An application had been received from The Spirit Group who own the Rat and Parrot Public House at St Marks Hill, Surbiton, Surrey seeking permission under the Highways Act 1980 to locate Seven Tables, Fourteen Chairs on the pavement outside their property.
The Sub-Committee was asked to consider the request taking account of the responses to the statutory 28 day public consultation period.
RESOLVED that the application be refused.
Reason for Decision
The location of the proposed tables and chairs would obstruct the pavement area to the detriment of pedestrians, particularly in view of the high commuter footfall in this area.

The restricted pavement width of both St Andrews Road and Victoria Road make them unsuitable for outdoor café use.
