The Sub-Committee considered,
i) a report by the Licensing Officer, Barry Lonsdale, (Reference 10/679) on this matter, and
ii) evidence and submissions from Lee Cappleman.
RESOLVED that the Licence be Granted.
Members’ Reasons
The Sub-Committee believes that the medical evidence presented by Mr Cappleman warrants the exercise of a discretion to not apply the strict requirement of Paragraph 5 of Appendix A of the SBC Taxi & Private Hire Policy and allows the Sub Committee to find, on the balance of probabilities, that Mr Cappleman is a fit & proper person to hold a Licence, and that this decision will not compromise the underlying Licensing Objective to protect the public.
