The application before the Sub Committee sought a new premises licence to permit: · Supply of alcohol from 10:30 to 21:30 Monday to Sunday The following people addressed the Sub-Committee: Licensing Officer: Ms Carol Jones Applicant: Simon Baile on behalf of Ex Cellar Ltd. Written objections included: · Increase in traffic. · Increase in illegal parking · Potential increase in crime Ms Carol Jones, Licensing Officer, outlined the application and stated that the applicant had applied for a new licence to permit the sale of retail alcohol for consumption off the premises from 10:30 until 21:30 Monday to Sunday. All responsible authorities had been notified of the application with Trading Standards having agreed conditions wit h the applicant. It was noted that 222 residents were consulted in total. The applicant stated that his franchise was a quality wine merchant and there were several branches in existence including one in Paris. The general concept of the organisation was to sell wine which would be suitable to drink with food. Staff were highly trained and there had never been any problems with underage drinking and no issue that went deeper than refusal to sell products. The Ex Wine Cellar also complies to all CCTV regulations. The demographic of the store consisted of patrons in their late twenties and upwards and were generally long term customers. The Ex Wine Cellar does not sell cheap alcohol and generally attracts high-class customers. The customers for the Ex Wine Cellar have usually gone home by 8pm and the store was not expecting a high footfall. It was noted that there were deliveries done by vans but these did not occur very often. Having considered the written representations, heard the oral representations from the Applicant and having regard to the Councils Licensing Policy, Secretary of State’s Guidance and the licensing objectives, in particular ensuring that the prevention of Public Nuisance and Crime and Disorder licensing objectives are met, the Sub-Committee RESOLVED to grant the application and noted the conditions agreed by the Applicant and Trading Standards (set out below) · The sale by retail of alcohol for consumption off the premises from 10:30am until 21:30 Monday to Sunday. Conditions agreed by Trading Standards 1. The age at which the age verification policy required by the mandatory condition is set, shall be 25 years of age. A ‘Challenge 25’ proof of age policy shall be operated at the premises at all times. All checkout/till/serving staff shall check proof of age documents of all persons who appear to be under 25 years old. This check shall be made by examining either a passport, photographic driving licence, a PASS approved proof of age card or other appropriate card with a photo and holographic mark. No other form of identification shall be accepted. 2.
