\n(i) \nThat the application be GRANTED, subject to:

\n

 

\n

1.  The\ndevelopment hereby permitted shall be begun before the expiration\nof 3 years from the date of this permission.

\n

2.  The\nexternal surfaces of the development hereby permitted shall be\nconstructed only of materials, the type and colour of which match\nexactly those of the existing building .

\n

3. \nNotwithstanding the provisions of the Town and Country Planning\n(General Permitted Development) Order 1995 (or any order revoking\nand reenacting that Order with or without modification), no\nwindows, doors or other openings other than those expressly\nauthorized by this permission shall be constructed.

\n

 

\n

\n(ii) \nThat in an informative  note issued pursuant to Department\nof the Environment \nCircular 11/95, the applicant be advised of the\nfollowing:

1.  This\ndetermination was based on the following drawings and information:\nSustainability Check List - 2549, 2549-E01 received 18/02/2010\nBlock/Location Plan, 2549-P01A received 03/03/2010

2.  The\napplicant is advised that the Council encourages the use of\nsustainable energy efficient building materials and alternative\nenergy sources in construction and the reuse and recycling of grey\nwater.

\n\n3. \nThe attention of the applicant is\ndrawn to the Control of Pollution Act 1974 relating to the control\nof noise on construction and demolition sites.

\n

Reason for\nGrant

\n

 

\n

\nThe proposed development is considered acceptable,\nas it is compatible with the style and form of the original\nbuilding and with the scale and character of the street\nscene.  There will be no\nadverse impact on neighbouring properties and car parking\nrequirements are adequate.  The proposal is in accordance with\nPolicy 39 (Parking Standards, General Requirements), Policy 40\n(Residential Development Parking Standards), Policy 69 (General\nDesign and Layout), Policy 72 (Extensions in Residential Areas) and\nRevised Parking Policies and Standards, January 2002 of the St.\nAlbans District Local Plan Review 1994.

DAMAGE TO VERGES AND FOOTPATHS

Furher\nto Minute No 1 above, Alan Moorhouse stated that damage to\nverges and footpaths following developments were outside\nDevelopment Control, although informatives could be attached to planning\napplications advising developers of their responsibilities under\nthe relevant Highways legislation. Members made reference to a\nrecent development at 58 Marshalswick\nLane and an improvIsed timber\ncrossover. A Member asked that developers should be advised of\ntheir responsibilities and given contact details for Hertfordshire\nHighways, residents should be advised of the outcome and\nphotographs  taken by\nOfficers  of the footway\nand verge for comparison purposes. Alan Moorhouse responded by\nsaying that included in the consultation letter were details of how\nto track decisions.
