that Development\nControl Guidelines provided that where a side extension adjoined a highway\n(i.e. on a corner plot), a distance of 2 metres would normally be required\nbetween the extension and the highway boundary.<span>\u00c2\u00a0 </span>However, it was felt that, in this instance, as the site was not\na normal \u00e2\u20ac\u02dccorner plot\u00e2\u20ac\u2122, the footpath was of limited width and the neighbouring\nproperty had already been extended to it, the development would not give rise\nto any appearance of unrelated terracing, or other harm to the character of the\narea or the street adjacent to Towngate\nTheatre and The Westgate Centre, Fodderwick, Basildon.<span>\u00c2\u00a0 </span>It was noted that the proposal was identical\nto a previously approved scheme, permission for retain an existing\ndecked car park already sited over the existing car park area at the front\n(north side) of the supermarket building at Tesco Superstore, Hazelmere,\nPitsea.<span>\u00c2\u00a0 </span>It comprised a steel framework\nsupporting a plate steel deck and provided a stated 111 car parking spaces,\nalthough 114 were actually indicated on the submitted plans.<span>\u00c2\u00a0 </span>Access to the deck was via a ramp from the\nground level car park and it did not alter access into the site, nor impact on\nthe existing layout of the ground level car park. </p>\n\n<p class=\"MsoNormal\">&lt;![if !supportEmptyParas]>&nbsp;&lt;![endif]></p>\n\n<p class=\"MsoNormal\">It was noted that temporary planning permission had\npreviously been granted for this car park, with an expiry date of 23 October\n2009, to provide replacement spaces for Tesco customers for the duration of\nplanned, essential highway maintenance works to the A13 flyover, which involved\nfencing off part of the car park under the flyover.<span>\u00c2\u00a0 </span>However, during the works already carried out, Essex County\nCouncil had identified additional works that were needed and works were now\nprogrammed to continue to 31 March 2009, with the possibility of a further\noverrun.<span>\u00c2\u00a0 </span>The application therefore\nsought retention of the car park deck until 30 June 2009.</p>\n\n<p class=\"MsoNormal\">&lt;![if !supportEmptyParas]>&nbsp;&lt;![endif]></p>\n\n<p class=\"MsoNormal\">Members\nqueried whether the removal of the structure could be enforced at the end of\nthe temporary period and noted that a further application would be required for\nits retention. <span>\u00c2\u00a0</span><span>The Committee\nstressed that any such further application should be
