The Cabinet Member indicated that Councillor Ibbs was no longer the Spokesperson on the Technical Services portfolio; and thanked her for all the support and constructive feedback she had offered him during the last Municipal Year.

 

RESOLVED:

 

That the best thanks of the Cabinet Member be extended to Councillor Ibbs for her work on the Technical Services portfolio and she be wished every success in her new position as Spokesperson on the Regeneration portfolio.

Resourcing Of Tree Works - Update PDF 85 KB

Report of the Leisure Director

Minutes:

The Cabinet Member considered the report of the Leisure Director updating on issues around the resourcing of tree works.

 

The report detailed previous decisions of the Overview and Scrutiny Committee (Regeneration and Environmental Services) and Cabinet on the matter; and that in setting the budget for 2009/10, the Council had agreed to allocate £20,000 towards the shortfall in the arboricultural works contract.

 

The report also detailed the current budget position and indicated that approximately 25% less work would be carried out in parks and on the highways in future than done in the past; that this would mean that only higher priority works were undertaken and many more minor tree related issues would not be attended to; and concluded that this would have a detrimental impact on the service offered to the public and was likely to increase the volume of complaints received in relation to tree works and new planting.

 

RESOLVED:

 

That the report on the resourcing of tree works be noted.

Pennington Road Bootle - Request For Temporary Footbridge Closure PDF 271 KB

Report of the Planning and Economic Regeneration Director

Minutes:

The Cabinet Member considered the report of the Planning and Economic Regeneration Director seeking approval for the temporary closure of the Pennington Road footbridge to enable works to be undertaken to upgrade the bridge to comply with the Disability Discrimination Act 1995; and indicating that a decision on this matter was required as the Cabinet Member had delegated power to approve such temporary closures.

 

RESOLVED:  That

 

(1)       the temporary closure of the Pennington Road footbridge to pedestrian traffic, as detailed in the report be approved;

 

(2)       the Traffic Services Manager be authorised to execute the necessary legal procedures, including those of consultation and objection and to advertise the Council’s intention to implement the appropriate Traffic Regulation Order; and

 

(3)       the Planning and Economic Regeneration Director be requested to keep the Litherland Ward Councillors informed of progress on the scheme.

Washington Parade Bootle - New Roads And Streetworks Act 1991 Section 50 Licence PDF 329 KB

Report of the Planning and Economic Regeneration Director

Minutes:

The Cabinet Member considered the report of the Planning and Economic Regeneration Director seeking approval for the Legal Director, in conjunction with the Planning and Economic Regeneration Director, to issue a licence pursuant to Section 50 of the New Roads and Streetworks Act 1991 to Dreaming Spires of Mossley Hill, Liverpool to allow the installation of a private manhole cover within the adopted highway at Washington Parade, Bootle.

 

RESOLVED:

 

That the Legal Director be authorised, in conjunction with the Planning and Economic Regeneration Director, to issue a licence to Dreaming Spires, 1st Floor, 49 Millersdale Road, Mossley Hill, Liverpool, L18 5HG pursuant to Section 50 of the New Roads and Streetworks Act 1991, to facilitate the installation of a private manhole cover and chamber, within the public highway at Washington Parade, Bootle as detailed within the report and shown upon plan numbered DC0388 and subject to the applicant:-

 

(a)            bearing all costs associated with the proposal; and

 

(b)            indemnifying Sefton Council against all claims, disbursements and actions arising from the proposed works.

Part Of Carr House Lane Leading To Searchlight Plantation Woods And Part Of Hall Lane Adjacent To Kiln Farm, Ince Blundell - Section 116 Of The Highways Act 1980 PDF 550 KB

Report of the Planning and Economic Regeneration Director

Minutes:

The Cabinet Member considered the report of the Planning and Economic Regeneration Director seeking approval for the Legal Director, in conjunction with the Planning and Economic Regeneration Director, to make an application to the Magistrates’ Court for the stopping-up of part of Carr House Lane leading to Searchlight Plantation Woods and Part of Hall Lane adjacent to Kiln Farm, Ince Blundell, under the provisions of Section 116 of the Highways Act 1980, following an application from Mr. F. Scott and Professor E. Perkins under Section 117 of the Highways Act 1980; and indicating that a decision on this matter was required as the Cabinet Member had authority to seek such an Order from the Magistrates’ Court, and that the application would enable the area to be made secure and prevent unsocial activities as well as reducing the Highway Authority’s maintenance liability.

 

RESOLVED:

 

That consideration of this matter be deferred to enable consultations to be undertaken on the proposal with Ince Blundell Parish Council.

9.

Street Lighting Renewals Programme - Award Of Contract PDF 75 KB

Report of the Planning and Economic Regeneration Director

Minutes:

The Cabinet Member considered the report of the Planning and Economic Regeneration Director seeking approval to award contracts for the delivery of street lighting renewals work during 2009/10; and indicating that a decision on this matter was required to comply with the Contract Procedure Rules of the Constitution.

 

RESOLVED:  That

 

(1)       the two lowest tenders for the delivery of street lighting renewals work during 2009/10, received from the undermentioned contractors be approved:

 

            (i)            JMC (Building Services) Ltd, Southport;

 

            (ii)            W. T. Jenkins Ltd, Maghull; and

 

(2)       the Legal Director be authorised to prepare formal contracts with the approved contractors.
