegeneration and Economic Development who had instructed the Head\nof Licensing to put Street Trading Prohibition on the Licensing\nCommittee’s agenda, noting that evidence to the Committee had\nappeared to be contradictory and given the fact that there were\nactivities being undertaken in the town centre that were causing\nsimilar if not worse problems?
\n\n
\nCouncillor Phillip Young responded that this issue had arisen\nthrough a number of sources including development plans,\nrepresentations from the New Swindon Company, InSwindon and\nretailers. It was then\nwith the remit of the Licensing Committee to determine if a policy\nwas required.
\n\n
\nCouncillor Bob Wright thanked the Leader of the Council for his\nresponse on the use of free office space and he hoped that the\nvoluntary sector would be offered the same opportunity as Digital\nCity.
\n\n
\nCouncillor Bob Wright thanked the Leader of the Council for his\nresponse but expressed his concern at the inclusion of the words\n“not normally apply”.
\n\n
\nCouncillor Roderick Bluh noted the concerns of Councillor Bob\nWright which he indicate he generally agreed with. However the words “not\nnormally apply” reflected the fact that all staff were\nentitled to the terms set out in their contract of employment and\nwould cover any other legal issues arising.
\n\n
\nCouncillor bob Wright noted that he had enjoyed attending many\nMayoral events, which had benefited a wide range of people within\nthe community. He had\nraised the venue Former Mayors get together as this had caused some\ndifficulties.
\n\n
\nCouncillor David Wren indicated he was happy to discuss this issue\nwith Councillor Bob Wright after the meeting.

\n(a) Councillor David Glaholm moved and Councillor Steve\nWakefield seconded:

\n\n“This Council noting the lack of significant progress\nmade in respect of the resolution of the Council (Minute 42 of the\nmeeting held on 24/09/2009) and recognising the disappointment of\nparents and others in the Penhill area who feel bewildered as\npromises were felt to have been made during the consultation\nprocess on the provision of the Academy in Pinehurst that the bus\nservice would be improved.
\n\nResolves:-

\n\n1. That Officers bring forward costed proposals to increase\nthe frequency of the current No 21 Bus service to half hourly up to\n6.00 pm by no later than the Council meeting in April\n2010.

\n\n2. That officers investigate and bring forward proposals to\ndivert buses down Beech Avenue to service the Academy;
\n\n
\n\n3. Noting that in the report to the Planning Committee on\n10th July 2007, regarding the Pinehurst Academy, Officers proposed\nin their report the following contributions to Public Transport\nprovision involving increasing the frequency of Bus Service 24, to\nevery 30 minutes between 08.00 - 18.00 (Mon -Sat) = £52,500\nand Increasing frequency of Bus Service 10 to hourly between Town\nCentre, Pinehurst and Haydon Wick 18.00 - 22.30 = £15,000,\n-the officers also, as soon as practical, introduce an hourly\nservice from 6.00pm to 10.00 pm serving Penhill and the Academy as\nproposed in the planning permission for the Academy.

\n\n(Note Service 10 was reduced from 1/2 hourly to hourly\nafter the planning permission was granted.)”

He informed\nthe questioner that he would not make decisions regarding school\nbudgets for political reasons during the campaign. \n\n \nMr. Andy Harrison asked the following supplementary question,\n“Can the Cabinet Member for Children’s Services confirm\nthat reassurances were given to parents and residents when the\nAcademy was proposed that it would be both an educational and wider\ncommunity facility?” \n\n \nCouncillor Garry Perkins responded that the £38 million\nredevelopment of the School site, which regenerated an area ignored\nby previous administrations, was for school and community\nuse. He noted that\ntransport discussion had been related to ensuring a safe route to\nschool and that no parents had contacted him regarding transport\nissues. He indicated\nthat he had no reason to disbelieve the information that the bus\ncompanies had provided him. \n\n \nMr. Chris Van Roon thanked the Cabinet Member for his Standing\nOrder 15 response regarding the use of buses in Ermin\nStreet. He asked if there could be a\nmeeting arranged to resolve this issue. \n\n \nCouncillor Roderick Bluh said that he had no objection, in\nprinciple, to a meeting and he would speak to Councillor Holland\nabout this once he had liaised with officers to acquaint himself\nwith the relevant facts. \n\n \nCouncillor Bob Wright asked the Cabinet Member for Culture,\nRegeneration and Economic Development who had instructed the Head\nof Licensing to put Street Trading Prohibition on the Licensing\nCommittee’s agenda, noting that evidence to the Committee had\nappeared to be contradictory and given the fact that there were\nactivities being undertaken in the town centre that were causing\nsimilar if not worse problems? \n\n \nCouncillor Phillip Young responded that this issue had arisen\nthrough a number of sources including development plans,\nrepresentations from the New Swindon Company, InSwindon and\nretailers. It was then\nwith the remit of the Licensing Committee to determine if a policy\nwas required. \n\n \nCouncillor Bob Wright thanked the Leader of the Council for his\nresponse on the use of free office space and he hoped that the\nvoluntary sector would be offered the same opportunity as Digital\nCity. \n\n \nCouncillor Bob Wright thanked the Leader of the Council for his\nresponse but expressed his concern at the inclusion of the words\n“not normally apply”. \n\n \nCouncillor Roderick Bluh noted the concerns of Councillor Bob\nWright which he indicate he generally agreed with. However the words “not\nnormally apply” reflected the fact that all staff were\nentitled to the terms set out in their contract of employment and\nwould cover any other legal issues arising. \n\n \nCouncillor bob Wright noted that he had enjoyed attending many\nMayoral events, which had benefited a wide range of people within\nthe community. He had\nraised the venue Former Mayors get together as this had caused some\ndifficulties. \n\n \nCouncillor David Wren indicated he was happy to discuss this issue\nwith Councillor Bob Wright after the meeting. \n | \n\t\t
