Andy Hull, Director of Stakeholder Engagement-Liverpool PCT; Yvonne Nugent, Head of Stakeholder Engagement-Liverpool PCT; Richard Glen, Project Director-Alder Hey; and Dr Steve Ryan, Medical Director-Alder Hey, were at hand to give verbal updates and answer any questions by Members.   Following Members questions, further discussion took place in regards to: <ul> <li class="MsoNormal">Methods used in the consultation process to ensure it was comprehensive and reached all communities.</li> <li class="MsoNormal">How the outreach work by Alder Hey would develop in the future, which was being piloted in Knowsley, and if successful, would be rolled out in Liverpool and Sefton – the Committee requested a bi-annual update on the progress of this outreach work.</li> <li class="MsoNormal">Any outreach work would be accessible, child-friendly and coherent with other organisations such as the PCTs, educational establishments and social care.</li> <li class="MsoNormal">‘Private Finance Initiative (PFI) used as it was a process for procurement used in the NHS, which also enabled projects to be monitored.</li> <li class="MsoNormal">Ethos behind ‘a greener travel ethos’ being promoted and the provision to provide fitness and recreation opportunities on the new site. Fin McNicol, Director of Communications was also present to give a verbal update answer any questions by Members on the following issues:   (A)  Emergency Care There pressure has continued on Aintree Hospital’s emergency services Work has continued with local primary care trusts and social services to ensure that patients who are admitted are discharged as smoothly as possible.   The Strategic Health Authority inspection team commended Aintree staff for their ‘excellent’ use of information in understanding, planning and forecasting patient flows relating to the four-hour A&E performance standard.   (B)  Progress on Infection Prevention and Control A range of measures introduced over the winter helped Aintree Hospital significantly reduce the number of C.diff cases. This included opening an isolation ward, additional hand-washing facilities and restrictions on antibiotics, and working in collaboration with local primary care trusts, the Health Protection Agency and the Department of Health.   (C) Palliative Care Transfer The hospital’s palliative care unit at Aintree Hospital was transferred from the site to the purpose-built Woodlands Hospice inpatients centre on 6th June 2009, which was still based in the grounds of the hospital and run by a separate charity.   (D) Flu pandemic preparations The hospital were preparing for a potential flu pandemic by working with local primary care trusts, local authorities and Members of the Local Resilience Forum.   (E)  Capital Developments The hospital’s Elective Care Centre was due for completion in summer 2010 and now linked to the main hospital building by a walkway. Services would be transferred from Walton Hospital, including day surgery. The building would hold the hospital’s endoscopy unit, which would help align day case and diagnostic services and free up space for patients in the main hospital site. One theatre would remain within the main hospital building for emergency endoscopy.   Planning permission had been granted for a 1,250 space multi-storey car-park at the hospital site.   (F)  Regional recognition for high-tech patient project The North West regional finals of the Health and Social Care wards 2009, highly commended an IT project designed to help patients during consultation. The Head and Neck Team of the Maxillofacial Unit developed the Patient Concerns Inventory scheme was developed by the Head and Neck Team of the Maxillofacial Unit.   (G) Stroke Unit Aintree Hospital’s Stroke Unit hosted a visit by senior clinicians from Slovakia to discuss best practice. This unit was the only one in Merseyside and Cheshire to offer clot-busting treatment (thrombolysis) to patients on a 24/7 basis and was introduced six months ago.   The hospital had also introduced Monday-Friday one-stop clinics, so patients who have had minor strokes or Transient Cerebral Ischaemic Attacks (TIAs) could be assessed, undergo immediate treatment and commence their treatment.   (H)  Recruitment success Twenty-seven registered nurses and nursing assistant posts in the Accident and Emergency Department and the Medical Assessment Unit were being recruited to. More than two hundred people attended this special recruitment day organised by Aintree Hospital.   (I)      Active Workforce Aintree Hospital had joined the Active Workforce programme, which was run by Sefton Council’s Leisure Services Department.  The initiative was well received by staff and seventy-nine staff had now joined the scheme.   (J)   Sickness rates drop Aintree Hospital had seen a drop in staff sickness rates by 4.12% in March 2009, which was a significant improvement from the previous three years. This improvement equated to an additional whole time equivalent staff per month in 2008-09.   (K)  International Nurses Day Aintree Hospital’s Volunteers Service arranged a series of events to mark International Nurses Day on 12th May, the anniversary of the birth of Florence Nightingale.   (L)   Trust supports National Volunteers Strategy The Departmental Head of Aintree Hospital’s Volunteer Service, Terry Owen, was invited to join a Department of Health Reference Group, to help develop a national strategy on volunteering in health and social care.   Members were apprised of further information, following their questions, which included:   ·        The Chief Executive would ensure that parking fees for the new multi-storey car park would remain affordable and they had no complaints on the present parking fees charged by their trust. ·        Angioplastic treatment following a heart attack was said to be very low – Paul Acres, the Chairman from NHS Sefton would determine the answer to this and respond at the next meeting.   RESOLVED: That   (1)   Aintree Hospital be thanked for the report;   (2)   The report be noted:   (3)   Aintree Hospital’s actions against recommendations and proposals contained in the report, be monitored as appropriate;   (4)   Paul Acres, Chairman of NHS Sefton to feedback a response on the angioplastic treatment levels in Sefton following a heart attack. </div> </div> <a name="AI6614"></a>15. <a href="http://modgov.sefton.gov.uk/moderngov/mgConvert2PDF.asp?ID=5503" title="Link to document 'NHS Sefton Update' pdf file" class="external">NHS Sefton Update</a> PDF 69 KB <div class="mgWordPara"><div class="Section1"> Report of the Chief Executive </div> </div>Additional documents: <ul class="mgBulletList"> <li> <a href="http://modgov.sefton.gov.uk/moderngov/mgConvert2PDF.asp?ID=5504" class="external" title="Link to document 'Item 6 - 2of2 NHS Sefton update' pdf file">Item 6 - 2of2 NHS Sefton update, item15.</a> PDF 134 KB </li> </ul> Minutes:<div class="mgWordPara"><div class="Section1"> The Committee considered the report of the Chief Executive, NHS Sefton detailing current issues impacting on healthcare provision in Sefton, which included the following:   (A)  Non Executive Director appointed Chartered management Accountant, Simran Soin, had been appointed as a Non Executive Director (NED) and replaced Rob Gray. Simran would officially commence the role on 1 July 2009 and would join the six other NEDs on the Board.   (B)  Swine Flu (A/H1N1) Update On 11 June, the World Health Organisation (WHO) declared Phase 6 of its pandemic alert system, which reflected its geographical spread, not its severity.   Preparations in Sefton were well advanced, and reported cases so far had been mild and made a rapid and full recovery.   (C)Find out about Alder Hey’s Plans A lunchtime information session was being held on 8 July, in Formby regarding plans for the future of Alder Hey Hospital and chaired by the Chief Executive of NHS Sefton. This was just one of a number of consultation events that were taking place across Merseyside.   (D)Auditors give their opinion about our accounts for 2008-2009 The external auditors had given an unqualified opinion to NHS Sefton regarding their financial accounts for 2008-09. A surplus of £287,000 had been achieved, their capital budget had been spent and their Provider Services had broken even on their own contracts.   (E)  National advisory role for Graham The Head of Medicines Management, Graham Pimblett, would be helping to ensure the continued quality of GP services across the country, as he had been appointed to the new and independent Primary Care Quality and Outcomes Framework Indicator Advisory Committee, which was established by the National Institute of Clinical Excellence (NICE).   (F)  Acclaim for choice campaign The recent road show that promoted people’s rights to choose where and when they were treated had been short-listed for an award in the National NHS Choice’s Award.   Following Members questions, further discussion took place regarding:   <ul> <li class="MsoNormal">The Children’s Walk-in Centre and Members request to receive an update on this</li> <li class="MsoNormal">Proposed redevelopments at Maghull Health Centre.</li> <li class="MsoNormal">The removal of clinics, such as asthma and epilepsy had moved location from Southport Hospital to the Ormskirk Hospital site.</li> </ul>   RESOLVED That:   (1)   NHS Sefton be thanked for the report;   (2)   the report be noted;   (3)   the Committee be updated of the progress of the Children’s Walk-In Centre at a future meeting;   (4)   the Committee be updated on redevelopments at Maghull Health Centre at a future meeting;   (5)   the Committee be updated on the move of clinics from Southport Hospital to the Ormskirk Hospital site; and   (6)   NHS Sefton’s actions against recommendations and proposals contained in the report, be monitored as appropriate. </div> </div> <a name="AI6819"></a>16. <a href="http://modgov.sefton.gov.uk/moderngov/mgConvert2PDF.asp?ID=5505" title="Link to document 'Private Sector Housing Assistance Policy' pdf file" class="external">Private Sector Housing Assistance Policy</a> PDF 78 KB <div class="mgWordPara"><div class="Section1"> Report of the Housing Market Renewal Director and the Strategic Director (Health and Social Care) </div> </div>Additional documents: <ul class="mgBulletList"> <li> <a href="http://modgov.sefton.gov.uk/moderngov/mgConvert2PDF.asp?ID=5506" class="external" title="Link to document 'Item 7 - 2of2 Private Sector Housing Assistance Policy 2' pdf file">Item 7 - 2of2 Private Sector Housing Assistance Policy 2, item16.</a> PDF 143 KB </li> </ul> Minutes:<div class="mgWordPara"><div class="Section1"> Further to Minute No. 8 of the meeting of the Cabinet Member – Health and Social Care of 24 June 2009, the Committee considered the joint report of the Housing Market Renewal Director and the Strategic Director of Health and Social Care. The report sought approval of the proposed changes to the Private Sector Housing Assistance policy, which governed the way the Council provided financial assistance to homeowners, and would enable the policy to continue with updated provisions that reflected a more effective and efficient targeting of available resources. The Committee was advised of its right to pre-scrutinise any Key Decision that fell under its remit.   A work programme session had been held during the afternoon of 30 June 2009, for Members of this Committee to consider possible items for the work programme for this Committee. A ‘dementia’ Working Group was stipulated as potential working group from a list of potential topics reviewed by Members.   The Chair suggested that the Finance Director should be involved at the scoping stage of all working groups, to ensure that financial impacts on outcomes were recognised at an early stage.   The report also indicated that site visits to the Liverpool women’s Hospital, Aintree University Hospitals N.H.S. Foundation Trust and the Hesketh Centre, were currently in the process of being organised.   RESOLVED:            That   (1)   the contents of the Forward Plans for the period 1 June to 30 September 2009 and 1 July to 31 October 2009, be noted;   (2)   progress in relation to the Committee’s Work Programme and Working Groups be recognised and supported; and   (3)   the site visits be noted.   </div> </div> <a name="AI7490"></a>18.
