Our endorsement was sought for their continuation as Co-opted Members of our Committee for 2011/12. We noted that Miss Melanie Shutz (Jewish representative) had only recently been nominated to serve on our Committee and would need the ratification of the Council prior to commencing membership of our Committee. Resolved: That we (i) endorse the appointment of the representatives set out below as statutory Co-optees of the Committee for the 2011/12 municipal year and forward those names to full Council for final determination on 19th March 2011:- Miss Rowena Rudkin Miss Melanie Shutz (ii) note the recent resignation of Miss Hammersley and agree to seek a replacement from the Diocese of Brentwood. </div> </div> <a name="AI44754"></a>7. <a href="http://moderngov.redbridge.gov.uk/mgConvert2PDF.asp?ID=50391" class="external" title="Link to document 'Appointment of Non-Statutory Co-opted Members for 2011/12 (CSL/07/280311)' pdf file">Appointment of Non-Statutory Co-opted Members for 2011/12 (CSL/07/280311)</a> PDF 172 KB Minutes: <div class="mgWordPara"> <div class="Section1"> We gave consideration to a new process for the appointment of a non-statutory Co-opted Member to serve on our Committee from the 2011/12 Municipal Year. The process was outlined in our report and sought to open up the recruitment process and extend Co-option opportunities to scrutiny working groups. The Overview Committee had considered this issue at its meeting on 14th March 2011 (Minute OVE/09/140311 refers) and supported the new process. Our Committee had two non-statutory Co-opted Members. Mr K Mallick was the present Teacher representative. The Headteacher position was vacant. Our report recommended that the appointment of the Teacher position follow the procedure set out in the report. However, due to the much smaller pool of appropriate candidates in the Headteacher position, it was recommended that that position be recruited in an alternative way. Resolved: That we (i) agree to change to the new process of advertisement and selection for the non-statutory co-opted teacher on the Children’s Services and Leisure Scrutiny Committee; and (ii) note that if a decision is taken to change to the new process, those recommended for non-statutory co-option would be invited to attend the Committee’s first meeting as an observer in the municipal year 2011/12, when the Committee will be asked to submit his/her name to full Council on 21st July 2011 for formal appointment. </div> </div> <a name="AI44298"></a>8. Questions to Cabinet Members (CSL/08/280311) Minutes: <div class="mgWordPara"> <div class="Section1"> Councillors Weinberg (Cabinet Member for Children’s Services) and Mrs Nolan (Cabinet Member for Leisure) attended our meeting to update us on matters within their portfolios and to respond to our questions thereon. (a) Mark Kennedy and Susan Samuels (Seven Kings and Newbury Park Residents’ Association) spoke in respect of the proposed closure of the Seven Kings Park Toilets and requested that Councillor Mrs Nolan consider their suggested options for funding the continuing operation of the toilets. She replied that the facility was not presently under her portfolio and it would not transfer with any budget provision. However she offered to match-fund any resources that could be provided by Areas 5 and 7 Committees. (b) Councillor Mrs Ryan, speaking on behalf of the organisers of the May Fair at Valentines Mansion, complained at Leisure Services’ lengthy list of requirements that needed to be met before such an event could be held. Councillor Mrs Nolan agreed to look into this and respond to Councillor Mrs Ryan. (c) Steven Warwick asked whether the Fairlop Waters Golf Course was profitable and whether it was viable as a stand-alone facility. The Chief Culture, Sport and Community Learning Officer advised of the background to the changes in ownership of the Course. He advised that it would generate a profit as a stand-alone facility but that it was operated as part of the whole Fairlop Waters complex. (d) Steven Warwick asked if the Cabinet Member for Leisure was concerned at the lack of sports pitch provision in Redbridge and referred to the potential loss of more open space provision due to designations he had seen in a Consultants report on the Local Development Framework Master Plan. The Chief Culture, Sport and Community learning Officer requested that Mr Warwick forward the report he had seen to himself and the Members of the Committee. On provision of sports pitches he advised that supply exceeded demand and he was confident that provision was adequate with capacity for additional provision if required. (e) Councillor Streeting asked Councillor Weinberg (Cabinet Member for Children’s Services) if Members of our Committee could be sent a timetable for the establishment of the Free School proposed at the Downshall Centre site. He also asked why the Cabinet were supporting a proposal which he felt undermined the Local Authority’s role and was disruptive to existing centre users. Councillor Weinberg advised that officers would send the information requested to Members. He advised that he disagreed with Councillor Streeting’s latter point. He reiterated his priority of meeting the demand for school places which continued to increase. This proposal for a 2 form of entry school would provide 420 places at no capital cost to the Borough and he felt that it would increase the choice available to parents. He was confident that existing Centre users would be accommodated either on-site or elsewhere. (f) Steven Warwick asked what interest would be retained by the Council in the Downshall Centre site, following the establishment of the Free School. Councillor Weinberg advised that there were various options and discussions were on-going. (g) Steven Warwick asked what progress had been made by Redbridge’s four special schools towards becoming academies. Councillor Weinberg advised that none had indicated a wish to convert to an academy. (i) Steven Warwick asked for information , requested at a previous meeting, on primary Headteachers’ salaries. Councillor Weinberg advised that this would be available at the end of the financial year. Resolved: That we thank Councillors Mrs Nolan and Weinberg, Cabinet Members for Leisure Services and Children’s Services respectively, for attending our meeting and for updating us on matters within their portfolios and for responding to our questions thereon. </div> </div> <a name="AI44755"></a>9. Vision Presentation (CSL/09/280311) Minutes: <div class="mgWordPara"> <div class="Section1"> We received a presentation from Keith Newton and Steve Smith of Vision giving an update on Vision and details of the Exercise on Referral Scheme. They also answered a number of questions from Members of our Committee on the following issues:- ·</a> PDF 32 KB Minutes: <div class="mgWordPara"> <div class="Section1"> The partnership arrangements between the Council and NHS Redbridge (NHSR) which underpinned the establishment of the Children’s Trust expired on 6 October 2010. These arrangements had been extended for six months from 6 May 2010 and were further extended until 31 March 2011 as a consequence of a reorganisation which took place within the NHS requiring the full externalisation of provider services from Primary Care Trusts (PCTs) by April 2011. We were advised that since the report for our Committee had been produced, the situation had changed as different advice had now been received from the NHS. The revised situation had been reported to the Cabinet on 22nd March 2011 as an urgent item. Resolved: That we (i) note that since the preparation of our report, different advice had been received from the NHS. This had been reported to Cabinet at its meeting on 22nd March 2011. From April 2006, Children’s Services had been partially funded through the ring fenced Dedicated Schools Grant (DSG) which for 2010/11 totalled £195,173 million. This grant replaced the former Formula Spending Share allocation for the Schools Block. Monitoring of the Children’s Services budget therefore reflected the split between Dedicated Schools Grant and Non Dedicated Schools Grant funded services. We noted that there had been adjustments to the DSG since our last meeting in January 2011 which detailed the DSG resources for 2010/11 as being £196.855 million. Following the conversion of Chadwell Heath Foundation School to become an Academy in September 2010, the DSG had been reduced by £2.318 million. This reflected the planned funding for Chadwell Heath for the period September 2010 to March 2011, responsibility for which had transferred to the Young People’s Learning Agency. The Authority had also been notified by the Department for Education (DfE) that it had met the criteria for Exceptional Circumstances Funding in 2010/11 which would uplift the DSG by £636,000. This reflected the increase in the number of pupils in Redbridge schools with English as an Additional Language above the DfE trigger. The net impact of these changes was a revised DSG allocation for 2010/11 of £195.173 million. The Dedicated Schools Grant was projecting an underspend of £886,000 for the year end. Reflecting the unallocated Exceptional Circumstance Grant of £636,000, an underspend of £400,000 in respect of Non Trust services and an overspend of £150,000 relating to the Children’s Trust. A net overspend at the year-end in respect of Local Authority resources of £84,000 was projected of which £994,000 related to the Children’s Trust, partially offset by an underspend of £910,000 in Non Trust services. The Asylum Seekers budgets were projecting an underspend of £15,000. The Student Awards element of the Payments and Benefits Service was projecting a balanced position. The Children’s Services Capital programmes funded by Authority resources was projecting an underspend of £40,000 and that resources totalling £4.71 million would require Cabinet approval to be slipped into 2011/12. The externally funded capital programme was projecting that resources totalling £61,000 would need to be slipped into 2011/12. This position may alter dependent on the final level of drawdown of Devolved Formula Capital by Schools at the year end. and   (ii) note that if a decision is taken to change to the new process, those recommended for non-statutory co-option would be invited to attend the Committee’s first meeting as an observer in the municipal year 2011/12, when the Committee will be asked to submit his/her name to full Council on 21st July 2011 for formal appointment. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI44298"></a>8.</td> <td> Questions to Cabinet Members (CSL/08/280311) Minutes:<div class="mgWordPara"><div class="Section1"> Councillors Weinberg (Cabinet Member for Children’s Services) and Mrs Nolan (Cabinet Member for Leisure) attended our meeting to update us on matters within their portfolios and to respond to our questions thereon.    (a)  Mark Kennedy and Susan Samuels (Seven Kings and Newbury Park Residents’ Association) spoke in respect of the proposed closure of the Seven Kings Park Toilets and requested that Councillor Mrs Nolan consider their suggested options for funding the continuing operation of the toilets.   She replied that the facility was not presently under her portfolio and it would not transfer with any budget provision.  However she offered to match-fund any resources that could be provided by Areas 5 and 7 Committees.   (b)  Councillor Mrs Ryan, speaking on behalf of the organisers of the May Fair at Valentines Mansion, complained at Leisure Services’ lengthy list of requirements that needed to be met before such an event could be held.   Councillor Mrs Nolan agreed to look into this and respond to Councillor Mrs Ryan.   (c)  Steven Warwick asked whether the Fairlop Waters Golf Course was profitable and whether it was viable as a stand-alone facility.   The Chief Culture, Sport and Community Learning Officer advised of the background to the changes in ownership of the Course.  He advised that it would generate a profit as a stand-alone facility but that it was operated as part of the whole Fairlop Waters complex.   (d)  Steven Warwick asked if the Cabinet Member for Leisure was concerned at the lack of sports pitch provision in Redbridge and referred to the potential loss of more open space provision due to designations he had seen in a Consultants report on the Local Development Framework Master Plan.   The Chief Culture, Sport and Community learning Officer requested that Mr Warwick forward the report he had seen to himself and the Members of the Committee.  On provision of sports pitches he advised that supply exceeded demand and he was confident that provision was adequate with capacity for additional provision if required.   (e)  Councillor Streeting asked Councillor Weinberg (Cabinet Member for Children’s Services) if Members of our Committee could be sent a timetable for the establishment of the Free School proposed at the Downshall Centre site.  He also asked why the Cabinet were supporting a proposal which he felt undermined the Local Authority’s role and was disruptive to existing centre users.   Councillor Weinberg advised that officers would send the information requested to Members.  He advised that he disagreed with Councillor Streeting’s latter point.  He reiterated his priority of meeting the demand for school places which continued to increase.  This proposal for a 2 form of entry school would provide 420 places at no capital cost to the Borough and he felt that it would increase the choice available to parents.  He was confident that existing Centre users would be accommodated either on-site or elsewhere.   (f)  Steven Warwick asked what interest would be retained by the Council in the Downshall Centre site, following the establishment of the Free School.   Councillor Weinberg advised that there were various options and discussions were on-going.   (g)  Steven Warwick asked what progress had been made by Redbridge’s four special schools towards becoming academies.   Councillor Weinberg advised that none had indicated a wish to convert to an academy.   (i)  Steven Warwick asked for information , requested at a previous meeting, on primary Headteachers’ salaries.   Councillor Weinberg advised that this would be available at the end of the financial year.   Resolved: That we thank Councillors Mrs Nolan and Weinberg, Cabinet Members for Leisure Services and Children’s Services respectively, for attending our meeting and for updating us on matters within their portfolios and for responding to our questions thereon. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI44755"></a>9.</td> <td> Vision Presentation (CSL/09/280311) Minutes:<div class="mgWordPara"><div class="Section1"> We received a presentation from Keith Newton and Steve Smith of Vision giving an update on Vision and details of the Exercise on Referral Scheme.   They also answered a number of questions from Members of our Committee on the following issues:-   ·           Continued funding for the Exercise on Referral (EOR) Scheme; ·             the lease of the Kenneth More Theatre; ·             possible models for a cultural consortium; ·             opportunities for increasing the many services already provided to other boroughs; and ·             that the report did not mention the contribution that the Redbridge Arts Council had made to the Arts in the Borough over many years.   Resolved: That we (i) note the contents of the report and endorse more detailed investigation of this proposal;   (ii) agree to receive a further report to a future meeting at which the three service managers would be present and take part; and   (iii) endorse the following recommendations:-   (a)    The potential for creating one strategic lead across all four services should be explored further whilst retaining managers at an appropriate level expert in each discipline within each service;   (b)   Explore whether the box office, administration, marketing and some other functions can be combined.  Fees and charges, teaching roles and use of premises should be analysed and reviewed in order to find efficiencies;   (c)    The Redbridge Music Service, Kenneth More Theatre, Redbridge Drama Centre and/or the Consortium should take advantage of future opportunities to become arts/music hubs.  Options to run services beyond borough boundaries, in addition to those already in operation, should be further explored; These arrangements had been extended for six months from 6 May 2010 and were further extended until 31 March 2011 as a consequence of a reorganisation which took place within the NHS requiring the full externalisation of provider services from Primary Care Trusts (PCTs) by April 2011.   We were advised that since the report for our Committee had been produced, the situation had changed as different advice had now been received from the NHS.  The revised situation had been reported to the Cabinet on 22nd March 2011 as an urgent item.   Resolved:  That we (i) note that since the preparation of our report, different advice had been received from the NHS.  This had been reported to Cabinet at its meeting on 22nd March 2011.  The Cabinet had agreed to extend the Children’s Trust agreement between the Council and NHS Redbridge until 31st March 2012; and   (ii) welcome this update and thank the Director of the Children’s Trust for his work on this matter. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI44299"></a>12.</td> <td> <a href="mgConvert2PDF.asp?ID=50661" title="Link to document 'Children's Services Financial Performance Monitoring Report January 2011 (CSL/12/280311)' pdf file" class="mgAiTitleLnk">Children's Services Financial Performance Monitoring Report January 2011 (CSL/12/280311)</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 54 KB Additional documents: <ul class="mgBulletList"> <li> <a href="mgConvert2PDF.asp?ID=50634" title="Link to document 'App A' pdf file">App A, item12.</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 606 KB </li> <li> <a href="mgConvert2PDF.asp?ID=50610" title="Link to document 'Appendix B January 11 Capital' pdf file">Appendix B January 11 Capital, item12.</a> <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 54 KB </li> </ul> Minutes:<div class="mgWordPara"><div class="Section1"> We were advised of the provisional outturn position for 2010/11 revenue and capital budgets.  From April 2006, Children’s Services had been partially funded through the ring fenced Dedicated Schools Grant (DSG) which for 2010/11 totalled £195,173 million.  This grant replaced the former Formula Spending Share allocation for the Schools Block.   Monitoring of the Children’s Services budget therefore reflected the split between Dedicated Schools Grant and Non Dedicated Schools Grant funded services.   We noted that there had been adjustments to the DSG since our last meeting in January 2011 which detailed the DSG resources for 2010/11 as being £196.855 million.   Following the conversion of Chadwell Heath Foundation School to become an Academy in September 2010, the DSG had been reduced by £2.318 million.  This reflected the planned funding for Chadwell Heath for the period September 2010 to March 2011, responsibility for which had transferred to the Young People’s Learning Agency.   The Authority had also been notified by the Department for Education (DfE) that it had met the criteria for Exceptional Circumstances Funding in 2010/11 which would uplift the DSG by £636,000.  This reflected the increase in the number of pupils in Redbridge schools with English as an Additional Language above the DfE trigger.  The net impact of these changes was a revised DSG allocation for 2010/11 of £195.173 million.   The Dedicated Schools Grant was projecting an underspend of £886,000 for the year end.  Reflecting the unallocated Exceptional Circumstance Grant of £636,000, an underspend of £400,000 in respect of Non Trust services and an overspend of £150,000 relating to the Children’s Trust.   A net overspend at the year-end in respect of Local Authority resources of £84,000 was projected of which £994,000 related to the Children’s Trust, partially offset by an underspend of £910,000 in Non Trust services.   The Asylum Seekers budgets were projecting an underspend of £15,000.   The Student Awards element of the Payments and Benefits Service was projecting a balanced position.   The Children’s Services Capital programmes funded by Authority resources was projecting an underspend of £40,000 and that resources totalling £4.71 million would require Cabinet approval to be slipped into 2011/12.   The externally funded capital programme was projecting that resources totalling £61,000 would need to be slipped into 2011/12.  This position may alter dependent on the final level of drawdown of Devolved Formula Capital by Schools at the year end.   Resolved:  That we note the budgetary performance monitoring information contained in the report. </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI44762"></a>13.</td> <td> <a href="mgConvert2PDF.asp?ID=50544" title="Link to document 'Combined Finance and Performance Monitoring Report for the Period 1st April 2010 -
