Opposition Debate <div class="mgWordPara"> <div class="WordSection1"> In accordance with Procedure Rule No 13, to consider the following Opposition Debate: Â â€œWe propose that the Council should consider how aÂ successful balance between localism and district and national planning policy can be achieved in order to provideÂ a workableÂ planning policy for Wychavon while allowingÂ local people a more meaningful input regarding their neighbourhoods.Â However it may be that villages have already expressed their views through Parish Plans and Village Design Statements which have been adopted by Wychavon D C as Local Information Sources. While the Localism Bill will prescribe the nature of Neighbourhood Plans, Wychavon D C should make every effort to integrate new Neighbourhood Plans with existing Parish Plans and Village Design Statements with minimum duplication of effort.â€* Â The Council procedure rule requires that the debate lasts a maximum of 30 minutes.Â The Chairman has discretion as to how the debate is handled and when it is to be closed.Â At the conclusion of the debate the Council may, if it considers it necessary, resolve to: Â Â·Â Â Â Â Â Â Â Â Â Â Â Â Â Refer the matter to Executive Board or a committee for consideration and report back; Â·Â Â Â Â Â Â Â Â Â Â Â Â Â Refer points made to another organisation or individual for consideration and action. But the Council does not have to make a resolution and may simply note the points raised. Â Background information to this item is set out below: Â "To inform the national planning policy framework (NPPF) the Minister for Decentralisation and Planning commissioned a review of planning policy designed to consolidate all planning policy statements, circulars and guidance documents. Â As part of this review, an advisory group of practitioners was set up.Â The group published a draft NPPF in May that aims to promote increased levels of development whilst protecting and enhancing the environment.Â The report is intended to be a useful contribution to the debate regarding reforming and simplifying national planning policy. Â Local plans, consistent with the objectives, principles and policies to be set out in the NPPF are seen as central to the development process , and the report specifies their possible purpose and scope.Â It is less specific on the role of Neighbourhood Plans which will be designed to give communities direct power to plan the areas in which they live. The plans can be used by parishes and neighbourhood forums to: <ul> <li class="MsoNormal"> develop a shared vision for their neighbourhood; </li> <li class="MsoNormal"> set planning policies for the development of land; </li> <li class="MsoNormal"> give planning permission through Neighbourhood Development Orders. </li> </ul> The report comments that "this provides a powerful set of tools for local people to ensure that they get the right types of development for their community.
