Establishment of Posts for Big Lottery Children's Play Programme PDF 100 KB

\nThe Director of Children’s Services\nsubmitted a report which sought the Committee's approval to\nestablish the following posts:
\n\n
1 x Children’s Play Fund Monitoring and\nFinance Officer, Part-time (25 hrs) Band H (£18,085-\n£19,970)
\n1 x Play Inclusion co-ordinator, Part-time (30\nhours) Band F (£16,206-£17,774)
\n3 x Playworkers, Part-time (18 hours) Band D\n(£6,630-£8,340)
\n\n
The posts would be funded for a time-limited\nperiod of three years by the BIG Lottery Children’s Play\nInitiative Fund allocation of £881,208.
\n\n
The Director responded to comments from\nmembers and stated where the posts would be based and that they\nwould be on fixed term contracts.
\n\n
Resolved – That the establishment of:
\n\n
1 x Children’s Play Fund Monitoring and Finance\nOfficer, Part-time (25 hrs) Band H
\n1 x Play Inclusion co-ordinator, Part-time (30 hours)\nBand F
\n3 x Playworkers, Part-time (18 hours) Band D
\n\n
within\nthe Children’s and Young People’s Department for a time\nlimited period of three years, funded by the BIG Lottery\nChildren’s Play Initiative Fund, be approved.

This item was deferred at the last meeting on\n24 September to enable the views of the Trades Unions to be fully\nconsidered. These will be reported at the meeting.

\nFurther to minute 58 (24/9/08) the Director of\nLaw, HR and Asset Management re-submitted a report advising the\nCommittee of a proposal to update the Council’s process for\nreviewing the continued employment of employees who had been placed\non the Corporate Redeployment Register.
\n\n
Letters from Unite and UNISON had been\ncirculated to the Committee and were considered.
\n\n
Officers addressed the Committee, providing an\nupdate as to the current position alongside the actions being\nrecommended.
\n\n
The Chair welcomed Joe Taylor, Branch\nSecretary of UNISON and invited him to address the meeting.
\n\n
After considering the submissions of officers\nand the unions and having debated the matter, it was moved by\nCouncillor Green and seconded by Councillor Ellis that –
\n\n
“(1) The matter be deferred for further\ndiscussions so that the situation with the 36 staff can be\nclarified and the Council continue to work with the Trades Unions\nso that wherever possible compulsory redundancies are avoided.
\n\n
(2) The Trades Unions be invited to attend\nfuture meetings of this Committee.”
\n\n
It was moved as an amendment by Councillor\nDavies and seconded by the Chair that –
\n\n
“(1) The Council’s redeployment\nprocesses be updated as detailed within the Director’s report\nand the Council continue to work with the Trades Unions to find\nsolutions to help those on the redeployment register.
\n\n
(2) That the Trades Unions be invited to\nattend future meetings of this Committee.”
\n\n
The amendment was put and carried (4:2)
\n\n
The amendment then becoming the substantive\nmotion was put and it was –
\n\n
Resolved (4:2) – That
\n\n
(1) the Council’s redeployment processes be\nupdated as detailed within the Director’s report and the\nCouncil continue to work with the Trades Unions to find solutions\nto help those on the redeployment register.

(2) the Trades Unions be invited to attend future\nmeetings of this Committee.
