The correct figure is £2.16 per week or £108 annually for current users eligible to pay 50% of the cost in the first year.  The full amount which is £4.32 per week i.e. £216 annually is applicable to new users and existing users from April 2011.   (ii)  Councillor Daly had requested that there be a linking statement connecting the point in the paragraph below to the previous point:   In response, Principal Management Officer, Joanne Turner…..   Has been changed to:   In response to tenants' concerns the criteria for the elderly persons garden maintenance service was reviewed by officers in the Housing Department.   Minute 5 Action Tracker, Museums Service   Councillor Daly requested that the following sentence:   A Member requested that the offer of a workshop for all Members to be invited, and the offer to work with the Tourism task and finish group, be included in the draft report that is going to the April Cabinet.   be changed to:   A Member requested that (i) the offer of a workshop (all Members to be invited), and (ii) the offer to work with the Tourism task and finish group; be included in the future Cabinet  report on this item.   Minute 9 Winter Weather Management Review   On the paragraph below:   <ul style="qmargin-top:0cm"> <li class="MsoNormal" style="text-align:left;mso-list:l0 level1 lfo7;tab-stops: list 36.0pt">  Members considered that it would be useful to provide another opportunity for all Councillors to contribute to the winter plans proposed to be ready for October, and it would be useful to do this soon while the events are fresh in everyone's mind.  The Chief Executive agreed. </li> </ul>   Members requested that an update on how this action was to be taken forward should be captured in the Action Tracker. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI6171"></a>4.</td> <td> <a href="mgConvert2PDF.aspx?ID=6670" title="Link to document 'Action Tracker' pdf file" class="mgAiTitleLnk">Action Tracker</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 104 KB <div class="mgWordPara"><div class="Section1"> To track the progress on actions from previous meetings. </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> First Capital Connect   The Lead Officer provided an update on the email response he had received from the Integration and Partnership Manager, Larry Heyman on improving customer communication.  He reported that on 23 March, First Capital Connect announced a £10 million programme of further investment including major improvements to the Customer Information Service (CIS).  This included a new customer website which should be delivered by 31 July 2010, a new CIS system across the whole network.  This system is to be completed by 31 December 2010 with the Thameslink route being given priority.  A total of 260 frontline staff will receive personal digital assistants (PDAs).  By the end of this week 70 will already have them and will be getting training in how to use them.  This will enable most customer-facing staff to access service updates quickly.  FCC is working on implementing a new software system that can be controlled and easily operated directly by FCC staff during disruption.  This will provide a step change improvement in the system, a significant reduction in late notices alterations and better information updates during disruption.   Archaeology at Westminster Lodge   (i)  On action (i) which requested ‘more information on work due on trench 11’ Councillor Daly requested that officers provide a date on when this action would happen. (ii)  During discussion of the following action: ‘Could officers consider putting a plaque or some markings to indicate the building that had been there.’   Members made the following points: <ul style="qmargin-top:0cm"> <li class="MsoNormal" style="mso-list:l3 level1 lfo7;tab-stops:list 36.0pt">One Member stated that a simple plaque would be enough and that there was no need for markings.</li> <li class="MsoNormal" style="mso-list:l3 level1 lfo7;tab-stops:list 36.0pt">In the officers response to the above question (noted on the Action Tracker) it had been mentioned that any work would have a cost implication.  Councillor Prowse requested details of costs before committing to any work on this.</li> </ul> </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI6182"></a>5.</td> <td> <a href="mgConvert2PDF.aspx?ID=6671" title="Link to document 'The Selling of Roof Space to Leaseholders' pdf file" class="mgAiTitleLnk">The Selling of Roof Space to Leaseholders</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 49 KB Minutes: <div class="mgWordPara"><div class="Section1"> At the meeting of the 11th February, the Committee had considered a Report on the Sale of Roof Voids in Leasehold Properties and had requested that paragraph 7.1 of that report be revised to communicate a positive set of principles.    The Committee agreed the following principles:   In view of the benefit to leaseholders of having additional space in their properties, it is considered to be a positive leasehold management service to residents in the District to agree to the potential sale of the roof voids. The Council will actively work with all applicants to enable the space to be effectively used in the manner sought, and seek to overcome any potential difficulties which might arise due to, for example:   The presence of shared services in the void The layout of the roof space The form of construction of the roof The need for the Council to retain access to the space for maintenance of the structure   In considering applications, the Council will consult with all occupiers of the relevant building. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI6183"></a>6.</td> <td> <a href="mgConvert2PDF.aspx?ID=6654" title="Link to document 'Heating Charges in Housing Schemes with Communal Heating Systems' pdf file" class="mgAiTitleLnk">Heating Charges in Housing Schemes with Communal Heating Systems</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 59 KB Minutes: <div class="mgWordPara"><div class="Section1"> The Head of Housing Services presented a report to advise Members of the heating and hot water charges for 2010/11 in housing schemes where there are communal heating systems.  This report was in response to Members’ concern that these charges had recently increased by nearly 25 per cent.  The Head of Housing explained that the charges for heating/hot water were pooled across all the schemes.  There had been a significant increase in the cost of gas which had resulted in a significant increase in the heating/hot water charge.  The previous contract of November 2007 - October 2009 for gas was bought at a very good price, when the market value of gas was low.  When the contract was renegotiated for the November 2009 contract, gas prices were at a peak, although this was not known at the time.  The new rates came into effect during the coldest winter in 30 years, a factor that will have driven up consumption levels.  The rates for the price of gas are fixed for 2 years and most housing sites fall within the 37% - 42% increase in the cost of gas. Westminster Lodge <div class="mgWordPara"><div class="Section1"> Such other Part 1 business as, in the opinion of the Chairman, is of sufficient urgency to warrant consideration. </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Chief Executive had been asked by the Chairman, to gather additional information from officers in relation to questions from the public on Westminster Lodge.  The Chairman requested that these questions and responses be circulated and attached to the Minutes of this meeting (see attached).   </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI6184"></a>10.</td> <td> <a href="mgConvert2PDF.aspx?ID=6672" title="Link to document 'Cultural Services and Museums Strategy' pdf file" class="mgAiTitleLnk">Cultural Services and Museums Strategy</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 123 KB <div class="mgWordPara"><div class="Section1"> The Committee to receive a presentation. </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Committee received a presentation from the Head of Culture & Community Development on the developments in St Albans Museums Service since its Peer Review in June 2009.  He explained how the light peer review had enabled the Museum Service to begin developing strong aims and objectives linked to the Council Vision and its Corporate District Objectives and that he is keen to incorporate partners views as well as looking into the future for service delivery by linking together with the Council’s Local Development Framework, City Vision and Local Strategic Partnership.   The Head of Culture & Community Development outlined some of the recent achievements of the Museums Service which include: the Kubrick exhibition; links with the University of Hertfordshire and the Magna Carta Trust; the refurbishment of the Town Hall and opening the dungeons to the public. Members discussed the need to enhance St Albans  heritage Members made the following comments:   <ul style="qmargin-top:0cm"> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">Members suggested utilising volunteers and trustees more effectively as the Abbey does.</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">The Chairman highlighted the need to get people visiting the museums long term and suggested that this could be achieved with cross departmental work on public realm aspects such as clear signposting.</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">The presentation had been at a very general level, and there was a need for greater clarity on the objectives and direction of the strategy and the process and timetable for developing it</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">It would be helpful to circulate the clause in the lease relating to the possible uses of the Theatre</li> <li class="MsoNormal" style="mso-list:l0 level1 lfo3;tab-stops:list 36.0pt">Promoting Museums:</li> </ul> Ø  The Chairman suggested perhaps having an empty plinth in the city centre which could display an aspect of the current exhibition in the museum. Ø  Promotional space – Members suggested making use of the window of the Council offices or the glass bridge that links the Council offices to the Alban Arena. St Albans Maltings Report Exec Summary, item 11.</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 41 KB </li> </ul> Minutes: <div class="mgWordPara"><div class="Section1">   The 13 April 2010 Cabinet had received a report which provided further financial information about the business case for the refurbishment and development of the Maltings Arts Theatre.  Cabinet had resolved as follows:   CABINET DECISION   That Cabinet authorises the Head of Culture and Community Development and the Chief Finance Officer, in consultation with the Portfolio Holder for Culture and Heritage to proceed to develop and implement the Maltings Arts Theatre refurbishment and redevelopment project, starting on site in January 2011, subject to the following being achieved:   ·  The setting up of a project team and preparation of a Project Plan ·  Reviewing the revenue budget, consolidating the salaries harmonisation costs and balancing the revenue budget ·  Obtaining all the necessary approvals from the freeholder to achieve the necessary building and signage alterations and improvements ·  The preparation, completion and tendering of a detailed and costed specification to achieve the required works within the available budget of £500K ·  The production and testing of a Volunteer Recruitment and Development Strategy ·  The preparation of a Marketing Strategy ·  The production of an Equalities Impact Assessment ·  The development of proposals for the use of the Maltings as a base for a new Cultural Hub ·  A further report including a business plan to be brought to Cabinet in September 2010 for final approval   The Chairman of this Committee had called-in this item, the reason provided in the call in form stated “that an explanation had not been given for what options were considered in arriving at a decision and the reason for that decision.”   The Culture and Heritage Portfolio Holder stated that the lease on the Maltings ran to 2016.  It was hoped that a £500k budget allocation would be borrowed over a ten year period. The dependence on this allocation would be gradually reduced so that by the end of year five the Maltings would be self funding.  This would be demonstrated in a more detailed business plan in September.   The Culture and Heritage Portfolio Holder proposed that the Maltings would supplement the live performances with art house and digital film, theatre workshops and live feeds of sport or plays.  The venue could have both business and social uses.  The Chairman voiced concern that the Maltings would be showing films and competing with Odeon – which local people have raised £1million to secure.   The Portfolio Holder assured the Committee that the programme of events at the Maltings would be complementary to the existing theatre and future Odeon project.  He stated that the Maltings had worked with the other theatres in the area for the last 6 years to ensure that live performances are not duplicated and intend to work with the Cinema in the same way.    Members enquired whether the lease had specified that the Maltings be used for arts purpose.  The Portfolio Holder responded that the lease specified that the building be used for recreational purposes and offered to email members the lease clause.   The Chairman requested a further response to the following two concerns:   (i)  The issue of whether the Maltings Arts Theatre would be in competition with the Odeon.
