Outreach work had increased to ensure that school pupils to continue to engage in creative programmes. It is anticipated that performance in this area will improve once maintenance work has finished.   NI032 % Repeat incidents of domestic violence   ·         It was highlighted that there has been an expected rise in referrals and calls as a result of ongoing work associated with the Domestic Abuse Reduction Strategy. In addition, incidents of domestic violence related to repeat victims and were being addressed.               RESOLVED –   (i)         That the summary of Quarter 3 performance outturn for 2010/11, be noted; and   (ii)        that the action being taken to address the areas of underperformance, be endorsed.   </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI10729"></a>29.</td> <td> Review Report: Community Empowerment <div class="mgWordPara"><div class="Section1"> To consider and agree the recommendations of the Community Empowerment Review.   Copies of the final working group report will be circulated at the meeting.   </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Committee considered the final report of the Community Empowerment Working Group which had been established to contribute to the development of a Community Empowerment Strategy and ensure that the resulting product was fit for purpose and supported the work of Members, officers and partners in the future.   The review gave the Working Group Members an opportunity to examine community empowerment in the Knowsley context through consultation feedback and evidence from a range of projects, some of which have gained national recognition.  Members were also provided with information from projects being delivered across the UK.  The Working Group identified the following five themes as being key to empowering the Knowsley community: ·         Forging a new relationship ·         Understanding the community narrative ·         Local Leadership ·         Shaping Services ·         Communication Channels RESOLVED - That the following 15 recommendations be endorsed and referred to the Council’s Cabinet for consideration:-   Theme 1 – Forging a new relationship   Recommendation 1 – A Community Empowerment Framework for Knowsley   That a Framework is developed rather than a Strategy which can be flexibly applied to delivering community empowerment to all communities in Knowsley.   Recommendation 2 – Defining Community Empowerment in Knowsley That the LSP adopt the Local Government Improvement and Development definition of Community Empowerment as the underpinning principle for Knowsley which is: Community Empowerment is about the vital role people have in shaping and improving their own areas.  At the heart of it are motivated people actively engaged in making a difference to the places that they know best.  Community Empowerment is about fostering the conditions that demonstrate to local people that making a difference is both possible and worthwhile.   Recommendation 3 – Visible Community Action That different and visible ways for people to get actively involved in their communities and solve their own problems are encouraged rather than focussing on governance as a way to engage or empower.   Recommendation 4 – Create Capacity in the Community and Frontline Workers That capacity is developed within communities to find solutions to their own problems and training and investment in frontline workers is made to enable them to harness community strengths.   Theme 2 – Understanding the Community Narrative   Recommendation 5 – Work from the Community’s Strengths That methodologies outlined in 4.2 to the report are utilised to allow community strengths and assets to be built upon to develop a sustainable approach to problem solving. It was hoped that the recommendations resulting from the review would lead to long-term behavioural change and impact positively on the levels of litter in the borough.   A Member referred to the enforcement activities to tackle dog fouling and asked if there could be increased publicity setting out details of fixed penalty notices that had been issued in a particular area. He felt that this would show local communities what action is being taken to address the issue. In response, the Service Director – Communities acknowledged the value of getting the message across to the wider-community regarding enforcement activity but highlighted the restrictions on the information that can be publicised in respect of individuals. Work was ongoing to increase community awareness of the outcomes of enforcement activities.               RESOLVED –               (i)         That the progress to date on the implementation of the                                   recommendations of the Working Group be endorsed; and   (ii)        that a further report be submitted to the Committee in 6 months time setting out the impact of the Working Group’s recommendations.   </div> </div> </td> </tr> <tr> <td class="mgItemNumberCell"><a name="AI10731"></a>31.</td> <td> <a href="mgConvert2PDF.aspx?ID=12317" title="Link to document 'In-meeting Review: The Preliminary Flood Risk Assessment Report' pdf file" class="mgAiTitleLnk">In-meeting Review: The Preliminary Flood Risk Assessment Report <img src="mgimages/logo-pdf-1.gif" height="10" alt="pdf icon" width="10" /> PDF 95 KB </a> <div class="mgWordPara"><div class="Section1"> To conduct an in-meeting review to consider the development of the Preliminary Flood Risk Assessment Report.   </div> </div> Minutes: <div class="mgWordPara"><div class="Section1"> The Committee considered a report which gave Members the opportunity to undertake an in-meeting review of past and future flood maps that will be used for reporting to the European Commission (EC) and also form the basis of Knowsley’s Local Flood Risk Management Strategy.   The report indicated that the purpose of the Preliminary Flood Risk Assessment (PFRA) is to record and review past flooding and potential future flooding caused by surface water (rain runoff), groundwater (water table levels) and ordinary watercourses. It is being prepared to enable the Council to meet its duty to deliver the requirements of the Flood Risk Regulations 2009. A Plan showing the areas that have been identified to be at risk of flooding was displayed at the meeting. In order for Members to have an opportunity to consider the information contained on the Plan, it was requested that the Committee be sent an electronic version for their consideration.   A Member pointed out that a significant change in the PRFA Regulations was that individual developers would no longer have an automatic right to connect their development into the wider drainage system. He pointed out that such action would need to be approved. In this respect, the report set out:-   ·         A chronology and explanation of previous drug strategies; ·         An outline of the 2010 strategy; and ·         What the new strategy means for Knowsley and what has been done so far.   During the consideration of the item, the following comments were made by Members:-   1.         With reference to the change from a ‘treatment’ to a ‘recovery’ model, clarification was sought on the access to such services. It was reported that there would be a single point of assessment with referrals from GP, other agencies or self referral. The aim of the recovery model would be for individuals to reach a drug-free life.   2.         A Member pointed out that current drug treatment services were often limited to the dispensing of methadone. She asked if the new approach would be different.
