Members observed that for some schools there could be a significant cost, although the actual impact will be determined by the implementation date. It was anticipated that the settlement would go up, based on the pupil data collected locally. No changes to the DSG were mentioned in the new Government’s budget delivered the previous day. The outcome of the Government’s Comprehensive Spending Review (CSR) is due to be published on 20th October 2010. The aim of the paper as set out in the introduction was to facilitate a continuing discussion about securing greater value for money. The School’s Forum at it’s meeting on the 22nd March 2010 discussed this paper and agreed to establish a working group to consider the paper and actions arising. There were no closing deadline for comments or contributions in response to the paper and the DCSF indicated that their briefing sessions would be announced. A group of School Forum Members met on the 26th May 2010 to consider the discussion and what actions could be considered, which was set out in appendix A. The actions identified were in keeping with the types of potential actions which were identified in the paper. Comments from the School’s Forum on the actions proposed were welcomed together with any other ideas. Schools Forum had agreed to submit a draft response to the consultation in conjunction with the Local Authority. A copy of the response submitted was set out in Appendix A. On 26th May 2010 a Working Group of Forum members met to discuss the consultation and agreed comments to be considered in the response to the DfE. Discussions with DfE officials had confirmed that although there had been a change in government since the consultation was launched, responses to the consultation were still welcomed and would inform thinking going forward on the future of the Dedicated Schools Grant. There had been no changes to the recommended Scheme since October 2006 when all directed changes were included in the Redbridge Scheme.   In March 2010, Forum agreed to changes to the Redbridge Scheme for Financing Schools concerning the operation of the Balance Control Mechanism, Charging of Schools budget Shares and Capital Expenditure.  The report now sought the School’s Forum agreement to changes concerning the areas of Audit and Whistleblowing.   Resolved:  That (i) the Forum agree to the proposals in the report to be implemented from 1st July 2010; and   (ii) for future meetings
