\nThe Board\nconsidered a report on performance information for services\ncontained within the Wellbeing Theme.
\n\u00a0
\nMembers were\nadvised that there were 140 performance indicators across the\nWellbeing theme and, where updates were available since the\nBoard\u2019s last meeting, 35 indicators had shown an improvement\nand three measures had continued to report at 100%.\u00a0 However, the report focussed on\nthose areas which were not on target or against which performance\nwas dropping.\u00a0 In this\nrespect, it was indicated that there were 11 areas of\nunderperformance.\u00a0 The\nreport indicated the reason for the underperformance and what was\nbeing done to improve performance in respect of each indicator.

The\nreport indicated the reason for the underperformance and what was\nbeing done to improve performance in respect of each indicator. \n\n The following\ncomments and questions were raised:- \n\n \n\n(1) \nIt was noted that levels of obesity had increased for children in\nYear 6, but how was obesity measured? \n\n Members were\nadvised that the measurement was not a specific number of\nkilograms. Instead, it\ndepended on the relationship between the child’s height and\nweight (Body Mass Index) as compared against such calculations\nacross the whole child population. \n\n \n\n(2) \nEducation, culture and the nature of family life were key factors\naffecting levels of obesity and the achievement of the relevant\ntargets. In this\nrespect there was a clear challenge for parents in changing their\nchildren’s lifestyles. \n\n \n\n(3) \nIf being a few pounds above ‘normal’ weight meant that\nchildren were classed as obese then it was inevitable that the\nfigures would be high. \n\n Members were\nadvised that the perception of ‘normal’ weight had\nchanged significantly and re-educating people was part of the\nchallenge. \n\n RESOLVED –\nThat the action being taken to address the areas of\nunderperformance be endorsed. \n\n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t In-Meeting Review - Transition into Adulthood for Young People with Learning Disabilities \n \nTo provide Members with the opportunity to\nexamine how the transition of children with disabilities can be\nmanaged effectively and improved in the future. \nMinutes: \n\n \nThe Board conducted\nan in-meeting review on the current issues facing young people with\nlearning disabilities aged 14-25 during their transition into\nadulthood. In this\nrespect, the Board received a presentation which set out:- \n\n \n\n· \nWhat was meant by transition? \n\n\n· \nThe current picture in Knowsley; \n\n\n· \nThe difficulties with transition; \n\n\n· \nThe outcomes from transition; and \n\n\n· \nRecent and future developments. \n\n Board Members were\nasked to identify the key actions required to reduce the gaps in\nknowsley and its partner agencies, and it was hoped that the\noutcome of the review would assist in improving the transition\nexperience for young people with a learning disability. \n\n The following\ncomments and questions were raised:- \n\n \n\n(1) \nTransition difficulties for young people with learning disabilities\ncould stem from parents being over-protective. \n\n \n\n\n(2) \nThere was a need to create more family support for parents and to\nprovide it from an earlier point in their child’s life. \n\n \n\n(3) \nIt was disappointing to note that 40 out the 48 children who had\nleft the Elms and Springfield schools in the last five years were\ncurrently NEET, i.e. not in education, employment and training. \n\n \n\n\n(4) \nThere should be more than one care provider in Knowsley who could\nwork across children and adults. \n\n \n\n(5) \nVery few young children with learning disabilities who went to\ncollege, either local or specialist, ended up with paid\njobs. In this respect,\nit was recognised that more work needed to be done with\nemployers. \n\n Members were\nadvised that the families of the 40 young children who had left the\nElms and Springfield Schools in the last five years who were\ncurrently NEET were being contacted to find out about why they were\nstill NEET and the problems they had encountered. This would provide a clearer\nunderstanding of the individual issues that families were facing\nduring the transition process. \n\n \n\n(6) \nGiven that most young people who left special education were unable\nto use public transport, and that this was a major barrier to\nemployment education and training, it was proposed that independent\ntravel training within schools should be enhanced. The training could be as simple as\nteaching the young people how to use the bus or follow bus\nroutes. \n\n \n\n(7) \nRemploy were currently offering an incentive of £2K per\nperson for employers to take on disabled people. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the following proposed actions to bring about improvements to\nthe transition arrangements in Knowsley, be endorsed:- \n\n \n\n\n· \nthe number of agencies able to work with both children and adult\nservices in Knowsley be increased; \n\n\n· \nthe provision of independent travel training within schools as part\nof their curriculum be enhanced; \n\n\n· \nin line with the recommendations from the SEN Green Paper and the\nprogress of the pathfinder authorities, planning be commenced for a\nsingle assessment for young people with a learning disability aged\n14-25; \n\n\n· \nthe development of a dedicated, multi-agency transition team be\nexplored; \n\n\n· \nthe development of new progression opportunities with Knowsley\nCollege and Activ8 Arts be supported for young people\n ... \nview the full minutes text for item 41. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Improving Emotional Health and Wellbeing for Children and Young People \n \nTo examine the current system for assessing\nneed and seek Members input on where it might be improved. \nMinutes: \n\n \nThe Board\nconsidered a report which sought Members’ views on the\ndevelopment of a new service model for targeted (Tier 2) Child and\nAdolescent Mental Health Services (CAMHS) in Knowsley. \n\n Members were\nadvised that the new Tier 2 CAMHS model built on the strengths of\nthe current Tier 2 system, but was more cohesive and\nco-ordinated. It\nprovided for training and consultation to universal services and\ninterventions to support promotion, early intervention and\nprevention of mental ill health. The model was the first step in a\njourney to change the way in which comprehensive CAMHS services\nwere delivered to support the emotional wellbeing of children and\nyoung people in Knowsley. \n\n The following\ncomments and questions were raised:- \n\n \n\n(1) \nIn order to sustain the New Tier 2 CAMHS Service Model the Council\nwould need to work with schools and other partners to develop an\nappropriate charging model. It was proposed that this would be\nan internal model with partner agencies to ensure that it was\nsustainable. \n\n \n\n(2) \nWho would pay the cost for a child from another authority’s\narea? \n\n Members were\nadvised that the placing authority would be responsible for the\ncosts. A reciprocal\narrangement had been agreed with other North West authorities\nwhereby a fixed tariff would be charged. \n\n \n\n(3) \nHow would the model be tested? \n\n Members were\nadvised that a number of outcomes and targets would be developed\nwhich could be monitored. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the new service model be endorsed; and \n\n \n\n\n(ii) \nthat a progress update on the\ndevelopment of the new model be brought back to the Board in 12\nmonths time. \n\n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t Draft Strategic Framework for Vulnerable Adults - A Whole System Approach to Need \n \nTo consider the Strategic Framework for\nVulnerable Adults. \nAdditional documents: \n\t\t\t\t\t\n
Minutes: \n\n \nThe Board\nconsidered the draft Strategic Framework for Vulnerable Adults\nbased on a whole system approach to need. \n\n Members were\nadvised that the life chances of Knowsley’s most vulnerable residents was a\nkey strategic priority for the Council. The Vulnerable Adults Framework\nintroduced the Council’s model for making services to\nvulnerable people more personalised, more preventative and more\nfocused on delivering the best outcomes for those who used\nthem. The framework\naimed to improve their quality of life while meeting the challenge\nof an ever increasing demand for care in the current economic\ncontext. Whilst it was\nrecognised that the strategy did not as yet contain all the answers\nto the challenges facing vulnerable adults, it was starting to ask\nthe right questions about the nature of the ageing society to\ncome. More importantly,\nit acknowledged that a new type of partnership between public\nservices, communities and individuals was central to future\nsuccess. A copy of the\ndraft framework was attached at Appendix 1 to the report. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the Vulnerable Adults Strategic Framework be endorsed; and \n\n \n\n(ii) \na final version of the Vulnerable Adults Strategic Framework be\nreferred to Cabinet for consideration. \n\n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t A Review of Partnership Working in Personal Debt Support for Residents \n \nTo consider the final report of the working\ngroup established to examine the above issue. \nMinutes: \n\n \nThe Board\nconsidered the findings and recommendations of the Partnership\nWorking in Personal Debt Support for Residents Working Group, which\nhad been chaired by Councillor Andy Moorhead, Lead Scrutiny Member\nfor the Policy and Resources Scrutiny Theme. \n\n Councillor Moorhead\nreported that the working group had been able to look at how\neffective current partnership activity was in tackling the issue of\npersonal debt, both strategically and operationally, and in doing\nso the group had gained an understanding of the availability of\nboth affordable and high cost credit in the Borough and how this\nimpacted on problem debt. It was recognised that problem\ndebt could have terrible consequences for individuals, their\nfamilies, the people around them and indeed the wider\ncommunity. In this\nrespect, the working group felt that it was important that its\nrecommendations made a real contribution to tackle the problem and\ntherefore its recommendations had included:- \n\n \n\n· \nMeasures to promote the availability of affordable credit to local\nresidents and discourage their use of high cost credit; \n\n\n· \nengaging the banking sector in financial inclusion work; \n\n\n· \nreviewing the existing Financial Inclusion Strategy and the means\nby which it was delivered at an operational level through\npartnership activity; \n\n\n· \ncontinuing to develop a City region approach to financial inclusion\nand problem debt; and \n\n\n· \nraising awareness of the issues of\nproblem debt and financial exclusion and the means by which it\ncould be tackled through an effective communications campaign. \n\n A Member indicated\nthat issues relating to personal debt and financial support should\nbe incorporated into the school curriculum to educate young people\nabout them at an early stage. In this respect, the Board was\nadvised that the working group had recommended that representation\nfrom Knowsley Schools be added to the Financial Inclusion\nForum. In addition, the\nBoard was informed that the Council was supporting the provision of\na ‘Money Matters’ resource within all Knowsley Centres\nfor Learning which would provide financial capability education to\nall secondary school age children. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the following recommendations of the working group be endorsed\nand referred to the Cabinet for approval:- \n\n \nHigh Cost and Affordable Credit \n\n Recommendation\n1 \n\n That the Council\nand its partners continue to promote the services of local credit\nunions as a source of affordable credit including information about\ncredit union developments to ensure that residents are informed as\nto how these may change the way that services are provided. \n\n Recommendation\n2 \n\n That the Council and its partners continue to work with\nlocal credit unions to develop ‘universal’ service\nprovision across Knowsley. \n\n Recommendation\n3 \n\n That measures be put in place to ensure that high\ncost credit providers do not advertise in Council premises. \n\n Recommendation\n4 \n\n That the Council\nand its partners continue to support the work of the Illegal Money\nLending Team (IMLT) by: \n\n (a) Raising awareness within our\ncommunities of the work of the IMLT, thereby encouraging residents\nto provide intelligence about loan shark activity; and \n\n (b) Facilitating training for\nappropriate staff on how to spot the ... \nview the full minutes text for item 44. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t The Importance of the Early Detection of Cancer in Knowsley \n \nTo consider the final report of the working\ngroup established to examine the above issue. \nMinutes: \n\n \nThe Board\nconsidered the findings and recommendations of the Early Detection\nof Cancer Working Group, which had been chaired by Councillor Bob\nSwann, Lead Scrutiny Member for the Wellbeing Scrutiny Theme. \n\n Councillor Swann\nreported that the working group had been made aware that cancer\naccounted for approximately one third of all deaths in Knowsley and\nhad recognised that late diagnosis was one of the main contributing\nfactors, rather than inadequacies in treatment or high\nincidence. The group\nnoted that low public awareness and fatalistic attitudes about\nprevention and treatment could lead to late presentations to GPs\nand hospitals and had therefore developed a series of\nrecommendations which aimed to promote the importance of early\ndetection. The\nrecommendations had included:- \n\n \n\n· \nContinuing the work of the Cancer Awareness and Early Detection\nproject and the iVan; \n\n\n· \nGreater collaboration with partners in primary care; \n\n\n· \nHealth promotion in schools; and \n\n\n· \nEvaluation of the recent lung cancer trial. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the following recommendations of the working group be endorsed\nand referred to the Cabinet for approval:- \n\n \n1. \nGeneral \n\n \n\n· \nThat early\ndetection and screening messages should be consistent and sustained\nover long periods of time. \n\n \n\n· \nThat a\nfeasibility study should be undertaken to assess whether early\ndetection and screening messages could be incorporated into\nexisting frontline health and social care staff education and\ntraining programmes. \n\n \n2.\n \nContinue the work of the ‘Cancer Awareness and Early\nDetection’ Project \n\n \n\n· \nThat the\n‘Cancer Awareness and Early Detection’ Project, which\nhas trialled several health promotion initiatives over the last\nyear, should continue for a further year in order to\nevaluate the impact of these initiatives. \n\n \n\n\n· \nThat the\nCouncil and partners should capitalise on national campaigns such\nas ‘Movember’ by engaging\nwith local shops and businesses to distribute awareness-raising\nmaterials. \n\n \n3.\n \nContinue the work of the iVan with long-term funding \n\n \n\n· \nThat\nconsideration be given to continue\nfunding of the iVan, which has the\nability to target hard to reach groups and has embedded well into\nlocal culture. \n\n \n4.\n \nCommunity engagement \n\n \n\n· \nThat the\nbenefits of a community engagement approach should be acknowledged\nand capitalised on. \nCancer survivors could be used, as part of a local campaign, to\nencourage word of mouth spread to address the fatalistic attitudes\ntowards cancer. \n\n \n5.\n \nInvolvement of primary care \n\n \n\n· \nThat\nfurther consideration should be given to the use of TV screens to\ndisseminate cancer awareness and early detection messages within GP\nwaiting rooms. \n\n \n\n· \nThat the Council and partners should use Personal Medical Services\n(PMS) contractual incentives to encourage the uptake of\nscreening. \n\n \n\n· \nThat PMS\nGP Practices should be encouraged to consider the early detection\nof cancer in their action plans. \n\n \n6.\n \nHealth promotion in secondary education \n\n \n\n· \nThat partnership working with schools and the school health\nserviceshould be undertaken\nto deliver information to pupils (and indirectly filtered back to\nfamilies) about the early detection of cancer. \n\n \n\n· \nThat a feasibility study be undertaken to determine whether\ninformation packs could ... \nview the full minutes text for item 45. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\n\t\t\t\t\t A Review of Council-owned Shopping Parades \n \nTo consider the final report of the working\ngroup established to examine the above issue. \nMinutes: \n\n \nThe Board\nconsidered the findings and recommendations of the Review of\nCouncil-owned Shopping Parades Working Group, which had been\nchaired by Councillor Diane Reid, Lead Scrutiny Member for the\nNeighbourhoods Scrutiny Theme. \n\n It was reported\nthat the working group had been able to gain an understanding not\nonly of the make up of shopping parades within the Borough, but\nalso whether there were any viable alternative management\napproaches that could be adopted for those in the Council’s\nownership. The group\nhad received evidence from a number of different perspectives from\nofficers within the Council and PCT in terms of the impact that\nsuch shopping parades had on the environment and local residents in\nterms of health and crime. The group recognised the important\nrole that shopping parades played in the local communities and felt\nthat it was vital that it explored ways of ensuring that the\npositive contribution that parades made could be maximised and any\nnegative impact minimised. In this respect, a number of\nrecommendations had been made which included:- \n\n \n\n· \nThe Council retaining the ownership of the relevant shopping\nparades alongside the introduction of a repairs and maintenance\nprogramme; \n\n\n· \nThe introduction of a formal policy for the management of the\nCouncil’s shopping parades which aimed to ensure a balance of\nbusinesses which contributed favourably to the community’s\nhealth and wellbeing; and \n\n\n· \nA number of other proposals which aimed to promote improved\nshopping parades across the Borough. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the following recommendations of the working group be endorsed\nand referred to the Cabinet for approval:- \n\n \nStrategy Approach – moving forward \n\n Recommendation 1\n– The council should retain ownership, and continue to manage\nits Shopping Parade portfolio for the reasons set out within the\nreport. \n\n Recommendation 2\n– A detailed review should be undertaken of each shopping\nparade to assess its contribution towards the local community that\nit serves with a view to developing a repairs and maintenance\nprogramme incorporating any necessary physical improvements. \n\n \nDeveloping a Policy \n\n Recommendation 3\n– The council should introduce a formal policy for the\nmanagement of the council owned shopping parades. \n\n Recommendation 4\n– The management policy should aim to influence the type of\nbusinesses that operate in the council’s shopping parades,\nincluding a complete ban on any new off-licences and betting shops\nand limitations on the number of fast food takeaways. \n\n Recommendation 5\n– The council should seek to retain, attract and encourage\ncertain traditional businesses, particularly where they provide\nhealthy products, such as butchers and green grocers, through for\nexample the introduction of financial or other incentives. \n\n Recommendation 6\n– The council should seek to minimise the negative\nenvironmental and health impacts of the shopping parades, through\nthe range of initiatives available to it as landlord, including for\nexample, introducing service charges where applicable and promoting\nresponsible retailer schemes. \n\n \nWider Issues applying to all shopping parades \n\n Recommendation 7\n– The Borough Treasurer should be requested to contact all\nlocal retailers to ensure that they are taking advantage of any\n ... \nview the full minutes text for item 46. \n | \n\t\t
| \n\t\t\t\t\n\t\t | \t\t\t\n\t\t\t\t\t Lead Member Updates \n\n \nTo consider verbal updates\non recent scrutiny activity from each of the Scrutiny Lead\nMembers. \nMinutes: \n\n \nThe Board received\na verbal update from the Lead Scrutiny Members on the following key\nareas of activity:- \n\n Neighbourhoods\nTheme \n\n \n\n· \nThe Theme’s third review of the year looking at Volunteering\nLevels in the Borough was ongoing. The working group’s wrap-up\nmeeting was scheduled for late February and a final review report\nwould be submitted to the Board’s next meeting. \n\n \n\n\n· \nThe recommendations from the Theme’s first review had been\nsubmitted to Cabinet on 18th January 2012. The recommendations had been\npositively received and a commitment had been made by Cabinet to\nensure their implementation. \n\n \n\n\n· \nThe Theme’s second review looking at Council-Owned Shopping\nParades would be submitted to Cabinet in March. \n\n Wellbeing Theme \n\n \n\n· \nThe Theme’s third review looking at the Health and Social\nCare Bill was ongoing. \nThe working group was considering the implications of the new\nhealth arrangements on the Council and its partners and had already\nreviewed the role of Healthwatch and\nthe Health and Wellbeing Board. \n\n \n\n\n· \nThe findings of the Theme’s Fit for Work review had been\nsubmitted to Cabinet on 18th January 2012 and the\nrecommendations had been positively received. \n\n Policy and\nResources Theme \n\n \n\n· \nThe Theme’s second review looking at aspects of the Localism\nAct was ongoing. The\nworking group had considered the requirement to keep a register of\n‘Assets of Community Value’ and the ‘Community\nRight to Challenge’. The final review report would be\nsubmitted to the Board’s next meeting. \n\n \n\n\n· \nThe Theme’s previous review into how partnership working\ncould improve support for those facing up to personal debt would be\nsubmitted to Cabinet in March. \n\n Chairman’s\nUpdate \n\n \n\n· \nThe Chairman reported that he had been involved in two recent\nconsultations about local health services. The first had related to a\nproposal to reduce the number of hospitals providing specialist\nvascular treatment to two main hospitals across Merseyside and\nCheshire. It had been\nagreed that the change was a ‘substantial variation’\nand that a joint agreement should be entered into with Sefton Council to consider the proposals in more\ndetail. A joint meeting\nhad been scheduled for 8th February 2012. \n\n \n\n· \nThe second consultation had related to a proposal to transfer the\nstatic breast screening unit from Liverpool Women’s Hospital\nto Broadgreen Hospital. It had been agreed that this\nchange was not a substantial variation due to the small number of\nKnowsley residents affected. However, it had also been agreed\nthat information on the outcome of a consultation with residents be\nreceived so that reassurance could be provided that this would not\nadversely affect local people. \n\n \n\n· \nOver the next few months further proposals would be considered\nregarding changes to mental health services and cancer\nservices. \n\n \n\n· \nThere had been engagement with Knowsley Integrated Provider\nServices regarding the development of their Quality Account (Annual\nReport). Minutes: \n\n \nThe Board\nconsidered an update report on previously completed scrutiny\nreviews. \n\n Members were\nadvised that monitoring the impact and implementation of previously\ncompleted reviews was an important aspect of scrutiny activity to\nensure that Cabinet’s decisions on scrutiny review\nrecommendations were being followed through\nappropriately. In this\nrespect, it was reported that six review updates had been reported\nto the relevant Portfolio holders since the Board’s previous\nmeeting and a summary of the progress updates was attached at\nAppendix A to the report. \n\n RESOLVED\n– \n\n \n\n(i) \nThat the progress to date on previously completed reviews be noted;\nand \n\n \n\n\n(ii) \nthat the future monitoring arrangements\noutlined for each review be noted. \n\n | \n\t\t
