The report also considered the resources available within the DSG for 2011/12 and offers options for Forum to consider when finalising the response to Cabinet who would agree the final proposals for the DSG distribution on 15th February. This would enable indicative budgets to be issued for schools in late February. Resolved: That we (i) note the contents set out in the report and its appendices. (ii) agree to support the proposed amendments to the Special Schools Local Funding Formula and to fund the changes from within the DSG base budget. (iii) agree to support the proposed amendments to the Local Funding Formula for Specialist Provision and to fund the changes from within the DSG base budget. (iv) agree to support the proposed amendments to the Local Funding Formula for Outreach Provision. (v) agree to support the proposal that additional funding for Outreach Provision is met from the existing Age Weighted Pupil Unit funding allocation for Primary and Secondary Schools. (vi) agree to propose to Cabinet to continue to double fund statements of Special Educational Need over 18 hours from DSG uplift at an estimated cost of £350,000 subject to availability of resources. (vii) agree to propose to Cabinet that the Age Weighted Pupil Unit funding allocation is uplifted to offset the cost of funding the amendments in the Outreach funding formula, subject to resources being available. (viii)agree that Cabinet be informed of Forum’s concern over the tight timescales required for the 2011/12 budget consultation process and the need for a strategic approach to special educational needs services, following publication of the forthcoming Green Paper.
