Notice of Motion - National Challenge <div class="mgWordPara"><div class="Section1"> Councillor Cott (Deferred from last and previous meetings)   “Council notes the continued improvement of Newcastle schools in public examinations in 2008 and congratulates them on their achievements.   Council particularly notes and commends those schools and students who have improved performance to an extent that takes them above the so-called National Challenge set by Government of 30% GCSE pass rate at A-C including English and Maths.   Council is of the view that this blunt and bullying threat of a withdrawal of funding and possible closure is damaging the reputation and morale of schools and placing unnecessary pressure on schools and students in what is in any event a flawed system of performance measurement.   Council calls on our local Members of Parliament to lobby Government to abandon the unnecessary and unfair National Challenge and to provide extra support for schools working with the most disadvantaged intakes without the threats.”     </div> </div> <a name="AI3945"></a>16. Notice of Motion - Domestic Violence <div class="mgWordPara"><div class="Section1"> Councillor Ormonde ( Deferred from last meeting)   “Council notes the good work already undertaken on tackling Domestic Violence in Newcastle. However, Council is concerned to note that 3 million women continue to experience rape, domestic violence, forced marriage or other violence each year in the UK.  Council also notes that men are victims of domestic violence too, but that little work is done to quantify this issue.   Council is concerned that a fractured response to domestic violence is failing people meaning that: ·         the link between violence against women and women's inequality is often ignored ·         resources are focused on the criminal justice system, even though most victims don't report ·         <a href="http://www.endviolenceagainstwomen.org.uk/data/files/map_of_gaps.pdf" class="external" title="http://www.endviolenceagainstwomen.org.uk/data/files/map_of_gaps.pdf"> </a>1 in 3 local authorities don't have Rape Crisis Centres or other specialised women's support services   ·         Half of young men think it's okay to hit a woman or force her to have sex in certain circumstances Council therefore calls on the Government to develop a national strategy to end domestic violence against women, and resolves to show leadership on this issue by developing a local strategy. This should include consideration of: <a href="http://www.endviolenceagainstwomen.org.uk/index.php" class="external" title="http://www.endviolenceagainstwomen.org.uk/index.php"></a><a href="http://www.endviolenceagainstwomen.org.uk/data/files/realising_rights.pdf" class="external" title="http://www.endviolenceagainstwomen.org.uk/data/files/realising_rights.pdf"></a> ·         public campaigns to challenge attitudes, similar to road safety campaigns ·         Governments and public bodies should seek to limit sexualisation of women and girls in popular culture and public spaces ·         training on the reality and impact of violence for doctors, social workers, civil servants and other key professionals ·         schools to address consent to sex, healthy relationships and sexist bullying ·         a long-term funding strategy for specialised services to ensure all men and women have the support they deserve ·         work tackling violence against women to be mainstreamed into key policies such as social exclusion, poverty, healthier lives and community cohesion   Council therefore calls on Executive to appoint a lead Member for Domestic Violence, develop a strategy in Newcastle for tackling domestic violence and report back on progress by December 2008”.   </div> </div> <a name="AI3946"></a>17. Notice of Motion - Local Economy Support <div class="mgWordPara"><div class="Section1"> Councillor Bartlett   Council notes   1.         The Prime Minister and the Chancellor's strong response to the trends towards recession in the UK economy.   2.         The challenging global economic times caused in great part due to instability in the banking sector, typified by irresponsible sub-prime mortgage lending in the US housing market.   3.         The need for national response to these issues, and the bringing forward of major investment plans to be confirmed in the pre-Budget report and the reduction in the number of days government departments will be taking to pay small businesses who supply them with goods and services.   Council believes   1.         That the support of local business is a key part in the development of the economy of Newcastle and beyond.   2.         The local economy, and its development, is a key theme of the Local Area Agreement.   3.         That the current financial difficulties will have an impact particularly on small business where cash flow, rather than turnover and profit can be the difference between success and failure.   Council resolves   1.         To call on the Executive to bring forward a package of capital projects planned for future years, or already underway and planned to continue, which could be delivered wholly or at greater pace in the current financial year to stimulate the local economy and economy of the city region and North East as a whole, without increasing the total amount to be spent in this or the coming two financial years.     2.         To call on the Executive Member responsible, in order to aid smaller businesses throughout the North East (where business turnover is less than £500,000 per annum), to make the following changes to the authority’s payment terms.   (i)                 Encourage all firms undertaking business with the Council to agree to be paid through electronic means.   (ii)        Amend all terms and conditions with such smaller businesses that payment by the Council for services will be made within 10 days of receipt of invoice.   3.         To write to the other local authorities in the region and call on them to do the same if they have not already done so. </div> </div> <a name="AI4465"></a>18.
