DRAFT SCOPE FOR THE EMPLOYING DISABLED PEOPLE SCRUTINY COMMISSION PDF 31 KB
\nProposal for a scrutiny review of employing\npeople with learning disabilities in Newham (Enclosure)

Members to consider and agree the scope for this\nCommission with terms of reference as outlined in paragraphs 3.3\n– 3.5 and the timetable as outlined in paragraph 6.1.
\nMinutes:
\nThe Chair\ninformed the Commission of the proposed focus for its scrutiny\nreview on employing disabled people. Members considered the draft\nscoping report and noted that the Council is the largest employer\nin the borough and that out of all the disabled people it employs,\npeople with learning disabilities make up a small percentage.\nMembers also noted that the Council has launched a new employment\nscheme, Bright Futures, to increase the number of people with\nlearning disabilities employed by the Council.
\n\n
The Commission\nwas informed that a range of Council officers and partners have\nbeen consulted about the focus for the Commission’s review.\nThe Commission heard that the Deputy Mayor and the Executive Member\nfor Business Partnerships and Skills had made some suggestions of\nissues for the Commission to consider. The Chair would also speak\nto the Executive Member for Equalities and Social Inclusion and the\nExecutive Member for Older People for their views. As stated in the\nscoping report, Executive Members would also be invited to\ncontribute formally to the Commission’s review.
\nCouncillor Shah\nemphasised that it would be important for the Commission to hear\nfrom people with learning disabilities themselves, and the barriers\nthey had experienced in securing work and/or good practice.\nCouncillor Ahmad suggested that the Commission could identify good\npractice in neighbouring boroughs. The Chair suggested that Members\ncould speak to residents with learning disabilities in their ward\nand report their experiences to the Commission.
\n\n
Members agreed\nthat supporting children and young people with learning\ndisabilities in school was important to ensure they were better\nplaced to find work as adults. Members agreed that the Commission\ncould acknowledge this but that, due to the tight timescales for\nthe review, the review would focus on adults with learning\ndisabilities.

Decision

The Commission agreed to\ncarry out a review of employing people with learning disabilities\nin Newham with the following terms of reference:
\n\n\n· \nTo\nexamine how the Council is removing barriers to employment for\npeople with learning disabilities, with a particular focus on the\nCouncil’s Bright Futures employment scheme for people with\nlearning disabilities
\n\n\n· \nTo\nlook at the extent to which the Council is working together with\npartners and local employers to increase employment of local people\nwith learning disabilities
\n\n\n· \nTo\nmake recommendations to the Mayor for any further actions that\ncould be taken to increase employment levels for people with\nlearning disabilities in Newham.

The Commission agreed to\nthe timetable for the review of employing people with learning\ndisabilities in Newham as outlined in the scoping report for the\nscrutiny review, with the Commission considering its draft report\nand recommendations in December 2009.
