Councillor Lee announced that the Council’s proposed budget
for 2009/10 was now out for public consultation and he was looking
forward to receiving the views and comments of the
public.<span> </span> There had been
good press coverage including an item on BBC News South East.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">(b)<span> </span>
Councillor Law announced that the recent Hot Topix youth conference
had been a huge success with 98 young people attending over the two
days.<span> </span> They had been
consulted on how they could engage in the new Local
Children’s Services Partnerships and had carried out a budget
exercise to prioritise how they would spend Council budgets and
what they would do with £5000 in their
communities.<span> </span> A short
video of the conference was being put together for the
Members’ Briefing in February.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">(c)<span> </span>
Councillor Law announced that plans were in place to update the
notbored.net website by brightening it up and including more
animation and interactive elements as this had been requested by
young people.<span> </span> The
design process would involve close working with the members of a
youth action group to get their views and involve them as much as
possible in delivery of the project.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">(d)<span> </span>
Councillor Law announced that a new Intergenerational Project was
being planned that would run with the Spring Lane neighbourhood
centre team to deliver a joint cooking project with older residents
and young people from the positive image action group taking
part.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">(e)<span> </span>
Councillor Samper announced that the Council’s Street Trading
Bill was making its way through the House of Commons.<span> </span> She thanked the Head of Legal and
Democratic Services and all the other officers involved who had
helped in preparing the evidence in order to achieve a smooth
passage of the Bill.</p>

<p class="MsoNormal">(f)<span> </span>
Councillor Pickersgill announced that the Council had had a
successful day at auction recently and had sold a property in
Sturry Road for a price above the reserve.<span> </span> The funds from the sale would
help towards the financing of some of the larger capital projects
currently being undertaken by the Council.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">(g)<span> </span>
Councillor Vickery-Jones announced that he had recently attended a
Diversity and Equality Forum.<span> </span> Some interesting talks had been
given and he had had the opportunity to speak with a number of
people.<span> </span> A number of
issues had arisen and he would be following them up in the near
future.</p>

<p class="MsoNormal">(h)<span> </span>
Councillor Austin announced that he attended the party held at
Windsor House in Whitstable on 15 October to celebrate the
40<sup>th</sup> anniversary of the building, originally erected by
the old Whitstable Urban District Council in 1968.<span> </span> Many of the residents enjoyed the
party that had been addressed by the Lord Mayor with appropriate
musical entertainment being provided after the
refreshments.<span> </span> The
Council was currently finishing kitchen replacements and a number
of residents had expressed great satisfaction.<span> </span> In addition there would be window
replacements and bathroom upgrades for those not already
done.<span> </span> Where a bathroom
was to be upgraded it was the intention to fit showers with easy

<p class="MsoNormal">A petition by the Chair of Thanington
Residents Association along with a list of 2000+ signatories to the
Petition had been presented to the meeting of the Council held on 2
October 2008.<span> </span> The
Council had referred it to the Executive.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">Councillor Eden-Green as a Ward Member spoke
and set out his reasons for supporting the petition.<span> </span> He also reminded the Executive
Members that he was a trustee of the Thanington Resource
Centre.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">Members recognised that valid points had been
made in the petition and by the speakers at the meeting but as a
consultant’s report on the options for extending park and
ride provision in the city was due to be completed in the near
future, it was felt that, in order to make an informed decision,
officers should prepare a full report once the consultant’s
report was received.<span> </span>
The reports will then be considered at a future meeting.</p>

regarding which of the Local Plan policies should be
“saved” in the long term.</p>

report of the Head of Regeneration and Economic Development and the
Director of Community Services that explained that comments had
been invited by the South East England Regional Assembly (SEERA) on
four spatial options for the distribution of pitch requirements for
Gypsies, Travellers and Travelling Showpeople as part of the
Partial Review of the South East Plan.<span> </span> Members were informed that a
further option had been put forward by SEERA the previous Monday
but having considered it felt that option A should be the preferred
one.</p>

the South East Regional Assembly consultation as set out in option
A of the report as now submitted.</p>

<p class="MsoNormal">The portfolio holder introduced the report of
the Head of Regeneration and Economic Development that provided
details of a European partnership of councils that aided
development of cultural regeneration projects at a local level and
worked together to share good practice. The partnership was bidding
for Interreg funds to support this work. The project budget total
for Canterbury was €1.798m (£1.384m sterling) with a bid
for the maximum rebate of 50% of this spend.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">The Council’s element of the proposed
bid would focus on public realm work around the New Marlowe Theatre
and the Beaney Institute.<span> </span> Matching funds would be drawn
from the agreed capital programme together with necessary officer
time to deliver the public realm project to help secure funds from
the European Regional Development Fund.</p>

Weed spraying in the district had started.</p>

had been more complaints to councillors about this issue than any
other matter.</p>

change of a chemical used in the weed killer as a consequence of

The process now used by KCC for payments to the City Council was

that the Executive approve the erection of two information boards
along the Herne Bay seafront.<span> </span> Members were advised that the
funds received from the Kentish Flats offshore wind farm
development had been fully allocated and so it was unlikely that
funds could be found from other budgets to cover the cost of the
boards estimated to be between £3000 and £4000
depending of size, design and construction. <span> </span>The portfolio holder advised that
the owner of the wind farm might be willing to pay for a board and
suggested that the relevant officer should make suitable
enquiries.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">The Panel had also requested that the Kentish
Flats offshore wind farm be known as the Herne Bay Wind Farm on all
Council agendas.<span> </span>
Members were not convinced that the Council could simply rename the
wind farm nor that it would be of any benefit.</p>

Councillor Lee announced that the Council’s proposed budget
for 2009/10 was now out for public consultation and he was looking

good press coverage including an item on BBC News South East.</p>

Councillor Law announced that the recent Hot Topix youth conference
had been a huge success with 98 young people attending over the two

consulted on how they could engage in the new Local
Children’s Services Partnerships and had carried out a budget
exercise to prioritise how they would spend Council budgets and
what they would do with £5000 in their
communities.<span style="mso-spacerun: yes"> </span> A short
video of the conference was being put together for the
Members’ Briefing in February.</p>
<p class="MsoNormal"> </p>

Councillor Law announced that plans were in place to update the
notbored.net website by brightening it up and including more
animation and interactive elements as this had been requested by

design process would involve close working with the members of a
youth action group to get their views and involve them as much as
possible in delivery of the project.</p>

Councillor Law announced that a new Intergenerational Project was
being planned that would run with the Spring Lane neighbourhood
centre team to deliver a joint cooking project with older residents
and young people from the positive image action group taking
part.</p>

Councillor Samper announced that the Council’s Street Trading
Bill was making its way through the House of Commons.<span style="mso-spacerun: yes"> </span> She thanked the Head of Legal and
Democratic Services and all the other officers involved who had
helped in preparing the evidence in order to achieve a smooth
passage of the Bill.</p>

Councillor Pickersgill announced that the Council had had a
successful day at auction recently and had sold a property in

help towards the financing of some of the larger capital projects
currently being undertaken by the Council.</p>

Councillor Vickery-Jones announced that he had recently attended a
Diversity and Equality Forum.<span style="mso-spacerun: yes"> </span> Some interesting talks had been
given and he had had the opportunity to speak with a number of
people.<span style="mso-spacerun: yes"> </span> A number of
issues had arisen and he would be following them up in the near
future.</p>

Councillor Austin announced that he attended the party held at
Windsor House in Whitstable on 15 October to celebrate the
40<sup>th</sup> anniversary of the building, originally erected by
the old Whitstable Urban District Council in 1968.<span style="mso-spacerun: yes"> </span> Many of the residents enjoyed the
party that had been addressed by the Lord Mayor with appropriate
musical entertainment being provided after the
refreshments.<span style="mso-spacerun: yes"> </span> The
Council was currently finishing kitchen replacements and a number
of residents had expressed great satisfaction.<span style="mso-spacerun: yes"> </span> In addition there would be window
replacements and bathroom upgrades for those not already

Residents Association along with a list of 2000+ signatories to the
Petition had been presented to the meeting of the Council held on 2
October 2008.<span style="mso-spacerun: yes"> </span> The
Council had referred it to the Executive.</p>

<p class="MsoNormal">Councillor Eden-Green as a Ward Member spoke
and set out his reasons for supporting the petition.<span style="mso-spacerun: yes"> </span> He also reminded the Executive
Members that he was a trustee of the Thanington Resource
Centre.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">Members recognised that valid points had been
made in the petition and by the speakers at the meeting but as a
consultant’s report on the options for extending park and
ride provision in the city was due to be completed in the near
future, it was felt that, in order to make an informed decision,
officers should prepare a full report once the consultant’s
report was received.<span style="mso-spacerun: yes"> </span>
The reports will then be considered at a future meeting.</p>

details of a European partnership of councils that aided
development of cultural regeneration projects at a local level and
worked together to share good practice. The partnership was bidding
for Interreg funds to support this work. The project budget total
for Canterbury was €1.798m (£1.384m sterling) with a bid
for the maximum rebate of 50% of this spend.</p>

<p class="MsoNormal">The Council’s element of the proposed
bid would focus on public realm work around the New Marlowe Theatre
and the Beaney Institute.<span style="mso-spacerun: yes"> </span> Matching funds would be drawn
from the agreed capital programme together with necessary officer
time to deliver the public realm project to help secure funds from
the European Regional Development Fund.</p>

boards estimated to be between £3000 and £4000

the owner of the wind farm might be willing to pay for a board and
suggested that the relevant officer should make suitable
enquiries.</p>
